2016 GATE ATTENDANTS

VARIOUS PUBLIC SITE AREAS (PSAs)

In addition to the requirements stated in the GENERAL SCOPE OF WORK, the following work will be performed at this location.

1. Period of performance is 15 April – 15 October. Work shall be performed 5 days per week, (Friday - Tuesday) throughout the work period .

a. For the period 15 – 30 April, hours are:

Sunday-Tuesday10 a.m. – 12 Noon and 5 p.m. - 8 p.m.
Friday/Saturday10 a.m. – 12 Noon and 2 p.m. - 9 p.m.

b. For the period 1 May thru Labor Day, hours are:

Sunday-Tuesday10 a.m. – 12 Noon and 4 p.m. - 9 p.m.
Friday/Saturday10 a.m. – 12 Noon and 1 p.m. - 10 p.m.

c. The first day after Labor Day – 15 October, hours are:

Sunday-Tuesday10 a.m. – 12 Noon and 5 p.m. - 8 p.m.
Friday/Saturday10 a.m. – 12 Noon and 2 p.m. - 9 p.m.

d. Holiday Weekend Schedule (Memorial Day/July 4th/Labor Day/Wah-Shun-Gah Days (third full weekend in June)(unless the holiday falls on a day off) hours are:

Friday/Saturday/Sunday/July 4th 10 a.m. – 12 Noon and 1 p.m. – 10 p.m.

e. If a holiday falls on a non-work day and/or the area is being heavily used, attendant may be required to work additional days, as determined by the Lake Manager or their appointed representative.

2. Canning Creek Cove Park has 39 campsites, 3 group camp areas, and 2 group picnic areas. Santa Fe Trail Park has 33 camp sites and 1 group camp area. Neosho Park has 8 camp sites and Marina Cove Park has 4 camp sites. Round trip to collect these parks is 6 miles.

a. A camp site is provided at Canning Creek Cove and occupancy is required for a minimum of 5 nights at this location.

b. Perform specific duties to implement the reservation program and submit paperwork and fees collected to NRRS. Fees will be submitted by cashier’s check. Copies of paperwork related to fee collection must be turned in weekly to the recreation fee cashier at the Lake Office. Post reservation information daily (or as needed) at each campsite and group shelter.

c. Contractor shall patrol park a minimum of 2 times during each shift. Additional patrols may be required to insure all fees have been collected, reservation markers have not been changed by visitors, and general security.

d. Collect fees each work day by occupying the gatehouse at Canning Creek Cove and using the ORMS computer program. On Mondays only (excluding holidays), the contractor will collect fees at Santa Fe Trail, Neosho, and Marina campgrounds by roving from campsite to campsite twice a day as scheduled by the Lake Manager or their appointed representative. Fees at Santa Fe Trail will be entered into the ORMS computer program. Fees at Neosho and Marina Cove will be collected using paper fee permits (ENG Form 4457).

e. Cost of cashier’s checks for Recreation User Fee transmittal will be the responsibility of the Contractor.

f. Contractor shall open gates at Canning Creek Cove at 6 a.m., close gates at 10 p.m. each work day, or as assigned by the Lake Manager or their appointed representative. Contractor shall raise and lower flag daily when on duty.

g. Contractor will plant, water, weed and maintain a small flower plot located at the gatehouse. Plant materials, tools, and supplies will be Government furnished.

h. Contractor shall water trees and landscaping at group camp areas and other areas as assigned which are located in Canning Creek Cove from existing water hydrants with Government furnished garden hose. Trees and landscaping shall be watered weekly from June 15 through September 15 as instructed by the Lake Manager or their appointed representative.

3. Security bond will be $5,000 (as established by USACE Regulation), made payable to USACE-Tulsa District.

a. Start work date is the first scheduled work day on or after 15 April.

b. Contractor will work 5 days per week, (Wednesday – Sunday) throughout the work period.

c. Regular work hours for the period 15 – 30 April are:

2. Richey Cove has 41 campsites and 1 group camping area. Custer has 8 campsites. Kanza View has 5 campsites and a group picnic area. Kit Carson Cove has 15 campsites.

a. Contractor is required to occupy Government furnished camp site.

b. Perform specific duties to implement the reservation program and submit paperwork and fees collected to NRRS. Fees will be submitted by cashier’s check. Copies of paperwork related to fee collection must be turned in weekly to the recreation fee cashier at the Lake Office. Post reservation information daily (or as needed) at each campsite and group shelter.

c. Contractor shall patrol park a minimum of 2 times during each shift. Additional patrols may be required to insure all fees have been collected; reservation markers have not been changed by visitors; and general security.

d. Contractor will also collect fees at Custer, Kanza View and Kit Carson Cove Parks (5 miles round trip) by roving method using fee permits (ENG Form 4457). Fees will be collected 2 times each work day, as scheduled by the Lake Manager or their appointed representative.

e. During the final hour of duty on Wednesday nights, the gate attendant will assist the Recreation Fee Cashier with transporting the fee vault insert from the swim beach to the gatehouse. There the contents will be opened, counted, and the money entered into the NRRS system. During this time, the gatehouse will be closed for business. If circumstances prevent this procedure from taking place on Wednesday, it shall be done on Thursday night.

f. Contractor shall open gates at Richey Cove PUA at 6 a.m. Wednesday through Sunday and close gates at 10 p.m. Wednesday through Saturday, or as instructed by the Lake Manager or their appointed representative. Contractor shall raise and lower flag daily when on duty.

g. Contractor will plant, water, weed and maintain a small flower plot located at the gatehouse. Plant materials, tools, and supplies will be Government furnished.

h. Contractor shall water trees and landscaping at group camp areas and other areas as assigned which are located in Richey Cove PUA from existing water hydrants with Government furnished garden hose. ROVING GATE ATTENDANT SERVICES

In addition to the requirements stated in the GENERAL SCOPE OF WORK, the following work will be performed at this location.

