2016 GATE ATTENDANTS

BIRCH COVE PSA

GATE ATTENDANT SERVICES

POC for this location is Stanley Bell, (918) 396-3170.

In addition to the requirements stated in the GENERAL SCOPE OF WORK, the following work will be performed at this location.

1. Estimated Period of performance is 1 April through 31 October.

a. The contractor will work 5 days per week (Thursday – Monday).

i. Hours are 12 noon - 10:30 p.m. each work day.

b. Tuesday and Wednesday are non-work days.

c. Each Thursday at 10am the Gate Attendant is responsible for counting the recreation use fees collected at Birch/Skiatook Lake, usually a 3 to 4 hour job at the Skiatook Lake Office.

1. Birch Cove PUA has 104 camp sites (91 reservable), 1 boat ramp, 1 beach, and 2 group shelters.

Contractor is responsible for the following work:

a. Collect all camping fees, process and monitor all pre-paid reservations under the National Recreation Reservation Service (NRRS), sell annual day-use passes through the use of NRRS, enter any self-deposit camping fees deposited on day-off into the computer system on next working day, and monitor access and use of Birch Cove PUA. All fees collected shall be transmitted to Reserve America and submitted by cashier’s check. Copies of paperwork related to fee collection must be turned in weekly to the recreation fee cashier at the Lake Office. Contractor is required to pay postage and supplies for NRRS remittances. A Quality Assurance Surveillance Plan (QASP) will be implemented to monitor and audit the handling of government funds by contractor.

b. Furnish and occupy a self-contained trailer/camper and stay on a Government provided campsite, on all scheduled work days.

c. Provide a cell phone or regular phone service at contractor’s expense for his/her campsite for communications with Lake Office and emergency services.

d. Open the park entry gate at 6 a.m. and close the gate at 10 p.m. on scheduled work days. Coordinate the opening/closing of park gates with Camp Host who will work on Contractor’s days-off, and assist on weekends.

The Camp Host works for the Lake Manager, therefore, the Contractor shall not order the Host to do any work. Coordination and communication between the Camp Host and Contractor is mandatory and extremely important to the smooth operation of the park.

e. Post reservation information daily (or as needed) at each individual campsite a group picnic shelter (a Phillips screwdriver will be needed for changing reservation markers) using the Daily Activity Report.

f. Plant and maintain flower beds around the gatehouse and raise and lower flags daily. Plants will be provided by the Government.

g. Patrol park a minimum of 2 times during each shift. Additional patrols may be required to insure all fees have been collected; reservation markers have not been changed by visitors; and general security.

h. Must coordinate with Park Host on days off to facilitate check ins/outs when gate house is not open. Must coordinate all scheduling with assigned Ranger

i. Gate house shall be kept clean at all times.

j. Contractor will be responsible for the opening and closing of the entry gate at Twin Coves PUA. The gate will be opened at 6am and closed at 10pm during normal work days.

1. Contractor shall post a Security bond in amount of $5,000 (as stated in “General Requirements”). Effective 1 April through 31 October.

SANDY COVE CAMPGROUND – SHIFT B

In addition to the requirements stated in the GENERAL SCOPE OF WORK, the following work will be performed at this location.

1. Period of Performance is 1 April through 10 September.

a. Start work date is 1 April.

b. Work 4 days on/4 days off throughout the performance period.

c. Period 1: 1 – 30 April & Tuesday after Labor Day – 10 September work hours are:

Sunday – Saturday 1 p.m. – 8 p.m.

d. Period 2: 1 May – Labor Day (Monday) work hours are:

Sunday – Thursday 11 a.m. – 8 p.m.

Friday – Saturday 1 p.m. – 10 p.m.

e. Period 3: 1 May – 10 September (Monday/Tuesday/Wednesday). As part of the regular shift, rove to Longdale PUA at 1:30 p.m. and 6:30 p.m. each day to collect camping fees:

staying a minimum of 30 minutes each day.

f. Period 4: Holiday weekends and day before the start of the Walleye Rodeo (Wednesday after Mother’s Day) Friday – Sunday 1 p.m. – 10 p.m.

2. Sandy Cove and Longdale PUAs have 35 campsites and 1 group picnic shelter. Longdale has one boat ramp. It is approximately 3 miles, one way, from Sandy Cove.

a. Perform specific duties to implement the reservation program and submit paperwork and fees collected to NRRS. Fees will be submitted by cashier’s check. If less than $500 is collected, a Postal Money Order may be used to submit fees.

b. Collection of fees from Longdale will require separate cashier’s check/Postal Money Order from Sandy Cove PUA. Submit fees to NRRS.

c. Copies of paperwork related to fee collection must be turned in weekly to the recreation fee cashier at the Lake Office.

d. Post reservation information daily (or as needed) at each individual campsite and group picnic shelter (a Phillips screwdriver will be needed for changing reservation markers).

e. Patrol park a minimum of 2 times during each shift. Additional patrols may be required to insure all fees have been collected; reservation markers have not been changed by visitors; and general security.

f. Gate house shall be kept clean at all times.

a. The contractor will work 5 days per week (Thursday – Monday).

i. Hours are 12 noon - 10:30 p.m. each work day.

b. Tuesday and Wednesday are non-work days.

c. Each Thursday at 10am the gate attendant is responsible for counting the recreation use fees collected from around the lake, usually a 3 to 4 hour job at the Copan Lake Office.

