The Government may reject an offer as non-responsive if it is materially and mathematically unbalanced as to price for any offered item or combination of offered items. PART I – THE SCHEDULE – SECTION C

DESCRIPTION/SPECIFICATION/WORK STATEMENT

C000 GENERAL

C001 PROJECT OVERVIEW

The Marine Design Center (MDC) of the U.S. Army Corps of Engineers (USACE) has issued this solicitation to retain contractor services to construct, test, and deliver a new deck barge with a traveling spud system that will be paired with a Government purchased crawler excavator and a Government purchased wheeled crane to form an excavator barge. The completed vessel will be placed in service with the St. Paul District of the U.S. Army Corps of Engineers and will be used by the District in support of its maintenance mission on the inland navigation system.

The completed vessel will be ABS classed.

C002 CONTRACT OVERVIEW

For this contract, the contractor shall include, as a minimum, all costs to provide and deliver the following:

Using the contract and reference drawings provided in the procurement package, complete the design for production and fabrication of the barge.

Fabricate one barge in accordance with the specifications of this contract.

Test all barge related equipment, systems, piping, and electrical systems.

Obtain ABS Class for the barge.

Deliver the completed barge to a designated location.

Final Acceptance Demonstrations at the Corps’ designated point of Final Acceptance of the completed floating crane barge.

C003 STANDARDS

The barge shall be designed and constructed in accordance with the latest edition and interpretations of the rules, regulations, and requirements and standards of the Legislation, Regulatory Agencies, and technical organizations listed as follows or as stipulated in the respective specification clause:

C004 CLASSIFICATION & CERTIFICATION

A. ABS CLASSIFICATION

The contractor shall be responsible obtaining necessary regulatory body reviews and approvals, obtaining necessary inspections and surveys during construction and for the certification and classing of the vessel as follows:

ABS classification for Maltese Cross A1, Barge, Rivers and Intra-Coastal Waterways Service, with Reinforcement B.

Statement of Facts:

o The barge deck is designed for a load of 2,500 psf in way of the excavator/crane tire dunnage area, 4,500 psf in way of the crane pad dunnage area, and 1,000 psf everywhere else.

o The barge intact stability satisfies 46 CFR 170.170 and 46 CFR 174.015 in all loading conditions o The barge damage stability satisfies the USACE one compartment standard (See Clause C150)

Review and Approved the Incline Plan; provide Surveyor attendance (See Clause C115) Review and Approve the Incline Results Provide a Simplified Stability Letter

The ABS Vessel ID number shall be obtained by the contractor when obtaining their ABS project number for this contract. This number shall be reported to the Government.

The recommended ABS point of contact is Mr. Bob Smith, who can be reached by phone, email or mail, at: (703) 519-9970, RSmith@eagle.org, or 1525 Wilson Blvd, Suite 625, Arlington, VA 22209.

When steel construction commences, the contractor shall coordinate with ABS to ensure the frequency of onsite inspections are not less than once every three weeks.

If the contractor intends to launch, test, operate or tow the barge “out of class”, the contractor must specifically advise ABS of such intent and incorporate any and all modifications required by that agency for such operation at no additional cost to the Government, and at no additional contract time. Any such modifications which, in the opinion of the COR, affects the arrangements, operability, or suitability of the vessel shall be removed from the vessel by the contractor at no additional cost or time and the vessel returned to new condition prior to Final Acceptance.

All costs associated with ABS design review and classification shall be to the contractor’s account.

B. VESSEL DESIGN AND CLASSIFICATION REVIEW STATUS

The Government has developed the vessel’s design and drawings. Some of the design drawings and analyses have been submitted to ABS for review and approval. The design work provided to ABS has been approved by ABS for compliance with the classification standard identified in this clause.

Contract Section J, Clause J01 provides a drawing index indicating the engineering drawings that have been developed by the Government, submitted to and approved by ABS, where necessary for ABS classification.

Contract Section H, Clause H13 has details on the remaining drawings required to be developed by the Contractor and submitted to the Government and/or ABS for review and approval.

See Contract Clause C040 Scope of Work, for details on Contract Drawings and the level of effort required by the Contractor.

