Stability Letter 29 March 2018
Master, �KEEN� ON: 1279883 Conrad Industries, Hull C-1166 102.53� (LOA) x 42.65� x 8�-6� Deck Crane Barge [I]
You are responsible for maintaining this barge in a satisfactory stability condition at all times and for following the instructions and precautions listed below. All log entries required by 46 CFR 97.35 shall be made prior to getting underway for each voyage.
An inclining experiment witnessed by ABS Americas on behalf of the U.S. Coast Guard was conducted on the �KEEN�, U.S. ON 1279883 at Conrad Industries, in Amelia, Louisiana on 20 November 2017. On the basis of this inclining experiment, stability calculations have been performed.
Results indicate that the stability of the �KEEN�, as presently outfitted and equipped, is satisfactory for operation on River Service only, provided that the following restrictions are observed.
OPERATING RESTRICTIONS
1. ROUTE: Operations are limited to rivers, lakes, bays, sounds and great lakes summer service only. Since the barge�s route is based upon other considerations in addition to stability, you are cautioned that the route may be further limited to that specified on the Certificate of Inspection.
2. DRAFT AND TRIM: A minimum freeboard of 4 feet 2-3/4 inches measured from the main deck amidships must be maintained. This corresponds to a maximum molded draft of 4 feet 3- 3/4 inches (4 feet 4-1/8 inches extreme). Trim and heel should be minimized.
3. DECK CARGO: Deck cargo shall not exceed 22.25 LT at 11.13�above baseline.
4. TANKS:
a. No more than one centerline or P/S pair of the tanks may be partially filled at one time.
b. Any cross connections between port and starboard tank pairs shall be kept closed at all times when underway.
5. HULL OPENINGS: Any openings that could allow water to enter into the hull or superstructure should be kept closed during lifting or when rough weather or river conditions exist or are anticipated.
6. LIFTING OPERATIONS:
a. Lifting is permitted only on River Service.
b. The wind speed shall not exceed 40 mph during lifting operations
c. The capacities shown on the attached Crane Load Charts, bearing ABS Americas approval stamp dated 29 March 2018, shall not be exceeded. Legible copies of these charts must be maintained in the crane operator�s control stations in clear sight of the

Page: 2 of 3 operator. Any further manufacturer restrictions regarding wind, dynamic loading, machine list, machine trim and heel pin angle shall be followed.
d. Only one crane shall be operated during lifting operations.
e. Prior to lifting, operator shall ensure that the crane is in accordance with the following Ready-To-Lift conditions:
a. Maintenance Crane Lifting Operations � Ready-To-Lift Condition
1) With the Maintenance Crane positioned on centerline, facing aft with 0° boom elevation, the �READY-TO-LIFT� condition of the barge shall be:
i) Vessel List: Not to exceed 0.20° to Port or Starboard
ii) Vessel Trim: Not to exceed 0.20° Forward or Aft
iii) Draft: Not to exceed 4�-6� @ Fwd Node Draft Marks (9�-6� Fwd FR 0)
2) The operators shall make adjustments to the Wicket Crane position to place the barge in the �Ready-To-Lift� condition, making allowances for the tank loads, deck loads, other loads and environmental factors.
b. Wicket Lifting Operations (Port Side Only) � Ready-To-Lift Condition
1) Maintenance Crane Ready-To-Lift Position: fully retracted, 0° boom angle elevation, facing forward, ~35° off centerline to starboard.
2) Wicket Lifter Crane Ready-To-Lift Position: �stowed� with boom facing aft over the deck, ~25° off centerline to port, lowered to the deck with the jib tucked under/fully retracted.
3) The barge �READY-TO-LIFT� condition shall be:
i)Vessel List: Not Less Than 0.25° to Starboard.
ii) Vessel Trim: Not to exceed 0.50° Forward or Aft
iii) Draft: Not to exceed 4�-9� @ Fwd Node Draft Marks (9�-6� Fwd FR 0)
4) The operators shall make adjustments to the Maintenance Crane position to place the barge in the �Ready-To-Lift� condition, making allowances for the tank loads, deck loads, other loads and environmental factors.
c. Wicket 360° Lifting Operations � Ready-To-lift Condition
1) Maintenance Crane Ready-To-Lift Position: fully retracted, 0° boom angle elevation, facing forward on centerline.
2) Wicket Lifter Crane Ready-To-Lift Position: �stowed� with boom facing aft over the deck, ~25° off centerline to port, lowered to the deck with the jib tucked under/fully retracted.
3) The barge �READY-TO-LIFT� condition shall be:
i) Vessel List: Not to exceed 0.30° to Port or Starboard.

ii) Vessel Trim: Not to exceed 0.10° Forward or Aft
iii) Draft: Not to exceed 4�-5� @ Fwd Node Draft Marks (9�-6� Fwd FR 0)
4) Derated 360° Swing Load Chart shall be used.
7. WEIGHT CHANGES: This stability letter has been issued based upon the following lightship characteristics:
Weight: 567.04 Long Tons VCG: 12.30 Feet above baseline LCG: 41.31 Feet Aft of Frame 0 TCG: 0.97 Feet Stbd. Of Centerline
We note that the barge is not fitted with permanent ballast, and the lightship includes the cranes and booms in their stowed positions. Spuds are excluded from lightship.
Any alternations resulting in a change in these parameters will invalidate this stability letter.
No fixed ballast or other such weights shall be added, removed and/or relocated without the authorization and supervision of the cognizant OCMI or ABS.
8. BILGES: The barge's bilges and voids shall be kept pumped to minimum contents at all times consistent with pollution prevention requirements.
9. LIST: You should make every effort to determine the cause of any list of the barge before taking corrective action.
10. FREEING PORTS: Deck freeing ports shall be maintained operable and completely unobstructed at all times.
11. WATERTIGHT BULKHEADS: No watertight bulkheads shall be removed or altered without the authorization and supervision of the cognizant Officer in Charge, Marine Inspection (OCMI).
This stability letter shall be maintained in a suitable location on board the barge at all times.
