HAZARDOUS MATERIALS SURVEY
Welch Elementary/Dover Middle School Replacement Dover Air Force Base, Dover, Delaware
Terracon Project No. J116P090 November 1, 2016
1.0 INTRODUCTION
Terracon Consultants, Inc. (Terracon) conducted a pre-demolition Hazardous Materials Survey of Welch Elementary/Dover Middle School located at Dover Air Force Base, Dover, Delaware.
The survey was conducted on July 5 - 8 and October 12, 2016, by representatives from Terracon in general accordance with Terracon proposal J6155030, dated February 15, 2016. The interior and exterior building components were surveyed, and homogeneous areas of suspect asbestos-containing materials (ACM) were visually identified and documented. Although reasonable effort was made to survey accessible suspect materials, additional suspect but un-sampled materials could be located in walls, in voids, or in other concealed areas. Suspect ACM samples were collected in general accordance with the sampling protocols outlined in United States Environmental Protection Agency (USEPA) 40 Code of Federal Regulations (CFR) Part 763, Subpart E, known as the Asbestos Hazard Emergency Response Act (AHERA). Samples were delivered to an accredited laboratory for analysis by Polarized Light Microscopy (PLM).
1.1 Project Objective
We understand this Hazardous Materials Survey was requested due to the planned demolition of the on-site buildings to satisfy requirements of the USEPA 40 CFR Part 61, Subpart M, and National Emission Standards for Hazardous Air Pollutants (NESHAP).
1.2 Reliance
This report is for the exclusive use of Zyscovich Architects for the project being discussed.
Reliance by any other party on this report is prohibited without written authorization of Terracon and Zyscovich Architects. 2.0 BUILDING DESCRIPTION
The building is two stories with a glass and brick exterior, concrete block interior, and a metal roof used as an elementary and middle school. The structure is approximately 127,000 square feet.
3.0 FIELD ACTIVITIES
The survey was conducted by Terracon a Certified Asbestos Professional Services Firm. John Lynch, Leonard Giambrocco, and Vincent Giambrocco, AHERA accredited asbestos inspectors, conducted the survey. A copy of the licenses are attached as Appendix C. The survey was conducted in general accordance with the sample collection protocols established in USEPA 40 CFR Part 763, Subpart E, Section 763.86, AHERA. A summary of survey activities is provided below.
3.1 Asbestos Survey
The survey was conducted July 4 - 8, and October 12, 2016, by AHERA accredited asbestos inspectors. The survey was conducted in general accordance with the sample collection protocols established in USEPA 40 CFR Part 763 Subpart E 763.86, AHERA. A summary of survey activities is provided below.
3.1.1 Visual Assessment
Survey activities were initiated with visual observation of the interior and exterior of the building to identify homogeneous areas of suspect ACM. A homogeneous area (HA) consists of building materials that appear similar throughout in terms of color and texture with consideration given to the date of application. Interior assessment was conducted in visually accessible areas of the building proposed for renovation.
3.1.2 Physical Assessment
A physical assessment of each HA of suspect ACM was conducted to assess the friability and condition of the materials. A friable material is defined by the USEPA as a material which can be crumbled, pulverized, or reduced to powder by hand pressure when dry. Friability was assessed by physically touching suspect materials.
3.1.3 Sample Collection
Based on results of the visual observation, bulk samples of suspect ACM were collected in general accordance with USEPA AHERA sampling protocols. Samples of suspect materials were collected from randomly selected locations in each homogeneous area. Bulk samples were

Responsive ■ Resourceful ■ Reliable 3 collected using wet methods as applicable to reduce the potential for fiber release. Samples were placed in sealable containers and labeled with unique sample numbers using an indelible marker.
The selection of sample locations and frequency of sampling were based on Terracon’s observations and the assumption that like materials in the same area are homogeneous in content.
Terracon collected two-hundred fifty-nine (259) samples from eighty-two (82) homogeneous areas of suspect ACM. A summary of suspect ACM samples collected during the survey is included as Appendix B.
