SOIL GAS ASSESSMENT REPORT
WELCH ELEMENTARY/DOVER MIDDLE SCHOOL REPLACEMENT
DOVER AIR FORCE BASE, DOVER, DE
TERRACON PROJECT NO. 7316P090
AUGUST 31, 2016
1.0 INTRODUCTION
The site is an approximate seven-acre area within the Dover Air Force Base (DAFB) Military
Housing. The proposed school is a two-story building with a total footprint of approximately
85,000 square feet, located east-southeast of the existing Welch Elementary / Dover Middle
School building. The proposed school replacement site is improved with an athletic field (see
Figure 1 in Appendix A).
We understand that land use controls are in effect for areas northeast of the proposed school, related to three old landfill sites and a former WWTP. A solvent contaminant groundwater plume called “Area 6” has been reported to be sourced upgradient (north-northeast) of the proposed school site, and ground water remediation and routine ground water monitoring is being performed by the DAFB in accordance with State and Federal requirements.
A copy of the Area 6 Monitoring Report prepared by Oak Ridge National Laboratory and AECOM for the US Department of the Air Force dated June 2016 was provided to Terracon by Zyscovich
Architects, Inc. According to the report, the site is located within “Area 6”, a multi-source, comingled ground water contaminant plume primarily impacted with chlorinated volatile organic compounds (CVOCs), benzene, and lindane. The plume is approximately 4,000 feet long by 2,400 feet wide, and extends from the AFB across US Highway 1 below the military housing and towards a golf course and the St. Jones River (see Figure 3-1 in Appendix A). Contaminants are generally shallow near the source of the plume and move deeper as they migrate downgradient. In general, the report indicates that total contaminant concentrations within the ground water plume are decreasing
The objective of this soil gas assessment was to evaluate the site for presence/absence of shallow soil gas concentrations related to the Area 6 plume contaminants and to assess the need for a vapor mitigation system (engineering control) at the new school site based upon potential vapor intrusion concerns.

Please note that Terracon does not warrant the work of laboratories, regulatory agencies, or other third parties supplying information used in the preparation of the report. These assessment services were performed in accordance with the scope of work agreed with you, our client, as reflected in our proposal and were not restricted by ASTM E1903-11.
1.2 Additional Scope Limitations
Findings, conclusions, and recommendations resulting from these services are based upon information derived from the on-site activities and other services performed under this scope of work; such information is subject to change over time. Certain indicators of the presence of hazardous substances, petroleum products, or other constituents may have been latent, inaccessible, unobservable, nondetectable, or not present during these services. We cannot represent that the site contains no hazardous substances, toxic materials, petroleum products, or other latent conditions beyond those identified during this assessment. Subsurface conditions may vary from those encountered at specific borings or wells or during other surveys, tests, assessments, investigations, or exploratory services. The data interpretations, findings, and our recommendations are based solely upon data obtained at the time and within the scope of these services.
1.3 Reliance
This report has been prepared for the exclusive use of the Department of the Army, US Army
Corps of Engineers Norfolk and Philadelphia Districts, Dover Air Force Base and Zyscovich
Architects, Inc., its successors and assigns, and any authorization for use or reliance by any other party (except a governmental entity having jurisdiction over the site) is prohibited without the express written authorization of Zyscovich Architects, Inc., and Terracon. Any unauthorized distribution or reuse is at Zyscovich Architects, Inc.’s sole risk.
2.0 CONCEPTUAL SITE MODEL
Terracon has developed the following Conceptual Site Model (CSM). The CSM is a description of the site and site features pertinent to identifying possible site contaminants, determining how those contaminants may behave relative to site conditions, and understanding potential receptor pathways.

2.2 Surrounding Properties Development
The site is located within the military housing community for the Dover Air Force Base. The site and northern, eastern, and western adjoining properties are associated with the current school.
The southern adjoining properties are residences (see Appendix A, Figure 2).
2.3 Potential Sources
The site is located within “Area 6”, a multi-source, comingled ground water contaminant plume primarily impacted with chlorinated solvents, benzene, and lindane. The Area 6 source areas are located over 5,000 feet to the north-northeast of the site (see Figure 3-1 in Appendix A).
2.4 Potential Pathways Evaluation
Potential Pathways for Contaminant Transport
No current contaminant transport pathways have been identified aside from ground water flow and rainfall infiltration.
Potential Exposure Pathways
This assessment focused on the evaluation of the soil gas to indoor air pathway. Findings are discussed in subsequent sections.
3.0 SAMPLE COLLECTION
The sample collection approach outlined below describes data collection activities set forth in
Terracon Proposal J6155083 dated March 22, 2016. Field activities were conducted August 1 through 3, 2016.
