ITEM/DESCRIPTION OF REQUIREMENT
The solicitation is a 100% total small business set-aside. The U.S. Army Contracting Command - Detroit Arsenal (ACC-DTA) plans to competitively award a Firm Fixed Price (FFP) contract for the maintenance of grounds, including plants, grass, and snow/ice removal, around building 1839. This is in support of The Center of Army Analysis (CAA).
LOCAL NARRATIVES
A.1 ELECTRONIC CONTRACTING
(a) All Army Contracting Command – Detroit Arsenal (ACC-DTA) solicitations will be publicized on the System for Award Management website (https://www.sam.gov). Any additional attachments, including Technical Data Packages (TDPs) when available electronically, will be separate attachments or links embedded in the solicitation.
(b) As of 10 August 2019, unless directed to do otherwise in Section L of this solicitation, vendors are required to submit a quote or proposal https://SAM.gov.
(c) Please pay close attention to the Issued By block location on the cover page of the solicitation for closing date and time. The closing date and time is based on the local time of the listed location of the Issued By office. In accordance with FAR 15.208(a), offerors are responsible for submitting proposals, and any revisions, and modifications, so as to be received by the Government office designated in the solicitation by the time specified.
(d) It is the responsibility of the Offeror to ensure the proposal/quote is received by the date and time specified on the cover page of this solicitation. In accordance with FAR 15.208, if the proposal/quote was not received at the initial point of entry to the Government infrastructure (in this case, received through SAM) by the exact date and time specified on the cover page of this solicitation, it will be determined late. Proposal/quote is defined to mean ALL volumes or parts required in the solicitation are included in the electronic submission.
Note: There is no "expected" or "target" length of time for proposal submission; size and content may be factors, therefore offerors are strongly cautioned when submitting proposals to allow adequate time for submission.
(e) Solicitations may remain posted on SAM.gov after the solicitation closing date. If the response deadline has passed for the solicitation, vendors will no longer be able to submit electronic responses.
(f) Any award issued as a result of this solicitation will be distributed electronically. In the event of a FOIA request for a copy of any award issued as a result of this solicitation, or any subsequent modifications to the contract, the contract and modifications will be released, including the awarded unit price. This is the notice required by Executive Order 12600 (June 23, 1987) of the Government's intention to release unit prices in response to any request under the Freedom of Information Act (FOIA), 5 USC 552. Unit price is defined as the contract price per unit or item purchased as it appears in Section B of the contract and is NOT referring to nor does it include Cost or Pricing data/information. If an Offeror objects to such release in the base contract or contract modifications, the Offeror must notify the contracting officer in writing prior to the closing date identified in this solicitation and include the rationale for the objection consistent with the provisions of FOIA. A release determination will be made based on rationale given.
(g) Questions pertaining to this solicitation should be directed to the Contract Specialist identified on the cover page of this solicitation. For technical assistance in doing business with the Government, and doing business electronically, please visit the Procurement Technical Assistance Center (PTAC) website at http://www.aptacus.org/ to locate a regional center. Any questions regarding this Request for Quote (RFQ) must be received by the Contract Specialist no later than 05 December 2024 1:00pm Eastern Time. Responses to questions are not considered changes to the RFQ as the only way the RFQ can be modified is through an amendment that will be issued. No phone calls will be accepted for any reason. All questions shall be in writing. The Government will post all Questions and Answers (Q&As) to SAM.gov no later than 5:00pm Eastern Time on 10 December 2024. The Government will notify potential offerors if an extension is needed to post the Q&As submission.

1. Description of Services: The contractor shall provide all personnel, equipment, supplies, material, and supervision necessary to ensure that the grounds, plants, and grass around the Center for Army Analysis (CAA) at Building 1839, 6001 Goethals Road, Ft. Belvoir, VA 22060, are maintained in a neat and professional manner.
In addition, the contractor shall provide all personnel, equipment, supplies, material and supervision needed for snow removal at Building 1839.
