SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

QUESTION AND ANSWERS AMEND 05

Question No. 1 - Does the MDC have versions of the existing drawings, including the winches' electrical and mechanical drawings in electronic format such as AutoCAD? If so, what electronic format and what version?

Answer No. 1 – The Government does not have any additional drawings for the winches.

Questions No. 2 - We would like the USACE to consider alternative means for testing the winch in the factory. The current requirement is to perform a load test to demonstrate the rated capacity at the rated line speed at all layers. This test would end up being dangerous and/or costly. When on the dredge the wire passes through two blocks with multiple parts, thus "slowing down" the actual movement of the load and allowing it to be controlled.

In order to do the same in the factory, we would have to design and install our own blocks and then increase the weights for the test by the number of parts to achieve a full load and provide the test as described. This would be extremely expensive if not impossible in our facilities. We request that the USACE consider breaking this test into 2 separate tests, a no load test at the rated line speed, and a rated capacity test at an unspecified speed at the outermost layer of wire rope. Please confirm this is acceptable.

Answer No. 2 – Solicitation Section C001A.B.13.b. requires that the Contractor perform testing to demonstrate the winch rated capacity (line pull) at rated line speed at all layers. Rated line speed refers to the line speed at the actual winch, not through the multi-block system that is installed on the dredge. The testing shall prove the winches ability to operate at rated capacity at rated line speed at all layers. Dividing this into two separate tests to demonstrate line speed and capacity (line pull) separately would not demonstrate rated capacity at rated line speed and therefore is not acceptable.

Question No. 3 - In the solicitation there is a block for "hourly rates" with different markup columns. This is not something that is "traditional" in this type of work and seems more in line with basic "trade" type construction rather than professional/technical supplies and services. Can we provide fully burdened published rates that have been acceptable in all of our other numerous government projects. We want to be compliant with your request, but cannot develop a new accounting system to try to respond in the manner you are requesting.

Answer No. 3 – Sections B and L have been revised (and included in Amendment 0005) to require only the Fully

Burdened Rate.

Question No. 4 – Should the new hoist winch motor clutch be capable of engaging/disengaging while moving and/or under load? Should the motor clutch be spring engaged or spring released?

Answer No. 4 – The new hoist winch motor clutch shall not be capable of engaging or disengaging while moving or under load. The motor clutch shall be spring engaged.

Question No. 5 – Should the line tension measurement system be capable of load sensing when moving or when on the brake (drum or motor)? Does the line tension measurement system require to measure the actual line tension, or can it be estimated from the motor current?

Answer No. 5 – The line tension measurement system is not required to load sense when the winch is moving or when the brake (drum or motor) is on. Measuring the line tension by calculating it from the motor current is permissible.

Question No. 6 – At what rate is the 15 minutes of thermal capacity for the drum (disc) brake and motor brake required? Is the motor brake intended to be a parking brake or for stopping moving load?

Answer No. 6 – The thermal capacity of both the drum brake and motor brake shall be rated for a minimum of 15 minutes at full brake capacity as required by API 2C Section 7.3. The rated load and line pull referenced in API 2C Section 7.3 shall be assumed to be the rated line pull specified in the Solicitation Section C001A.B.3. Requirements for the drum and motor brakes as well as the braking system operational modes are identified in Solicitation Section C001A.B.5. To provide additional clarification on this subject, the information below is provided:

Under normal operating circumstances, the regenerative braking will serve as the dynamic brake. This is explained in "Power-in Power-Out Operation."

Under normal operating circumstances, the motor brake and the drum brake are both essentially parking brakes.

However, their function is explained further in:

"Over-speed or Snapped shaft" mode which requires the drum brake to set through the ramp function. In this case, the drum brake is setting while the winch drum is moving.

"Emergency Stop" mode which requires the drum brake to set through the ramp function, followed by the motor brake once winch rotation stops. In this case, the drum brake is setting while the winch drum is moving.

"Power Loss" mode which requires the motor brake and drum brake to set through a ramp function. In this case, the drum and motor brakes are both setting while the winch drum/motor are moving. Note - Power loss paragraph may require a cleanup in an amendment.

API 2C Section 7.3 includes requirements for sizing dynamic and parking brakes. As explained above, since the motor and drum brakes can operate either as a parking brake, or a dynamic brake under conditions where the drum/motor is moving, they should be designed to comply with both requirements as defined by API 2C Section 7.3.