1. Period of performance is 15 April – 15 October. Work 5 days per week, (Sunday – Thursday), throughout the work period.

a. For the period 15 - 30 April, hours are:

Sunday-Thursday 10 a.m. - 12 Noon and 5 p.m. - 8 p.m.

b. For the period 1 May – Labor Day, hours are:

Sunday-Thursday 10 a.m. - 12 Noon and 4 p.m. - 9 p.m.

c. From the 1st day after Labor Day - 15 October, hours are:

Sunday-Thursday 10 a.m. - 12 Noon and 5 p.m. - 8 p.m.

SANTA FE TRAIL, MARINA & NEOSHO PARKS

In addition to the requirements stated in the GENERAL SCOPE OF WORK, the following work will be performed at this location.

1. Period of performance is 1 April – 31 October.

a. Start work date is the first scheduled work day on or after 1 April.

b. For the period 1-14 April and 16-31 October, the contractor will work 7 days per week (Sunday - Saturday) to collect fees at Canning Creek Cove, Custer, Kanza View, Kit Carson, Marina Cove, Neosho, Richey Cove and Santa Fe Trail (164 campsites and 5 group camp areas, 20 miles round trip) by roving method, two times each day, as scheduled by the Lake Manager or their appointed representative.

c. For the period 15 April through 15 October. Work 5 days per week, (Tuesday – Saturday), throughout the work period. The contractor will work in the gate house at Santa Fe Trail, and collect fees at Marina Cove and Neosho PUAs (12 campsites, 4 miles round trip) by the roving method. Hours are:

For the period 15 – 30 April:

Tuesday – Thursday10 a.m. - 12 Noon and 5 p.m. - 8 p.m.
Friday/Saturday10 a.m. - 12 Noon and 2 p.m. - 9 p.m.

For the period 1 May through Labor Day:

Copies of paperwork related to fee collection must be turned in weekly to the recreation fee cashier at the Lake Office. Post reservation information daily (or as needed) at each campsite and group shelter.

In addition to the requirements stated in the GENERAL SCOPE OF WORK, the following work will be performed at this location.

1. Period of performance is 1 April 2016 through 31 October 2016.

a) Start work date for Shift A is 7 April 2016.

b) Work a rotating schedule of 4 days on/4 days off throughout the performance period.

c) Regular scheduled work hours are:

Spring: April 7th - May 12th and Fall: Sep. 14th - Oct. 30thSaturday - Thursday Friday 9 a.m. - 12 p.m.

f) COR will determine if holiday hours will be worked prior to or after July 4th.

2. Hillsboro Cove PUA has 52 campsite, 1 group camp, 1 boat ramp, and 1 swim beach.

a) Campsite with full hookups is reserved for use and the contractor is required to occupy the site throughout the work period.

b) Perform specific duties to implement the reservation program and submit paperwork and fees collected. Fees will be submitted by cashier’s check. Copies of paperwork related to fee collection must be turned in weekly to the recreation fee cashier at the Lake Office.

c) Post reservation information daily (or as needed) at each individual campsite, group camp, and group shelter in the park each workday.

d) May be required to perform duties at times other than normal shift hours. This may include, but is not limited to; opening gates for emergencies or for persons already camped in the park, directing late arrivals to overflow areas, and closing/opening gates at specified times which may include other nearby park areas.

1. Period of performance is 1 April 2016 through 31 October 2016.

a) Start work date for Shift B is 11 April 2016.

b) Work a rotating schedule of 4 days on/4 days off throughout the performance period.

c) Regular scheduled work hours are:

Spring: April 7th - May 12th and Fall: Sep. 14th - Oct. 30thSaturday - Thursday Friday 9 a.m. - 12 p.m.

9 a.m. - 12 p.m.

and and 4 p.m. - 7 p.m.

d) Holiday weekend schedule (Memorial Day/July 4th /Labor Day) hours are: Wednesday - Monday 9 a.m.-10 p.m. (No Lunch Breaks)

Sunday - Tuesday 9 a.m.-7 p.m. (No Lunch Breaks)

f) COR will determine if holiday hours will be worked prior to or after July 4th.

2. Hillsboro Cove PUA has 52 campsites, 1 group camp, 1 boat ramp, and 1 swim beach.

g) Campsite with full hookups is reserved for use and the contractor is required to occupy the site throughout the work period.

h) Perform specific duties to implement the reservation program and submit paperwork and fees collected. Fees will be submitted by cashier’s check. Copies of paperwork related to fee collection must be turned in weekly to the recreation fee cashier at the Lake Office.

i) Post reservation information daily (or as needed) at each individual campsite, group camp, and group shelter in the park each workday.

j) May be required to perform duties at times other than normal shift hours. This may include, but is not limited to; opening gates for emergencies or for persons already camped in the park, directing late arrivals to overflow areas, and closing/opening gates at specified times which may include other nearby park areas.
