59, Para (4) (ii)
Pursuant to SBA regulations applicable to Alaska Native Corporations
(ANC), an ANC’s subsidiaries may utilize the ANC’s common management and common administrative services, without being considered affiliated for size purposes. At the discretion of the government, this rule also applies to past performance, wherein subsidies of an ANC may use the past performance of its sister subsidiaries as past performance of the bidding subsidiary when responding to a solicitation. Will the past performance of sister subsidiaries of the bidder be considered for the purpose of evaluating the past performance of the bidder?
An affiliate's past performance will not be considered when evaluating the contractor's past performance.
Only the offeror's past experience will be considered in the evaluation.
If an Offeror has no relevant experience or past performance history, the Government will evaluate the offer for affirmatively stating so. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305
(a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, "unknown" will be considered
"acceptable."