Upon Contract award, the Government will furnish the successful bidder with electronic copies of all ABS reviewed and Eagle stamped drawings, review letters and other regulatory correspondence as applicable.

C. VESSEL OWNER & ADDRESS

For the ABS certificate of classification, the owner shall be listed as “U.S. Army Corps of Engineers, St. Paul District”. The owner’s address of record shall be listed as:

D. ABS ENGINEERING MANAGER ACCESS & DISCLOSURE

The Marine Design Center (CEMDC) will be the “Owner’s Representative” on this project and all correspondence with ABS shall be made available to the COR. In order to facilitate the communication process and reduce the paperwork burden on all parties, the contractor, and all sub-contractors, shall utilize the ABS Eagle Construct Engineering Manager Portal (02E) for all drawing submittals and correspondence. The contractor and all sub-contractors shall make the necessary arrangements with ABS to ensure that the Marine Design Center is granted the following Oversight Permissions for this contract:

The Marine Design Center’s ID/WCN number is 615255 and the point of contact with respect to the ABS Coordination/Engineering Manager Portal (02E) is Mr. Tim Keyser, Timothy.J.Keyser@usace.army.mil, phone: (215) 656-6171.

The contractor shall ensure that, as a part of its contract with ABS, the contractor authorizes ABS to disclose to and discuss with the Army Corps of Engineers any Rule or certification criteria issues, design assumptions and their impact on classification and certification, and any other technical considerations on which classification is to be based or which may affect future classification or certification of the vessel.

The contractor shall authorize ABS to provide the Army Corps of Engineers at its request with a copy of all correspondence related to classification, statutory certification or other compliance verification for which ABS is responsible as it is promulgated and initially distributed. This is to include drawings and other engineering work requiring ABS approval as well as correspondence generated which relates to such approvals, including all such correspondence dealing with vendors.

Upon request by the COR, the contractor shall request ABS to furnish the Government with the project comment list. The list shall include open and closed technical and surveyor comments.

The surveyor comments shall not only include comments generated during the drawing review process, but also comments generated by the ABS Surveyor during construction inspections. The comment list shall be sent directly from ABS to the COR via email as a .pdf file.

At the completion of the ABS review process, the contractor shall download all ABS “Eagle Stamped” drawings and provide them on a DVD to the Government in .pdf format.

C006 VESSEL IDENTIFICATION & PRINCIPAL CHARACTERISTICS

A. VESSEL IDENTIFICATION

The vessel to be acquired through this solicitation has been assigned the following name and Marine Design Center hull and project numbers:

The vessel name has not been selected at this time. For the purpose of initial documents and drawing preparation, the title used shall be:

“CEMVP EXCAVATOR BARGE”

Upon selection of the official name for the vessel by the Government, the contractor shall incorporate the name into all “As-Built” documents and the construction drawing of the required hull markings. The MDC hull number (871) shall be used in lieu of an “Official Number”.

B. PRINCIPAL CHARACTERISTICS

These specifications are intended to describe the required specifications for one inland river excavator barge. The principal dimensions of the barge are:

C010 DEFINITIONS

The following definitions are applicable to phrases and acronyms used throughout this contract:

ABS – American Bureau of Shipping COR – Contracting Officer’s Representative - a member of the contract management and quality assurance team authorized by the Contracting Officer to perform certain administrative and managerial duties. A copy of the COR’s authority letter may be furnished to the contractor.

GFE – Government Furnished Equipment – Equipment, materials or components furnished by the Government to the contractor for installation on the vessel.

K.O. – Contracting Officer - A person with the authority to enter into, administer and/or terminate contracts and make related determinations and findings.

MDC – Marine Design Center of the United States Army Corps of Engineers.

QC – Quality Control - Quality Control is a function of the contractor. Refer to clause E03.

Quality Assurance (QA) is a function of the Government.

USACE –United States Army Corps of Engineers.

USCG – United States Coast Guard.

C025 CONTRACTOR QUALITY STANDARDS

A. GENERAL

The contractor shall be responsible for the construction of a complete and functioning vessel.

Inspection by the Marine Design Center is for the purpose of verifying the proper function of the contractor’s quality control measures and is not to be used as a substitute for control of quality by the contractor.

