Solicitation: W912CH-24-R-L008 Questions regarding Center for Army Analysis (CAA) Grounds Maintenance & Snow Removal:

Question 1: How many times a week will the maintenance tasks be performed?

Answer: See Section C – Description and Specifications – STATEMENT OF WORK (SOW), paragraphs 2-3 for frequency of grounds maintenance and snow/ice removal.

Question 2: Will there be a site visit to review the work area?

Answer: The site visit was conducted on December 10th, 2024, at 1000 hrs, as stated in Amendment 0001 of the solicitation.

Question 3: Can you provide information about the incumbent contractor, if applicable?

Answer: Prior to this CAA was paying for the services with a Government Purchase Credit Card (GPC), there was not a previous contractor.

Question 4: Picture?

Question 5: Can I have the previous incumbent information and award amount?

Answer: Prior to this CAA was paying for the services with a Government Purchase Credit Card (GPC), there was not a previous contractor.

Question 6: How many acres will need service?

Answer: Please refer to the Statement of Work updated via Amendment 0002 of the Solicitation. About a quarter acre require services.

Question 7: Can you provide a map of the designated maintenance zone(s) on the property?

Answer: Please refer to pictures for reference to the designated maintenance zones. Pictures may be accessed via the links provided on the notice.

Question 8: Are there any products that are prohibited from being used on the property?

Answer: Chemical weed treatment is not allowed as indicated in paragraph 2 of the Statement of Work (SOW).

Question 9: What are the details regarding length and height of grass, bushed and other greenery?

Answer: Mowing of the grass areas is not required. Please see SOW Paragraphs 2.d. and e. for details regarding required enhancements to grass areas and removal of lawn waste and debris. Generally, the contractor shall maintain and prune the shrubs and hedges around the perimeter of entire building as required to maintain the health of the plants and to maintain a uniformed and formal appearance. The contractor shall coordinate with the designated Government representative on the desired height of the shrubs. Please refer to paragraph 2 of the Statement of Work (SOW) for further details.

Question 10: What is the seasonal time to implement snow removal?

Answer: The requirement for Snow and Ice Removal around the Center for Army Analysis, Building 1839, Ft. Belvoir, VA will only be activated if there are snow events that require snow and ice removal.

Question 11: What identification requirements must workers supply? Uniform type, ID Cards, etc.

Answer: Must have two photo ID`s.

Question 12: What is the check -in and check-out routine requirements for vendors providing service on the property?

Answer: 0600 – 1800 EST.

Question 13: Are there any other pertinent details for workers or rendered service?

Answer: There are no other pertinent details for workers or rendered services at this time.

Question 14: Is the below accurate?

Answer: Yes Question 15: Is there a previous award for this Solicitation?

Answer: Prior to this CAA was paying for the services with a Government Purchase Credit Card (GPC), there was not a previous contractor.

Question 16: Please confirm that our staff will have to obtain a visitor pass every time we need to enter Ft. Belvoir to provide services, or will our staff be authorized to obtain Common Access Cards?

Answer: Contractor staff will be authorized a Contractor/Visitor Pass to provide the services, for the duration of the contract.

Question 17: Is CLIN 0002 priced per snow event (disregarding if the snow event is: 1. snow & ice removal if snowfall/precipitation is expected to exceed one inch, or 2. ice Melt is applied to all designated pedestrian foot-traffic areas if snow fall is less than one inch in accumulation) or is CLIN 0002 a FFP for all snow events during the POP?

Answer: CLIN 0002 Snow and Ice Removal is a Firm Fixed Price (FFP) for all snow events during the Period of Performance (PoP). Billing for this CLIN shall be conducted as work is performed in accordance with the Statement of Work (SOW), but not more than monthly.

Question 18: Please see attached map. RFP/Scope references two strips of turf across the street and I have arrows pointing at the locations that I think are being discussed. Maintenance of turf up until the sidewalk on that side is being included, is that correct?

Answer: Correct Question 19: I am trying to submit my proposal but I noticed in your submission requirements iT states submit all proposals via http:/sam.gov. I attempted to find out how to do this and I also called SAM.GOV and they stated there's no way you can submit a proposal via their website. How should I proceed?

Answer: All proposals are to be emailed to Ms. Sydney Huston at sydney.r.huston.civ@army.mil

20. As it currently stands, it appears the payment terms are not tied to specific deliverables, which suggests that the contract would be paid in full at the end of the year. Additionally, it seems the payments are to be distributed monthly, which would mean:

1. Snow removal services (spanning 6 months) would be spread out over 12 months.

2. Ground maintenance services would follow a similar structure.

Could you kindly confirm if this understanding is correct? If not, could you provide clarification or a breakdown of how payments will be scheduled for both snow removal and ground maintenance services?

Answer: The snow removal service spanning 6 months is when the services are needed and able to be invoiced. Every month the Contractor will submit invoices for that month (if any). Due to this being a Firm Fixed Price Contract (FFP) there will be a flat rate, and it funded at time of award for both the Snow/Ice Removal and Ground Maintenance Services.
