About this file
This document is a Red Plan (Roter Plan in German), an immediate action tool designed as an appendix to the USAG Wiesbaden Spill Prevention and Response Plan (SPRP) for hazardous substance spill incidents at U.S. Army installations in Wiesbaden, Germany.
The Red Plan provides a four-step immediate response framework for spill incidents. Step 1 requires personnel to determine safe actions by evaluating three critical questions: whether the spill poses safety, health, fire, or explosion hazards; whether it threatens water bodies, sewers, soil, or air; and whether containment can be achieved safely. An affirmative answer to any question triggers immediate emergency reporting. Step 2 instructs personnel to stop or slow the source by protecting themselves from hazardous substance contact and vapor inhalation, closing valves, stopping pumps, and moving intact containers away from danger zones. Step 3 focuses on controlling and containing the spill using brooms, drain covers, containment valves, portable containments, and absorbents. Step 4 addresses emergency reporting with specific contact protocols: for on-post spills, call USAG Wiesbaden Fire Department (DSN: 112 or CIV: 0611-143-548-0112); for off-post spills, call the German Fire Department (CIV: 112). Personnel must report their name and location, spill time, location, type and quantity, and any emergency medical assistance needs. The document includes detailed reporting requirements specifying who, what, where, and how many people or materials are involved. The plan emphasizes area evacuation as a mandatory final action and notes that the comprehensive SPRP provides in-depth information on prevention, response, notification, and cleanup procedures to be applied after initial response actions commence.

Red Plan
In the event of a spill of a hazardous substance at installations of the USAG
Wiesbaden, this Red Plan serves as an immediate action tool to initiate the correct response in the shortest possible time.
The Red Plan is an Appendix of the USAG Wiesbaden Spill Prevention and
Response Plan (SPRP). The SPRP reinforces the Red Plan and provides in-depth information on spill prevention, response, notification, and cleanup procedures and is to be applied after appropriate notifications and response actions are underway.
