SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

QUESTION AND ANSWERS

Question No. 1 - Amendment #5 page 9 – Section B, para 5 has a line to list our total price to do the Seed Task. But just below para 5 there is ITEM NO 0001, then a CLIN description and another line that appears to be labeled NET

MAX AMOUNT. Are we expected to enter a value on that line? If so, what is intended for that line?

Answer No. 1 – ITEM NO 00001 is for the base contract amount capacity, you do not enter the Seed project amount there. Please enter your Seed project total in section 5.

Question No. 2 - Can an offeror submit more than one proposal for the SEED TASK?

Answer No.2 - There is nothing prohibiting offerors from submitting more than one proposal as long as each proposal is complete in accordance with the solicitation and is submitted by the proposal due date (3/20/2019).

Question No. 3 - Amendment #5 page 13 – Section L, Element 1-A-3 states “The narrative shall be supported with an inventory of historical jobs with specific consultants, suppliers, and subcontractors that briefly describe the scope of partnered work, with specific roles of each relevant party, and the dollar value of the actual participation of each party identified.” Our business process is a form of intellectual property (IP). What assurance can the government offer that this information will not be disseminated outside those serving on the source selection panel now or in the future through Freedom of Information requests? Will USACE sign a Non-Disclosure Agreement to assure remedies are in place if sensitive IP is compromised?

Answer No. 3 – All members of the source selection panel are required to sign nondisclosure agreements. In accordance with FAR Part 24.202(a) - A proposal in the possession or control of the Government, submitted in response to a competitive solicitation, shall not be made available to any person under the Freedom of Information

Act. This prohibition does not apply to a proposal, or any part of a proposal, that is set forth or incorporated by reference in a contract between the Government and the contractor that submitted the proposal. (See 10 U.S.C.

2305(g) and 41 U.S.C. 4702.)
