About this file
This is a Questions and Answers document for federal contract opportunity W912CM26QA014 for Grounds Maintenance and Tree Assessment services at USAG Wiesbaden.
The document addresses three key bidder inquiries. First, the Government extended the bid submission deadline from April 17, 2026 to April 24, 2026, with notification that no further extensions are possible due to acquisition timeframe constraints. Second, regarding ELIN (Equipment Line Item Number) references in the Performance Work Statement and price sheets, the Government clarified that ELINs for CLINs *001 and *002 have been included in the PWS, while tree assessment ELINs (*003 and *004) are considered self-explanatory and not explicitly detailed. Some self-explanatory items under CLINs *001 and *002, such as bark mulch delivery and fence line clearing, are also not specifically mentioned. Third, the Government confirmed that all bidders, including those registered in SAM, must submit the required FAR and DFARS provisions and clauses, and provided specific page references within the solicitation document where these representations, certifications, and clauses can be located, including FAR 52.209-7, FAR 52.229-11, DFARS 252.204-7016, and DFARS 252.204-7017.

Questions and Response W912CM26QA014 Grounds Maintenance and Tree Assessment USAG Wiesbaden
1. We would like to request a two-week extension of the bid submission deadline, currently set for 17.04.2026.
Response: The solicitation is extended to deadline April 24, 2026. Unfortunately, the Government cannot extend this further due to limitations in acquisition timeframe.
2. While preparing our quote I am missing reference of ELINS within the PWS/B08_Solicitation and the price sheets. This makes it difficult to determine the exact job behind the specific ELIN. For example, ELIN *001AM-*001AP (Disposal of storm debris). In the provided documents I have found an ELIN reference only once on page 37/57 under planting of trees referring to ELIN *001BT / *002BD […]. This applies to several other similar ELIN which to differ in a specific execution (Example 5.2.7 Seeding and Sodding p 33/57 refers to ELIN *001BL, BM neither knowing what is behind that ELIN in detail). We are kindly asking support how we should deal with this matter as the ELINs also slightly differ from the ones in the past Solicitation from 2020.
Is it to be found in Attachment TE 10?
Response: The reference to the ELINs of CLIN *001 and *002 has been included into the PWS.
All tree assessment ELINs are self-explanatory, therefore CLIN *003 and CLIN *004 are not addressed in the PWS particularly. Some of the ELINs of CLIN *001 and *002 which are largely self-explanatory are not explicitly mentioned in the PWS (as e.g. delivery of bark mulch, fence line clearing).
3. According to paragraph 14 on page 42, you require the following FARs and DFARS to be submitted with the Solicitation. Does this also apply to bidders who are registered and listed in SAMs? (for example, DFARS 252.204-7017). Unfortunately, we cannot view all FARs and DFARS in SAMs.
Among other things, we cannot find where paragraphs c to v are located.
Response: Yes, this also applies to those registered in SAM. It is required to complete the provisions and clauses listed and attached to the solicitation document. The Representations, certifications, and clauses can be found in the following pages:
• FAR 52.209-7 – page 33 -34
• FAR 52.229-11 – page 56 - 58
• DFARS 252.204-7016 – page 35
• DFARS 252.204-7017 - page 36 - 37
• DFARS 252.229-7001 – Page 27 (filled in)
• FAR 52.229-11 – page 56 - 58