2. Maintenance of grounds around the Center for Army Analysis, Building 1839, Ft Belvoir VA:
a. Enhance and Maintain Shrubs and Hedges.
i. The contractor shall maintain and prune the shrubs and hedges around the perimeter of entire building as required to maintain the health of the plants and to maintain a uniformed and formal appearance.
ii. The contractor shall prune or trim flowering shrubs and plants after blooming.
iii. The contractor shall prune the shrubs and hedges three times a year in the spring, summer, and fall.
iv. The contractor shall maintain, refresh and replace the mulch beds along the entire perimeter of the building under the shrubs, twice a year, in the spring and the fall to enhance the appearance of the grounds.
v. The contractor shall coordinate with the designated Government representative on the desired height of the shrubs.
vi. The contractor shall remove all weeds within the shrub/mulch bed manually or mechanically. Chemical weed treatment is not allowed.
b. Enhance and maintain the planted areas located to the left and right sides of Building 1839’s main entrance. These areas are planted with ground cover plants and are situated on either side of the building’s main entrance.
i. The contractor shall maintain the two areas indicated at the front of Building 1839 to enhance the beauty and health of the plants.
ii. The contractor shall edge and prune the ground cover plants at least twice a year, generally in the spring and fall, to contain the plants within their established borders and to maintain a professional appearance.
iii. The contractor shall maintain, refresh, and replace the mulch beds twice a year, in the spring and the fall, to enhance the appearance of the grounds. If the plants are thick throughout the established beds, mulch might not be needed in those areas.
iv. The contractor shall remove all weeds within the boundaries of the ground cover beds either manually or mechanically. Use of chemical weed treatments is not allowed.
c. Enhance and maintain the two concrete enclosed beds in front of the building, each containing one decorative tree.
i. The contractor shall refresh the mulch in these two contained beds twice a year, generally in the spring and fall.
ii. The contractor shall remove all weeds within these beds manually or mechanically at least twice a year, generally in the spring and fall. Use of chemical weed treatments is not allowed.
d. Enhance the grass areas around the entire building, including the grass strip immediately across
Goethals Road from building 1839:
i. The contractor shall perform core aeration to remove plugs of soil on the grass areas to increase nutrient availability, water penetration, soil exchange and reduce compaction in the fall.
e. Remove debris and lawn waste:
i. The contractor shall remove all debris or waste produced because of the ground’s maintenance activities. This includes, but is not limited to, clippings, old mulch, limbs, empty bags, dead plants, and pulled weeds.
ii. In the fall, the contractor shall remove all natural and manmade debris and waste around building 1839 and from the parking lots, including the parking lot islands, to the south and west of the building. This includes, but is not limited to, tree limbs, leaves, pine needles, and pinecones.
iii. The contractor shall dispose of all collected debris and waste at an off-base location in accordance with local, state, and federal laws and regulations.
3. Snow and Ice Removal around the Center for Army Analysis, Building 1839, Ft Belvoir VA. This requirement will only be activated if there are snow events that require snow and ice removal:
Snow and ice removal time criteria: During normal duty hours (0600 to 1800), the Contractor shall begin snow removal actions if snowfall/precipitation is expected to exceed one inch as forecasted by the National Weather Service. If a winter storm is forecasted to be one inch or less in accumulation, the Contractor shall use its discretion as to when snow/ice removal shall commence. Ice Melt is to be applied to all designated pedestrian foot-traffic areas if snow fall is less than one inch in accumulation. The Contractor is responsible for monitoring the National Weather Service radio channel on a 24-hour basis. The contractor shall remove snow and ice from the sidewalks and building entranceway, providing a clear and safe path from the west and north parking lots to the building.
a. When required and after removing the snow and ice, the contractor shall treat the sidewalks from the front door and in front of the building with an environmentally friendly snow/ice melting product to ensure cleared areas remain free of snow and ice.
The contractor shall conduct inspections of all areas after removing snow and ice to ensure areas are clear and safe. The contractor shall ensure that all snow removed does not create obstructions to fire hydrants, dumpsters, signs, doorways, utility access points, access control points, gates, and other like items.