SECTION B - SUPPLIES OR SERVICES AND PRICES

The following have been modified:

SUPPLIES OR SERVICES

SECTION B – SUPPLIES OR SERVICES & PRICES

1. Contract Definition

All Task Orders to be awarded under this MATOC will be competed in accordance with (IAW) FAR

16.505(b)(1), Fair Opportunity, and DFARS 216.505-70, Ordering Under Multiple Award Contracts, unless one of the exceptions to fair opportunity at FAR 16.505(b)(2)(i) applies. IAW FAR 16.505(b)(1) and DFARS

216.505-70 Task Order selection will be tailored to specific project requirements and awarded IAW pre-established evaluation criteria.

Evaluation criteria will be established IAW with the DOD and/or Army Source Selection Manual. For additional information on the task order evaluation process, see Contract Section L and M.

2. Pricing

The price for each firm-fixed price Task Order shall be based on the hourly rates for labor disciplines proposed by the offeror in the “Hourly Labor Rates” tables shown below., If a discipline is not listed in the Hourly Labor Rates table and is required for a specific Task Order, that labor rate will be determined before award of that Task Order.

Profit will be reflected in individual Task Orders issued.

The offeror shall complete Tables 1-5 in the pages that follow. If the offeror has a different job title or if the offeror is proposing to use subcontracted labor in which the subcontractor uses a different job title for any of the listed employees, the offeror is instructed to add that job title to the most appropriate or similar job title listed in the table

(i.e.: Clerical/Administrative Assistant). The proposed labor rates are to be fully burdened labor rates, with the exception of profit which will be reflected in individual Task Orders. The rates proposed in Tables 1-5 will be legally binding and will be the maximum rates that the offeror will use for all firm-fixed price Task Orders issued within the five year ordering period of the contract. The offeror shall provide proposed labor rates for each year. Lower rates may be offered at the Task Order level, if deemed appropriate by the offeror.

NOTE: If during the Contract Period of Performance, the Contractor’s original subcontracted personnel are no longer available to the Prime, the Prime shall find a subcontractor that has at a minimum, the same qualifications as the previous subcontracted personnel. The Prime shall be responsible for negotiating the labor rates for those personnel that have been provided in this RFP. Those rates provided are the maximum that will be paid by the

Government for any replacement personnel.

NOTE: During the Contract Period of Performance, the requirements of an individual task order may require specific technical capability beyond what was originally proposed by the Contractor for the MATOC Contract.

In this case, the Contractor is not restricted from utilizing additional subcontractors, however the qualifications and labor rates for the additional subcontractors are subject to review and approval by the Government.

In the Rates table below, offerors shall indicate the annual escalation percentages in the Hourly Labor Rates table, which will be used for evaluation of basic contract price.

Maximum rates shall be governed by the date of the Task Order requirement. Task Orders will use the prices for the 12-month period effective on the date the Task Order is issued. Modifications to Task Orders will reflect the rates of the "current 12-month" price schedule. For example, if the rate schedule changes over on 1 November of each year, and a Task Order is issued on 1 Sep 2017 for 12 months work, the maximum rates will be the rates that were effective on 1 Nov 2016. Under the same assumptions, if a modification to this Task Order is required in

December 2017, labor rates effective on 1 Nov 2017 will apply.

Price information shall only be submitted with the Price Proposal in Volume III and shall not be included anywhere else within the proposal, to allow for the review by the Government technical representatives to take place without the influence of price.

(1) Tab 1 - Past Performance.

The Proposal must include no more than ten (10) projects completed using the attached Past

Performance Questionnaire (PPQ) forms (Attachment B) (do not include the Adjective Ratings and

Definitions page), representing the Offeror’s relevant Past Performance. In lieu of submitting Past

Performance questionnaires, offerors may provide completed questionnaires from the Contractor

Performance Assessment Reporting System (CPARS) on a “one for one” basis. In other words, one

(1) completed CPARS questionnaire shall satisfy the requirement for one (1) PPQ.

Past performance pertains to how well an Offeror has performed relevant past work that is an indicator of future performance. Past performance information is not the same as experience information. Experience information pertains to what types of work an Offeror has performed.

Past performance pertains to how well an Offeror performs project work.

The Past Performance Questionnaire (PPQ) included in the solicitation is provided for the Offeror to submit to the client for each project the Offeror includes in its proposal for Factor 2 (Past

Performance). The Offeror shall ensure that correct phone numbers and email addresses are provided for the client point of contact. Completed Past Performance Questionnaires shall be submitted with your proposal. If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the

Government's point of contact, via email at marvin.a.nunez@usace.army.mil prior to proposal closing date. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.

Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), including Contractor Performance Assessment Reporting System (CPARS), using all

CAGE/DUNS numbers identified in the Offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract

Reporting System (eSRS), and any other known sources not provided by the Offeror.