3.1 Soil Gas Sampling
To accomplish the project goals, soil gas testing was required. Sample locations were gridded within the proposed structure based on the orientation of the ground water contaminant plume with respect to the site development. Sample locations are shown on Figure 2 in Appendix A.
Terracon collected and analyzed 19 shallow soil gas samples at locations as shown on Figure 2.
Soil gas samples were collected via soil gas implants, installed to a depth of 3 feet below ground surface (bgs). Soils gas sampling was completed using SUMMA canisters.
Responsive ■ Resourceful ■ Reliable 5
Each sample point was advanced with a decontaminated stainless-steel hand auger to a depth of 3 below ground surface and converted to a soil gas sampling point installed six inches above the bottom of the boring. Each stainless steel point is configured with lateral ports for gas inlet and a barb fitting on the top to connect to small bore (0.25 inches O.D.) nylon sample tubing. The ports are protected from fines by a Teflon disk and stainless steel screen to prevent clogging. A sand filter pack was placed within the annulus opposite the screen to a height of six inches above the screen point. Granular bentonite was placed in the borehole annulus above the sand pack to the land surface and hydrated. The soil gas implants were capped and allowed to equilibrate overnight.
Soil gas samples were collected from each point into 1-liter (L) SUMMA canisters supplied by the laboratory. Each canister was filled using a dedicated, 30-minute (min), flow controller set to a sample rate less than or equal to ~33 milliliters (mL) per min (30 mL/min x 30 min = 1 L sample volume). An “in line” vacuum gauge was installed at the sample controller to verify initial vacuum levels within the canister and as an indicator that final pressure equalization (non-zero) had been reached (i.e. sampling is complete).
Once sampling was complete, all canister samples were packaged for shipment to the laboratory and analyzed for VOCs per EPA Method TO-15.
3.2 Significant Deviations
No significant deviations were encountered during sample collection.
4.0 PROJECT DATA
4.1 Soil Gas Data
Laboratory analytical soil gas data detections are presented in Appendix B, Table 1. Twenty-two
VOC analytes were reported in the soil gas samples; however, no analyte was reported above the Delaware Department of Natural Resources and Environmental Control, Site Investigation and Restoration Section (DE DNREC-SIRS), Screening Levels (SLs) for Sub-Slab and Exterior
Soil Gas. The pattern of detected analytes, and more specifically the detections of CVOCs and benzene (the primary VOCs associated with the ground water contaminant plume), are relatively uniform in soil gas and differs in type and magnitude from the ambient air blank. Additionally, the results from the on-site upgradient samples, SG-1 and SG-2, do not differ significantly from the downgradient sample results. These relationships indicate that ground water is not likely a significant contributor to VOC detections in soil gas. During boring installation, field staff noted the presence of trash in several borings (aluminum cans, wire, Styrofoam, etc.). These materials
Responsive ■ Resourceful ■ Reliable 6 suggest that the upper few feet of soils at the site may be fill, sourced from off-site. The trace chemical signal of analytes may be sourced from this fill material.
The highest VOC concentrations detected were of acetone and methyl-ethyl ketone (butanone).
These compounds were below DE DNREC-SIRS SLs, and are traditionally considered “laboratory artifacts”. Terracon noted that the detections of these compounds in the ambient blank were an order of magnitude below the soil gas detections; additionally, these compounds were not detected in the laboratory method blank, nor do they appear as a constituent of the upgradient ground water contaminant plume. As such, the occurrence of these compounds in the samples appears to be site-derived; in Terracon’s opinion, the acetone and methyl-ethyl ketone detections are likely sourced from the abundant decaying organic matter (grass cuttings) present at the athletic field.
4.2 Updates to the CSM
No new site conditions, potential sources areas, or potential receptors were identified during the course of this assessment. No updates to the CSM have been identified aside from the data presented in this report.
5.0 CONCLUSIONS
Based on the scope of services described in this report and subject to the limitations described herein, Terracon concludes the following:
Analysis of soil gas samples from nineteen locations indicated twenty-two VOC analytes reported in soil gas at the site. The VOCs concentrations were not present at levels above DE DNREC-SIRS RLs. The pattern of detected analytes, and more specifically the detections of CVOCs and benzene (the primary VOCs associated with the ground water contaminant plume), are relatively uniform in soil gas and differs in type and magnitude from the ambient air blank. Additionally, the results from the upgradient samples, SG-1 and SG-2, do not differ significantly from the downgradient sample results. These relationships indicate that ground water is not likely a significant contributor to VOC detections in soil gas. In Terracon’s opinion, the detections are likely from the apparent fill and/or biogenic sources present at the site. Based on these data, there does not currently appear to be an elevated risk for vapor intrusion at the site.