Every effort shall be made during production planning to construct the vessel in an efficient sequence minimizing re-work and repair. Care shall be taken to assure the latest revisions of the detail design plans are being used.

B. STRUCTURAL MATERIALS

Unless otherwise specified or noted on the drawings, all structural hull material shall be in accordance with the following specifications:

American Bureau of Shipping (ABS), “Rules for Building and Classing Marine Vessels” and “Rules for Building and Classing Steel Vessels for Service on Rivers and Intracoastal Waterways”.

Welding Materials - ABS “Approved Welding Electrodes, Wire-Flux and Wire Gas Combination”.

Bolts, nuts and screws – ASTM A307-82, Specification for Carbon Steel Externally and Internally Threaded Standard Fasteners.

C. STANDARD PARTS AND MATERIALS

All articles, fittings, equipment, machinery, supplies, and materials used in the construction and outfitting of the vessel shall be new, of the highest grade, free from defects and imperfections, and be the standard product of reputable manufacturers, to the maximum extent practicable. Any material not specified shall be the best of their kind for the purpose intended. All items shall be suitable for workboat application and meet the latest requirements of standard specifications published by National Agencies. No salvaged materials shall be used in the works. Spare parts and service shall be readily obtainable.

D. WORKMANSHIP

All labor shall be especially skilled for each kind of work and under competent direction.

Where work of one trade joins, passes through, or is on other work, there shall be no discrepancy or misfit when completed. In engaging one kind of work with another, marring or damage of previously acceptable construction shall be cause for rejection. All parts of the vessel intended to join or bear upon other parts shall have complete and solid contact and shall fit together without excessive cold work during erection. All faying surfaces shall be painted and be clean and smooth before bolting up. Shims or liners shall not be used for the purpose of overcoming a bad fit.

All frames and longitudinal members, where applicable, shall be provided with limber holes and/or snipes of adequate size to allow water in bilges to flow to the lowest point of each compartment.

Limber holes shall also be provided to allow for the passage of air in tanks. Limber holes shall be located at the plate edge.

Ends of outstanding flanges shall be cropped. Lighting holes may be punched or flame-cut and all edges shall have burrs removed.

All holes for machinery mounting bolts shall be drilled or punched; burning is not acceptable.

Holes in members having sharp curvature shall be avoided.

All hull casting shall be machined or ground to bear solidly against the connecting structure.

E. WELDERS

All welding under this contract shall be done only by welders who have successfully passed qualification tests accepted by the American Bureau of Shipping or other regulatory agency acceptable to ABS. The contractor shall bear the expense of conducting these tests and shall certify, by name to the COR, welders who have successfully passed the prescribed tests and hold current, valid certifications.

The listed of certified welders shall be submitted during Phase II of the Contract. The list shall include the employee’s name, certification(s), and date(s) of the most recent tests for each certification(s). This list shall be named and numbered 871-C025-01 LIST OF CERTIFIED

WELDERS.

The contractor shall require any welder to repeat these tests when in the opinion of the COR, the work of the welder indicates a reasonable doubt of his proficiency. In such cases the welder shall be re-certified as above if he successfully passed the retest; otherwise, he shall be disqualified until he has successfully passed the retest.

The contractor shall maintain records of the individual welder’s certification during the course of the contract. The records are to be available for examination upon request of the COR.

F. WELDING

All welding shall be in accordance with the current rules of the American Bureau of Shipping, except where stated otherwise. All welding equipment used on the work shall be of a modern type subject to close control. The electrodes used throughout the work shall be suitable for use with the parent metal at each weld, and be approved by ABS.

Welding procedures, as to direction, length, numbers and sequence of beads, shall be carefully planned to minimize lock-up stresses. Care shall be exercised to produce smooth even beads, especially on all exposed plating and fittings. Beads shall be ground where directed by the COR.

The contractor shall employ appropriate welding procedures and grounding connections to preclude the possibility of anodic erosion of the hull after launching.

A detailed description of all welding procedures being employed in the construction shall be available to the COR.

G. INSTALLATION

Materials and equipment shall be installed in accordance with the approved recommendations of the manufacturer, and in compliance with this specification and the contract documents. The installation shall be accomplished by workmen especially skilled for each kind of work and under competent direction.