4. Period of Performance:

5. General Information:
The contractor must have access to the Fort Belvoir post.
a. There are no additional security requirements for individuals working around building 1839 other than being able to access Fort Belvoir.
b. Government furnished equipment:
i. Government will provide water, water hose, and sprinklers for use by the contractor in performance of the duties outlined in this statement of work.
ii. Government will provide standard electric plugs at building 1839 for use by the contractor in performance of the duties outlines in this statement of work.

8. ACCESS AND GENERAL PROTECTION/SECURITY POLICY AND PROCEDURES
a. The contractor and all associated subcontractors’ employees shall comply with applicable installation, facility, and area commander installation and facility access and local security policies and procedures (provided by the Government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the installation Provost Marshal Office, Director of Emergency Services, or Security Office. The contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9 “Personal Identity Verification of Contractor Personnel”) as directed by DoD, HQDA, and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
b. For contractors requiring Common Access Card (CAC). Before CAC issuance, the contractor employee requires, at a minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or an equivalent or higher investigation in accordance with Army Directive 2014-05, The contractor employee will be issued a CAC only if duties involve one of the following: (1) Both physical access to a DoD facility and access, via logon, to DoD networks on-site or remotely; (2) Remote access, via logon, to a DoD network using DoD-approved remote access procedures; or (3) Physical access to multiple DoD facilities or multiple non-DoD federally controlled facilities on behalf of the DoD on a recurring basis for a period of six (6) months or more. At the discretion of the sponsoring activity, an initial CAC may be issued on a favorable review of the FBI fingerprint check and a successfully scheduled NACI at the Office of Personal Management.
c. For contractors that do not require CAC, but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards, and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures elsewhere in Section C titled as paragraph - Access to the Detroit Arsenal; Identifying Contractor Employees; Non-disclosure Statement; for OCONUS locations, refer to the Status of Forces Agreement and other theater regulations.
9. ANTI-TERRORISM (AT) LEVEL I TRAINING REQUIREMENT
All contractor employees, including subcontractor employees, requiring access to Army installations, facilities, or controlled access areas shall complete AT Level I awareness training within [XX] calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever applies. The contractor shall submit certificates of completion for each contractor employee and subcontractor employee requiring access to Army installations, facilities, or controlled access areas to the COR (or to the contracting officer, if a COR is not assigned) within [XX] calendar days after completion of training. CLAUSES INCORPORATED BY FULL TEXT
52.204-25 PROHIBITION ON CONTRACTING FOR CERTAIN TELECOMMUNICATIONS AND VIDEO
SURVEILLANCE SERVICES OR EQUIPMENT (NOV 2021)
(a) Definitions. As used in this clause--
Backhaul means intermediate links between the core network, or backbone network, and the small subnetworks at the edge of the network (e.g., connecting cell phones/towers to the core telephone network). Backhaul can be wireless (e.g., microwave) or wired (e.g., fiber optic, coaxial cable, Ethernet).
Covered foreign country means The People's Republic of China.
Covered telecommunications equipment or services means--
(1) Telecommunications equipment produced by Huawei Technologies Company or ZTE Corporation (or any subsidiary or affiliate of such entities);
(2) For the purpose of public safety, security of Government facilities, physical security surveillance of critical infrastructure, and other national security purposes, video surveillance and telecommunications equipment produced by Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company (or any subsidiary or affiliate of such entities);
(3) Telecommunications or video surveillance services provided by such entities or using such equipment; or
(4) Telecommunications or video surveillance equipment or services produced or provided by an entity that the Secretary of Defense, in consultation with the Director of National Intelligence or the Director of the Federal Bureau of Investigation, reasonably believes to be an entity owned or controlled by, or otherwise connected to, the government of a covered foreign country.