3.1.4 Sample Analysis
Bulk samples were submitted under chain of custody to EMSL in Woburn, MA for analysis by polarized light microscopy with dispersion staining techniques per EPA 600/R-93/116. The percentage of asbestos, where applicable, was determined by microscopic visual estimation. Lab Name is accredited under the National Voluntary Laboratory Accreditation Program (NVLAP) Accreditation No. 101147-0.
3.2 Lead Paint Sampling
3.2.1 Visual Assessment
Terracon visually assessed the interior and exterior of the existing building and perform Lead Paint (LP) sampling that consisted of collecting paint chip samples from various painted building components. Representative building components sampled included, walls, exterior façade, and exterior doors.
3.2.2 Sample Collection
The LP sampling began with the Terracon walking the building, observing painted surfaces, and selecting sample locations. After the sampling strategy was determined, Terracon collected thirty-three paint chip samples from select areas within building.
3.2.3 Sample Analysis
Paint chip samples were submitted under a chain of custody to EMSL Analytical, Inc. (EMSL) of Woburn, Massachusetts. Paint chip samples were analyzed by Flame Atomic Absorption method SW846-3050B/7000B. EMSL is an American Industrial Hygiene Association (AIHA) accredited laboratory (ELLAP, Lab Code 100194), to perform Flame Atomic Absorption analysis. The lead paint chip laboratory analytical report is provided in Appendix B.

3.3 Hazardous Materials Assessment
3.3.1 Visual Assessment
Terracon visually assessed the interior and exterior of the existing building for common hazardous materials including but not limited to Mercury-containing items and Polychlorinated-biphenyl (PCB) containing items.
4.0 REGULATORY OVERVIEW
4.1 Asbestos
The asbestos NESHAP (40 CFR Part 61, Subpart M) regulates asbestos fiber emissions and asbestos waste disposal practices. It also requires the identification and classification of existing building materials prior to demolition or renovation activities. Under NESHAP, asbestos-containing building materials are classified as either friable, Category I non-friable or Category II non-friable ACM. Friable materials are those that, when dry, may be crumbled, pulverized or reduced to powder by hand pressure. Category I non-friable ACM includes packings, gaskets, resilient floor coverings and asphalt roofing products containing more than 1% asbestos. Category II non-friable ACM are any materials other than Category I materials that contain more than 1% asbestos.
Friable ACM, Category I and Category II non-friable ACM which is in poor condition and has become friable or which will be subjected to drilling, sanding, grinding, cutting or abrading and which could be crushed or pulverized during anticipated renovation or demolition activities are considered regulated ACM (RACM).
In the state of Delaware, asbestos activities are regulated by the Delaware Office of Management and Budget, Division of Facilities Management, 16 Delaware Code, Chapter 78 (16 Del.C. Ch.78).
Delaware requires that any asbestos-related activity conducted be performed by an Certified Asbestos Professional Services Firm.
Asbestos abatement must be conducted by a Certified Asbestos Abatement Contractor Class “A” under the direct supervision of a Delaware Certified Asbestos Abatement Supervisor Class “A”. An asbestos abatement design must be prepared by a person accredited by the EPA under AHERA, 40 CFR 763. Third-party air monitoring must be conducted by a Delaware Certified Project Monitor employed by a Certified Asbestos Professional Services Firm.
The Occupational Safety and Health Administration (OSHA) Asbestos standard for construction (29 CFR 1926.1101) regulates workplace exposure to asbestos. The OSHA standard requires that employee exposure to airborne asbestos fibers be maintained below 0.1 asbestos fibers per cubic centimeter of air (0.1 f/cc). The OSHA standard classifies construction and maintenance activities, November 1, 2016, 2016 ■ Terracon Project J116P090
Responsive ■ Resourceful ■ Reliable 5 which could disturb ACM, and specifies work practices and precautions which employers must follow when engaging in each class of regulated work.