H. PLATE FAIRNESS

Steel plating shall be installed using proper welding procedures and sequences to insure fair, undistorted plating panels. The use of filler materials to surface unfair areas is not acceptable.

Maximum allowable plating distortion is depicted in the IACS. Guide No. 47. Distortion shall not exceed the amounts in this guide.

I. CONSTRUCTION STANDARDS

All material, machinery and equipment shall be new, of current manufacture and suitable for the marine service intended. Spare parts and service shall be readily obtainable.

All material, unless otherwise specified in these specifications or in the drawings, shall be of commercial quality to ASTM, ANSI, or SAE specifications.

During construction and before delivery, the contractor shall be responsible for protection of all material, equipment, etc., intended for the vessel.

The overweight tolerance of members shall be within the limits defined by the specifications of the American Society for Testing and Materials.

All materials shall be free of imperfections due to manufacturing processes and from defects which adversely affect appearance or serviceability.

All plating shall be neatly cut, fitted and welded. All sharp edges or projections which constitute a personnel hazard shall be removed or ground smooth. All notches shall have a radius to prevent stress concentrations.

Where aluminum must be attached to dissimilar metals or between dissimilar alloys of aluminum, fasteners shall be of stainless steel of an approved design with insulation as required to eliminate metal to metal contact.

All galvanizing shall be done after fabrication by the hot dip process, and the zinc shall be not less than 98% pure. In instances where some types of metals cannot be hot dip galvanized, zinc silicate coating may then be substituted.

C040 SCOPE OF WORK

A. CONTRACTOR’S RESPONSIBILITY

The contract consists of three phases:

Phase I Planning and Scheduling Phase II Engineering Phase III Construct and Test Phase IV Deliver

In accordance with the four phases, the contractor assumes complete responsibility for developing and completing the design of the crane barge to the technical requirements of this specification, obtaining ABS classification and certification, and constructing, testing, and delivering the barge as per the requirements of the contract. Should the contractor determine at any time that they are unable to fulfill those responsibilities, they shall notify the COR immediately of the problem experienced and their proposed manner of correction.

B. CONTRACT LEVEL DESIGN

The contract drawings providing with the solicitation have been prepared in accordance with the ABS Rules as stated in contract Clause C004 and the performance specification of this solicitation.

The drawings are currently under review by ABS. For the purpose of bidding, the barge contractor shall assume the issued drawings contained within this solicitation, are approved by ABS.

The contract drawings provide a contract level design assumed to be in accordance with ABS and suitable for bidding with confidence. The contract level design shall serve as the basis for the barge contractor to complete the final design, as well as to prepare their construction and production drawings. Such contractor engineering can include: secondary structure and foundations, electrical systems designs, piping and cable routings, miscellaneous details, complete material list, purchase specifications, shop drawings, construction details, As-Built drawings, and other engineering and technical development necessary to support administration, operation, and production practices. For specific design and engineering drawings and calculations required by the contractor, see paragraph C040 (D) below and respective clauses throughout Section C.

The barge contractor shall not deviate from the contract level design without approval from KO.

C. DRAWING CHANGES

The contract drawings represent a contract level design and are not intended to be revised by the contractor. The contractor is expected to build the barge as shown in the contract drawings. The Government recognizes that minor design developments may be required to complete the final design and to suit the contractor’s construction and business practices. All design developments shall be provided to the COR for approval and to confirm a contract modification is not required.

If approved, any design developments shall be incorporated into the As-Built drawing package.

Should the barge contractor find any issues with the engineering and design of the barge as it relates to this solicitation and contract drawing package, the contractor shall immediately bring it to the attention of the COR for resolution. If determined necessary by the Contracting Officer, an appropriate contract modification will be developed to address the issue.

D. DRAWINGS PROVIDED AND REQUIRED

1. Contract and Reference Drawings Provided

Contract drawings and reference drawings that are part of this solicitation are listed in contract Section J. All contract and reference drawings will be available to the successful bidder in CAD (.dwg) format.

The contract drawings reflect the contract level design described above.

The reference drawings that are part of this solicitation are intended to provide useful information that may have application to this procurement. The exact details presented in the reference drawings may not reflect the specific needs of the barge, but present the contractor with a methodology to develop a specific system or design feature as identified in the specification. The barge contractor shall not build from any reference drawing. It is the responsibility of the barge contractor to use the written specifications and the contract and reference drawings to properly develop the final design and engineering drawings in order to construct the barge.

