About this file

This document is a Questions and Answers (Q&A) spreadsheet for a federal solicitation (RFQ W912CN25Q5001) for dumpster and refuse services on the island of Oahu. The competitive procurement is full and open, with a small business reserve, under an Indefinite Quantity Indefinite Delivery (IDIQ) contract. The service period is five years with five 12-month ordering periods, covering various dumpster sizes (10, 20, 30, and 40 cubic yards) for waste collection including garbage, refuse, rubbish, and sludge. Key clarifications include: there is no incumbent contractor, large and small businesses can participate, and a small business subcontracting plan is required for non-small businesses. The contract will be firm-fixed price, with estimated quantities for bin delivery, removal, daily rental, and service outlined in the pricing attachments.

The Q&A document provides detailed responses to vendor questions about contract specifics, including waste types, pricing calculations, holiday work rates, and service expectations. Notable points include the government's flexibility in bin usage, no requirement for disposal receipts, and the ability to swap out full bins. The solicitation is issued by the Department of the Army Materiel Command Army Contracting Command, with a NAICS code of 562111 (Solid Waste Collection) and a small business standard of $47M. Vendors are expected to price services accordingly, with potential surge fees and additional service options that can be specified in individual task orders.

5Example Task Order Form (Attachment 2), Pricing Sheet (Attachment 3)N/AWe reviewed the spreadsheets provided and we have questions on the numbers that were provided on the spreadsheets pertaining to the quantity of the bins, rental days, and the servicing amounts in Attachment 2 as they do not tie into the quantity amounts in Attachment 3. Can someone please clarify on the differences and if there is a possibly discrepancy.Attachment 2 is an example Task Order requirement that could be solicited under this IDIQ. A Task Order similar in scope is likely required shortly after the award of this IDIQ. This Example Task order is being used as prescribed in 52.212-1 and 52.212-2 for evaluation, and also to provide perspective to industry with the possible scope of the Task Orders.

The quantitites in Attachment 3 are the estimated amounts of each ELIN for each individual ordering period.
