SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
QUESTION AND ANSWERS
Question No 1.
On page 36 of the attachment in "Section 10. Hoisting Winch Controls And Monitoring" it states the pilothouse hoist winch control panel will be replaced and the local hoist winch controls and indication lights shall be retained.
Based on inspection from vessel visit, it appeared that there are new controls in the Pilot House and that the local controls were old and really part of the original winch installation. Should the intent be that the Pilot House controls would be retained and that the local would be replaced? Can you please confirm intent?
Answer No 1.
The intent for the Hoisting Winch Controls shall be kept as specified in the Solicitation.
Question No 2.
What is the reasoning behind the 15 min thermal capacity for the drum brakes? This requirement greatly increases the size and cost of the braking system. The hoist has regenerative braking through the VFD, so if the regenerative braking was not functioning, the VFD would most likely also not be functioning, if the VFD is not functioning, the motor cannot lift the load, which means the drum brake would only have to safely lower the load one time. The regenerative braking will also be much safer and easier for the operator to control, since the operator could not accidentally cause a runaway situation when using regenerative braking, but lowering the load by partial release of the brakes could cause a runaway situation especially if the operator allows the line speed to exceed the limits of the hoist.
Answer No 2.
The requirement for the 15 minute thermal capacity for the drum brake will remain as specified in the Solicitation.
Question No 3.
The specification states " the new winch shall be rated for 22,374 lb. line pull at a line speed of 400 fpm across all layers." If the hoist was sized to meet the 400 fpm and 22,374 lb line pull on all layers, a 500 hp motor would need to be used. We suggest using a 300 HP motor, which would give the following ratings: (8th layer 22,374 lb line pull @ 400 fpm) and (1st layer 22,374 lb line pull @ 245 fpm). The first layer line pull would be electronically limited by the VFD to achieve these ratings.
Answer No 3.
The requirement for line pull of 22,374 lbs is based on worst case conditions calculated for the ladder on the dredge. Using this line pull requirement, and accounting for inefficiencies in the motor and gearbox assemblies, the Government has determined that approximately 320 horsepower will be the actual power consumption requirement from the new system. However, the government recognizes that the requirement for constant line speed and line pull across all layers, requires an oversized motor in order to meet the torque requirements when the wire rope is on the outer layer of the winch. Even with the larger motor however, the actual power consumed will remain less than the 320 horsepower determined above. As a result, the requirement shall remain as stated in the Solicitation.
Question No 4.
For the factory acceptance test, we request that the USACE considers allowing the hoist to be tested on a single layer instead of all layers. The test could be performed on the 1st layer, outermost layer, or any layer in between.
This would still adequately prove that the hoist can meet the duties requested by lifting the rated load at the RPM required to meet the specified 400 fpm line speed.
Answer No 4.
As part of Amendment 0006, specification Section C001A.B.13.b-Factory Acceptance Testing, has been revised to only require testing at the outer most layer of the winch.
Question No 5.
Request for clarification on brake testing. Will the brake test need to prove that the drum brake can handle the full 15 minutes of braking or just that the brakes can handle the required loads?
Answer No 5.
Demonstration of the 15 minute brake thermal capacity is not required.
Question No 6.
Given our only recent ability to visit the dredge and the large technical questions that are still open on these custom winches, we request an extension of two weeks for the final proposal.
Answer No 6.
The Government has extended the proposal due date to 13 March 2019 in lieu of 6 March 2019.
Question No 7.
Does USACE have technical manuals for both the hauling and hoist winches?
Answer No 7.
The manual for the hauling winches was provided as “Dredge JADWIN Hauling Winch Manual.pdf” in Amendment 0001 of this Solicitation. A hoist winch manual is not available.
Question No 8.
After confirming that there is not a current hydraulic power unit for the brake and clutch systems, is an HPU required for the Seed Task Order, or can we keep the system pneumatically controlled?
Answer No 8.
The hauling winch brake and clutch systems shall retain the existing systems pneumatic control.
Question No 9.
If the Class H+ insulation motor is unavailable for purchase, is the Class H acceptable?
Answer No 9.
Class H insulation is acceptable. As part of Amendment 0006, specification sections C001A.B.4 – AC Electric Motor and C001A.C.4 – AC Electric Motor have been revised to require class H insulation with class F temperature rise rating based on a 50 degree C ambient temperature.
Question No 10.
With regards to the 70 pages for Volume I, is this single pages or double sided (as in, 70 pages total with front and back content of 140 page number count with 70 physical sheets)?
Answer No 10.
Both sides of a sheet of paper count toward the 70 page total if printed double sided, i.e. 1 sheet of paper totals 2 pages.
Question No 11.
Are the USACE drawing revisions that will be provided upon contract award available in Autocad, PDF or a scanned
PDF?
Answer No 11.
All drawings will be provided in Autocad except for the Dredge JADWIN Monitoring System Retrofit drawing.
Question No 12.
Can Volume I, Tab 4b Test Plans be included as an Attachment instead of inside this tab to not count against the page count? The Test Plans are extensive and lengthy and would prefer to reserve page count for the explanatory information vice the sample Test Plans we provide.
Answer No 12.
The abridged sample of a testing plan and Operations & Maintenance Manual provided for a similar project which is required in Volume I, Tab 4b, does not count towards the maximum page limit. This will be revised in Amendment 0006.
Question No 13.
Can resumes be included as an Attachment, not to be counted in the overall page count?
Answer No 13.
Resumes counted toward the total overall page count for Volume I.
Question No 14.
Can the O&M manual be included as an attachment and not inside Volume I, Tab 4b to not count inside the maximum page limit?
Answer No 14.
The abridged sample of a testing plan and Operations & Maintenance Manual provided for a similar project which is required in Volume I, Tab 4b, does not count towards the maximum page limit. This will be revised in
Amendment 0006.