2. Final Design Drawings Required

Contract Section H, Clause H12, Engineering and Drawings, contains a list with the minimum drawings/calculations required to be finalized and/or developed by the contractor for the final design.

For clarification purposes, the list in contract Clause H12 details the drawings by action groups.

The action groups distinguish between separate categories based upon the engineering requirements to be completed by the barge contractor. The following is a description/definition of these categories:

Drawings To Be Finalized: as part of the scope of work for this effort, the contractor shall be required to finalize a certain number of contract drawings to achieve a final design.

These drawings have been included as contract drawings. The scope and extent of the necessary finalization has been explained in detail in each respective contract Clause.

These drawings shall be updated and submitted to the Government and, if required for class, ABS for review and approval.

Drawings To Be Developed: the barge contractor shall also be required to develop a certain number of drawings to achieve a final design to conform to the requirements of this solicitation. These drawings have been identified but do not currently exist. These drawings shall be developed and submitted to the Government and, if required for class, ABS for review and approval.

As-Built Drawings: the barge contractor shall be required to provide a complete “As-Built” record of the vessel. The requirements for the “As-Built” drawings are further defined in contract Clause H14.

As stated above, ABS may require some drawings to be submitted for review and approval in order to obtain class. It is the barge contractor’s responsibility to coordinate and contract with ABS for any such reviews.

E. DEVIATIONS FROM THE CONTRACT DESIGN

Should the barge contractor desire to deviate from this specification and/or the contract drawings, they shall submit their request in writing to the COR. Each proposed deviation requested shall be accompanied with a detailed analysis and comparison of the equipment, material or arrangement specified, and the equipment, material or arrangement proposed, including features, dimensions, performance characteristics, benefit to the Government, and compelling reason(s) why the deviation should be made. The request shall include, but is not limited to:

In the absence of compelling reasons for making the deviation, the barge contractor’s proposal may be denied.

The Government will review the request and render a decision within 14 days of receipt of a complete request for deviation. Requests that do not provide all of the information identified above may not be reviewed within 14 days, or may be returned as incomplete, with no review action.

If approved, the barge contractor shall be responsible for any cascading effects on the design, drawings or scientific reports as determined by the Government. The barge contractor shall be responsible for integrating the deviation into the design at no increase in contract cost or no extension of contract completion.

The barge contractor bears ultimate responsibility for satisfactory performance of all systems/arrangements impacted or affected by approved deviations as well as the operation of the completed vessel, as affected by the deviation.

No work deviation shall commence without a written approval from the KO.

If a deviation is approved by the COR, it is the sole responsibility of the barge contractor to coordinate with ABS and provide any additional engineering effort to meet the conditions of classifications and this specification.

The barge contractor shall bear all costs associated with any requested and/or approved deviations, including engineering, estimating, administrative and overhead, regulatory review and approval, construction and test and trials.

F. CONTRACT DESIGN PERFORMANCE RISK

For the purpose of developing the contract design package and obtaining ABS review and approval, parts and equipment displayed were coordinated with commercial suppliers. The Government assumes the performance risk for the systems as they are shown on the contract drawings and described in this specification. In addition, all of the items shown on the contract drawings were a part of the ABS review.

The barge contractor shall provide and install all of the systems as they are shown on the contract drawings. All major pieces of equipment have performance characteristics shown on the contract drawings or described in the specifications.

If the barge contractor selects equipment that is not as shown on the contract drawings or described in this specification, they shall be responsible for ensuring the overall system(s) performance is maintained, submitting cut sheets and details to the Government for review and approval; and if necessary re-engineering of the system(s) and revising of the drawings, and coordinating with ABS for class review and approval. For further details see contract Clause H15.

C100 SCIENTIFIC

All scientific data shall be provided in United States Customary System units of measurement (pounds, long tons, and feet). Data provided in other units will not be evaluated or considered.

The weight estimate has been developed commensurate with the contract level design and uses margins for the purposes of vessel performance. The Government does not consider the weight estimate to be suitable for detailed bidding purposes. The Government is not responsible for contractor use of the weight estimate in bid preparation.