4. Washington Cove PUA has 101 camp sites, 1 boat ramp, and 1 group shelter.

Contractor is responsible for the following work:

1. Collect all camping fees, process and monitor all pre-paid reservations under the National Recreation Reservation Service (NRRS), sell annual day-use passes through the use of NRRS, enter any self-deposit camping fees deposited on day-off into the computer system on next working day, and monitor access and use of Washington Cove PUA. All fees collected shall be transmitted to Reserve America and/or location directed by Lake Manager. Fees will be submitted by cashier’s check. Copies of paperwork related to fee collection must be turned in weekly to the recreation fee cashier at the Lake Office. Contractor is required to pay postage and supplies for NRRS remittances. A Quality Assurance Surveillance Plan (QASP) will be implemented to monitor and audit the handling of government funds by contractor.

f. Plant and maintain flower beds around the gatehouse and raise and lower flags daily. Plants will be provided by the Government.

g. Patrol park a minimum of 2 times during each shift. Additional patrols may be required to insure all fees have been collected; reservation markers have not been changed by visitors; and general security.

h. Must coordinate with Park Host on days off to facilitate check ins/outs when gate house is not open. Must coordinate all scheduling with assigned Ranger.

i. Gate house shall be kept clean at all times.

j. Keep the area around their trailer, gate house, and entrance mowed, trimmed, and cleaned. Government will provide lawnmower and fuel.

5. Contractor shall post a Security bond in amount of $5,000 (as stated in “General Requirements”). Effective 1 April through 31 October.

COPAN LAKE

WASHINGTON COVE

SUPPLY PARK PSA-SHIFT B

In addition to the requirements stated in the GENERAL SCOPE OF WORK, the following work will be performed at this location.

1. Period of Performance is 1 April through 30 September.

a. Start work date is 4 April.

b. The contractor will work 3 days per week (Monday – Wednesday) throughout the work period. Hours are 1 p.m. – 11 p.m. each work day.

2. Supply Park PUA has 110 campsites, 5 boat ramps, and 3 picnic shelters.

a. Fees will be collected through the use of NRRS. Copies of paperwork related to fee collection must be turned in weekly to the recreation fee cashier at the Lake Office. The Gate Attendant will be responsible for purchasing money orders/cashier’s checks, stamps and all other materials required to mail their weekly deposit to the NRRS Lockbox.

b. The contractor will furnish all office supplies for their own use necessary for full daily operation during the 3-day shift. Call the POC for a complete supply list.

c. The contractor will post reservation signs at individual campsites, group camping areas, and picnic shelters daily or as indicated by the daily arrival report.

d. The contractor will check the park a minimum of 2 times during each work day. One check will be performed within 1 hour after camper checkout time (4 p.m.) for fee compliance.

e. The contractor will keep the gate house neat and clean (as stated in the “General Requirements”).

f. Weed and water flower beds at the gate house daily or as needed. Contractor will supply all hand tools required for flower bed maintenance. Plantings will be furnished by the Government.

g. Cleaning supplies shall be furnished by the contractor.

h. The contractor will open the entrance gate at 6 a.m., close and lock the entrance lane gate, and activate tire rippers on the exit lane at 11 p.m. each workday.

FORT SUPPLY LAKE

In addition to the requirements stated in the GENERAL SCOPE OF WORK, the following work will be performed at this location.

1. The period of performance is 1 April through 31 October.

a. Start work date is the first scheduled work day on or after 1 April.

b. Scheduled work days are 3 to 4 days per week (Every Monday – Wednesday and Alternating Sunday’s starting with the first Sunday in April).

c. Scheduled work hours are 10 a.m. – 10 p.m. each work day.

d. Holiday hours on the 4th of July (if the holiday falls on your scheduled work day) hours are 10 a.m. – 11 p.m.

2. Washington Irving South has 41 campsites, 1 boat ramp and a swim beach.

a. PUA contains a large swimming beach and boat ramps where day use fees are collected.

In addition to the requirements stated in the GENERAL SCOPE OF WORK, the following work will be performed at this location.

1. The period of performance is 1 April through 31 October.

a. Start work date is the first scheduled work day on or after 1 April.

b. Scheduled work days are 3 to 4 days per week (Every Thursday - Saturday and Alternating Sunday’s starting with the second Sunday in April).

c. Scheduled work hours are 10 a.m. – 10 p.m. each work day.

d. Holiday hours on the 4th of July (if the holiday falls on your scheduled work day) are 10 a.m. – 11 p.m.

2. Washington Irving South has 41 campsites, 1 boat ramp and a swim beach.

a. PUA contains a large swimming beach and boat ramps where day use fees are collected.

e. Use of a cash register is required to collect area day use fees and ensure all vehicles entering park have a valid pass/permit. Training will be provided on use of the cash register.

f. Remit all fees and provide necessary paper work on a weekly basis to the Lake office prior to Thursday.

2. Hawthorn Bluff Beach has 10 picnic sites, one 2 lane boat ramp, a group shelter, a large day-use swim beach, a volleyball court and a courtesy loading dock.

a. Required to stay on a Government provided campsite.

b. Open gate at 6 a.m. and close the gate at 10 p.m. 1 April – 31 October.

c. Post reservations and provide visitor assistance.

d. Work with other gate attendants and have good verbal and written communication with them.

e. Weed and water flower beds at the gate house and shelter as needed. Contractor will supply all hand tools required for flower bed maintenance. Plantings will be furnished by the Government.

f. Give full support to all management actions and decisions. Failure to do so may lead to termination of the contract.

3. Security bond will be $5,000 (as stated in “General Requirements”).