4.2 Lead
EPA and the State of Delaware has defined LBP as coatings that contain 1.0 milligram of lead per square centimeter (mg/cm2) or 0.5% by weight. LBP waste from renovation or demolition activities, such as debris, paint chips, dust, and sludges, that exhibit the toxicity characteristic must be managed and disposed as hazardous waste under the Resource Conservation and Recovery Act (RCRA), with the exception of whole-building demolition debris. Whole-building demolition debris is considered a non-hazardous waste with regard to lead. Therefore, no sampling/analysis of painted components for lead is required for disposal as non-hazardous waste. If it is not a whole-building demolition debris, a composite, representative sample of the demolition debris must be tested to determine if it is regulated as hazardous waste under 40 CFR 261 Identification and Listing of Hazardous Waste.
The OSHA Lead standard for construction (29 CFR 1926.62) requires that employee exposure to airborne lead must be maintained below the permissible exposure limit (PEL) of 50 micrograms of contaminant per cubic meter of air (mg/m3). OSHA does not define LCP; the requirements of the standard apply if any amount of lead is present in building materials. At a minimum, the contractor is required to provide respiratory protection appropriate to the task and conduct initial, representative exposure monitoring.
4.3 Hazardous Materials
Delaware solid waste regulations prohibit the disposal of PCB-containing ballasts in regular or solid waste landfills. These ballasts must be disposed of at an incineration/recycling facility.
Approximately 25% percent of ballasts manufactured after 1979 contain DEHP, a regulated substance under the USEPA Superfund regulations. DEHP-contaminated ballasts must be disposed of in the same manner as PCB-contaminated ballasts. Fluorescent light tubes, which contain mercury, are prohibited from disposal at in-state landfills due to their mercury content.
The preferred option is for the removal and recycling of the bulbs and ballasts at an approved recycling facility.
The USEPA has issued a number of fact sheets indicating that PCBs may be present in electrical equipment and building materials (e.g., caulk and other sealant materials) used in buildings constructed/renovated in the period from 1950 through approximately 1980. PCBs were a common additive to oils in electrical equipment, and caulk materials because of their water and chemical resistance, durability, and elasticity. PCBs were added as a plasticizer in caulking used to seal joints between masonry units and around windows. More specifically, PCBs were used in building materials such as paints, caulks, adhesives, mastics, sealants, and specialty coatings.
PCBs are known to leach into existing building substrate materials (existing brick and concrete)

Responsive ■ Resourceful ■ Reliable 6 adjacent to suspect PCB materials sampled. If suspect building materials sampled are less than 1 part per million (ppm), substrate sampling is not necessary. Disposal of substrate materials and electrical equipment containing PCBs at concentrations of 1 to 50 ppm will require disposal at an approved solid waste landfill; concentrations above 50 ppm will require disposal at a USEPA TSCA-approved landfill. Terracon recommends testing the building materials for PCBs prior to building demolition.

6.0 LIMITATIONS/GENERAL COMMENTS
Terracon did not perform sampling requiring demolition or destructive activities such as knocking holes in walls, dismantling of equipment, or removal of protective coverings. Reasonable efforts to access suspect materials within known areas of restricted access (e.g., crawl spaces) were made; however, confined spaces or areas which may pose a health or safety risk to Terracon personnel were not sampled. Sampling did not include suspect materials which could not be safely reached with available ladders/man-lifts. Additionally, roofing materials were not sampled during this survey.
This asbestos survey was conducted in a manner consistent with the level of care and skill ordinarily exercised by members of the profession currently practicing under similar conditions in the same locale. The results, findings, conclusions, and recommendations expressed in this report are based on conditions observed during our survey of the building. The information contained in this report is relevant to the date on which this survey was performed, and should not be relied upon to represent conditions at a later date. This report has been prepared on behalf of and exclusively for use by Zyscovich Architects for specific application to their project as discussed. This report is not a bidding document. Contractors or consultants reviewing this report must draw their own conclusions regarding further investigation or remediation deemed necessary. Terracon does not warrant the work of regulatory agencies, laboratories, or other third parties supplying information which may have been used in the preparation of this report. No warranty, express or implied is made.