C. WEIGHT & CENTER OF GRAVITY ESTIMATES & MONITORING

The Contractor shall implement a careful weight estimating and monitoring program.

During the Engineering Phase (Phase II), the Contractor shall prepare a detailed weight estimate for the vessel based on selected machinery/equipment and take-offs of materials. Weights and centers of gravity shall be documented in a spreadsheet type format using a system similar to the MDC Work Breakdown Structure (WBS), which will be provided at contract award. The document shall be numbered 871-C115-01 and titled WEIGHT ESTIMATE.

The detailed weight estimate shall be complete with the longitudinal, transverse, and vertical location of the center of gravity of all items included in the estimate.

The Contractor shall update the weight estimate each month with details on the equipment selected and purchased, and system/outfitting design developments. The weight estimate shall be submitted monthly.

During the Construct and Test Phase (Phase III), the contractor shall continue to update the weight and CG estimate each month. The update shall reflect actual equipment location, quantity and location of piping and wiring runs, actual quantity and location of outfitting items, and any changes to the structural weight.

The contractor shall review the monthly weight estimate to ensure the anticipated draft, and trim and stability conditions of the barge are satisfactory. If weight growth that adversely impacts the vessel’s trim and stability is found, the contractor shall inform the Government, determine the cause, and develop remedial action.

D. INCLINING & DEADWEIGHT SURVEY

Upon completion of all work, with the barge in the lightship condition, the contractor shall conduct an inclining test and deadweight survey. The inclining test shall be carried out in accordance with ASTM F1321-21 and contract Clause E05. The contractor shall be responsible for developing the inclining test procedure/plan, providing all certified inclining weights, pendulum setups, support equipment and personnel, directing the experiment, recording all data, and completing the inclining test report.

The contractor shall prepare an inclining test procedure/plan and submit it to the Government and ABS for review and approval. The plan shall be numbered 871-C115-02 and titled: INCLINE EXPERIMENT PLAN. For the Government’s review, the plan shall be submitted at least 30 days prior to the scheduled inclining.

Following the completion of the inclining experiment, the contractor shall complete the incline test report and determine the lightship displacement, centers of gravity and hydrostatic properties of the crane barge. The report, numbered 871-D115-03 and titled INCLINE EXPERIMENT RESULT. The report shall be submitted to the Government and ABS for review and approval.

The contractor shall be responsible for all costs associated with ABS reviews (including at least one iteration to reflect any ABS comments made) and all surveyor costs.

E. FINAL STABILITY DOCUMENTS

The Government will maintain responsibility for updating the documents listed below with the results of the incline experiment. Within 14 days of receipt of 871-D115-03 (INCLINE EXPERIMENT RESULT), the Government will update and issue the following to the barge contractor:

The Government assumes the barge contractor will require tank table information for the development and installation of the electronic tank level monitoring system. The barge contractor shall provide a written request to the COR during Phase III of the contract for the tank/sounding table information. The Government will provide the necessary information within 21 days of receipt of the request.

C165 SIMPLIFIED STABILITY LETTER

Following the completed and approved incline results, the Contractor shall request a Simplified Stability Letter from ABS. The letter shall address route, draft and trim, deck cargo, tanks, hull openings, weight changes, bilges, list, freeing ports and watertight bulkheads.

The Contractor shall compile the Simplified Stability Letter, along with the approved as-built scientifics into a booklet for the vessel master. The booklet shall be numbered 871-D165-01 and shall be titled TRIM & STABILITY BOOKLET. For additional requirements on drawing development and submission for review, see clause H12 of this contract.

C170 DOCKING PLAN

The contractor shall develop a dry docking plan for the vessel. The dry docking plan shall be numbered 871-C170-01 and titled: DRY DOCKING PLAN. The dry docking plan calculations shall be numbered 871-C170-02 and titled: DRY DOCKING PLAN CALCULATIONS. Both documents shall be submitted to the Government for review and approval during Phase II.

Following the completed and approved incline results, the Contractor shall update these drawings and reports reflecting the as-built condition and submit it (as 871-D170-01 and 871-D170-02) to the Government for review and approval. For additional requirements on drawing development and submission for review, see clause H12 of this contract.