Critical technology means--
(1) Defense articles or defense services included on the United States Munitions List set forth in the International Traffic in Arms Regulations under subchapter M of chapter I of title 22, Code of Federal Regulations;
(2) Items included on the Commerce Control List set forth in Supplement No. 1 to part 774 of the Export Administration Regulations under subchapter C of chapter VII of title 15, Code of Federal Regulations, and controlled--
(i) Pursuant to multilateral regimes, including for reasons relating to national security, chemical and biological weapons proliferation, nuclear nonproliferation, or missile technology; or
(ii) For reasons relating to regional stability or surreptitious listening;
(3) Specially designed and prepared nuclear equipment, parts and components, materials, software, and technology covered by part 810 of title 10, Code of Federal Regulations (relating to assistance to foreign atomic energy activities);
(4) Nuclear facilities, equipment, and material covered by part 110 of title 10, Code of Federal Regulations (relating to export and import of nuclear equipment and material);
(5) Select agents and toxins covered by part 331 of title 7, Code of Federal Regulations, part 121 of title 9 of such Code, or part 73 of title 42 of such Code; or
(6) Emerging and foundational technologies controlled pursuant to section 1758 of the Export Control Reform Act of 2018 (50 U.S.C. 4817).
Interconnection arrangements means arrangements governing the physical connection of two or more networks to allow the use of another's network to hand off traffic where it is ultimately delivered (e.g., connection of a customer of telephone provider A to a customer of telephone company B) or sharing data and other information resources.
Reasonable inquiry means an inquiry designed to uncover any information in the entity's possession about the identity of the producer or provider of covered telecommunications equipment or services used by the entity that excludes the need to include an internal or third-party audit.
Roaming means cellular communications services (e.g., voice, video, data) received from a visited network when unable to connect to the facilities of the home network either because signal coverage is too weak or because traffic is too high.
Substantial or essential component means any component necessary for the proper function or performance of a piece of equipment, system, or service.
(b) Prohibition.
(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.
115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. The Contractor is prohibited from providing to the Government any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system, unless an exception at paragraph (c) of this clause applies or the covered telecommunication equipment or services are covered by a waiver described in FAR 4.2104.
(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.
115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract, or extending or renewing a contract, with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system, unless an exception at paragraph (c) of this clause applies or the covered telecommunication equipment or services are covered by a waiver described in FAR 4.2104. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract.
(c) Exceptions. This clause does not prohibit contractors from providing--
(1) A service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(2) Telecommunications equipment that cannot route or redirect user data traffic or permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(d) Reporting requirement.
(1) In the event the Contractor identifies covered telecommunications equipment or services used as a substantial or essential component of any system, or as critical technology as part of any system, during contract performance, or the Contractor is notified of such by a subcontractor at any tier or by any other source, the Contractor shall report the information in paragraph (d)(2) of this clause to the Contracting Officer, unless elsewhere in this contract are established procedures for reporting the information; in the case of the Department of Defense, the Contractor shall report to the website at https://dibnet.dod.mil. For indefinite delivery contracts, the Contractor shall report to the Contracting Officer for the indefinite delivery contract and the Contracting Officer(s) for any affected order or, in the case of the Department of Defense, identify both the indefinite delivery contract and any affected orders in the report provided at https://dibnet.dod.mil.
(2) The Contractor shall report the following information pursuant to paragraph (d)(1) of this clause:
(i) Within one business day from the date of such identification or notification: The contract number; the order number(s), if applicable; supplier name; supplier unique entity identifier (if known); supplier Commercial and Government Entity (CAGE) code (if known); brand; model number (original equipment manufacturer number, manufacturer part number, or wholesaler number); item description; and any readily available information about mitigation actions undertaken or recommended.
(ii) Within 10 business days of submitting the information in paragraph (d)(2)(i) of this clause: Any further available information about mitigation actions undertaken or recommended. In addition, the Contractor shall describe the efforts it undertook to prevent use or submission of covered telecommunications equipment or services, and any additional efforts that will be incorporated to prevent future use or submission of covered telecommunications equipment or services.
(e) Subcontracts. The Contractor shall insert the substance of this clause, including this paragraph (e) and excluding paragraph (b)(2), in all subcontracts and other contractual instruments, including subcontracts for the acquisition of commercial products or commercial services.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial products or commercial services.
