SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

The following have been added by full text:

BASIS OF AWARD

BASIS OF AWARD

(a) The Government will evaluate bids in response to this solicitation without discussions and will award a contract to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Government, considering only price and the price-related factors specified elsewhere in the solicitation.

(b) The Government may reject any or all bids, and waive informalities or minor irregularities in bids received.

(c) The Government may accept any item or combination of items, unless doing so is precluded by a restrictive limitation in the solicitation or the bid.

(d) The Government may reject a bid as nonresponsive if the prices bid are materially unbalanced between line items or subline items. A bid is materially unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated in relation to cost for other work, and if there is a reasonable doubt that the bid will result in the lowest overall cost to the Government even though it may be the low evaluated bid, or if it is so unbalanced as to be tantamount to allowing an advance payment.

1. In the Sealed Bidding procedures price will determine the “Apparent Low Bid”; however, the submission of a low bid does not in and of itself determine compliance with specifications/type of work being procured. Therefore, it is necessary to require additional information in order that the Contracting Officer award a contract to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Government.

Vendors shall submit with their bid, resumes for each position indicated below. Failure to submit resumes with their bid will result in rejection of their bid. Resumes must meet the minimum requirement below to be in compliance.

The resumes requested will be evaluated as in compliance or not in compliance.

The QCM duties shall be separate from those of the PM. (See SOW)

c. Special Finisher Qualifications. FIVE (5) YEARS EXPERIENCE: For 35 percent or more fly ash content as a percentage of cementitious materials, finisher must have a minimum of five (5) years' experience finishing high-volume fly ash concrete. (See SOW)

2. BID GUARANTEE: The amount of the bid guarantee shall be 20% percent of the bid price.

Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid.

3. PAYMENT AND PERFORMANCE BONDS: Vendors SHALL BE ABLE TO ENSURE THEY CAN PROVIDE Payment and Performance Bonds to meet the following:

The penal amount of payment bonds at the time of contract award shall be 100 percent of the original contract bid price for each year (Base and each Option Period)

4. SET-ASIDE: The requirement is 100% Small Business Set-Aside. Firms not meeting the small business set-aside within NAICS 237310, Highway, Street, and Bridge Construction will result in rejection of their bid.