The dry docking plan shall be developed to show the blocking arrangement. The blocks to be used for docking shall be the standard dry docking blocks from the US Army Corps of Engineer’s Ensley Shipyard & Repair Facility in Memphis, TN as shown on the reference drawing. The blocks used for the docking shall hold the barge in the following loaded condition:

The plan shall show all major hull structure on the bottom including all transverse and longitudinal bulkheads connecting with the bottom shell, as well as anodes, sea chests, and other features which could interfere with the setting and shifting of docking blocks.

The plan shall also include an alternate blocking arrangement to allow for the servicing of all areas of the bottom of the barge. No block shall remain in the same position on the alternate blocking plan as it was on the primary dry docking plan.

The blocks shall be located to evenly distribute the loads and avoid undue stresses within the hull structure. Blocks shall be located in way of main structural, longitudinal, and transverse bulkheads wherever possible. Where blocking is located on frames other than bulkheads, appropriate docking brackets shall be designed and installed within the hull. Docking bracket details shall be shown on the structural drawings. If the end(s) of the vessel are unsupported, the contractor shall provide calculations with the plan submittal showing that the hull strength is adequate to handle the cantilevered load.

The dry docking plan shall contain all of the information contained in the reference drawing to include:

Dimensioned drawing of the docking block Total area covered by the docking blocks for each plan The maximum block loading (kips/foot-squared) Lightship weight determined by the Inclining Experiment, its LCG and VCG o For the Engineering Phase submittal, substitute the weight from the most recent revision of 871-C115-01.

C180 NOISE & VIBRATION

A. NOISE & VIBRATION CONTROL - GENERAL

In addition to insulation requirements, generator and exhaust mounting details provided in this specification, the contractor shall implement the following control measures:

Effective noise barrier around high noise spaces to prevent noise transmission to adjacent spaces, and sound absorbing material around high noise spaces, to reduce contribution of reverberant noise within the space.

Install vibration isolators for all diesel generators and rotating machinery such as pumps and fans in order to reduce noise and vibration transmission through the structure.

Provide flexible mounting of ventilation and other service lines.

Ensuring that all pipe and duct joints are tight and that all penetrations through spaces are sealed.

All pipe connections to the engines and generators should be of the flexible type.

Use of low noise components, e.g. tighter tolerances.

Ensure the natural frequencies of the foundations of hard mounted equipment to be at least

30 percent greater than the disturbing frequencies of the equipment.

Ensure that the local stiffness of the foundation supporting the resilient mounts to be at least 10 times the stiffness of the isolator it supports to result in adequate vibration isolation.

Ensure that the natural frequencies of the resilient mount systems be sufficiently far from the disturbing frequencies (at least 30 percent of the nearest mode). If this condition cannot be satisfied, the vibrational force transmission to the foundation should be studied in greater detail and corrective measures taken to meet an acceptable isolation performance.

The configuration of the hull and deck arrangements of the barge shall be as shown on the contract drawings and as stated within these specifications. The bulkheads, subdivisions and tanks within the hull shall be as shown on the contract drawings and as stated within these specifications and shall not be modified.

All equipment and machinery shall be positioned to avoid interference, and to provide easy and adequate access from all sides for inspection, maintenance, and repair. Furthermore, all equipment and machinery installed within the hull shall be provided with an easy path for removal.

To facilitate removal for repair, every piece of equipment shall be mounted on a foundation by means of fasteners. An adequate number of pad-eyes shall be provided overhead to facilitate handling of equipment with a chain-fall. Equipment connected to a piping system shall be provided with a means to readily disconnect the equipment from the piping system (i.e. unions or flanges), located as close as possible to the equipment.

Clear finished headroom in all spaces shall not be less than 7’-0” while accommodating all necessary equipment, ducting, wiring and piping.

A. GENERAL REQUIREMENTS

During the engineering phase of the contract, the contractor shall develop a drawing to be numbered 871-C245-01 and titled MACHINERY ARRANGEMENT. This drawing shall show the locations of the machinery and associated equipment with a bill of materials that describes the performance properties of the item, listing the manufacturer of the equipment, make, model, and serial (for as-built ‘D’ phase) number.
