About this file

This document is a Questions and Answers file related to a federal contract involving aboveground storage tank (AST) inspections and maintenance. The Q&A addresses multiple technical details for tanks 310, 311, and 211, including fuel transfer quantities, tank configurations, and inspection requirements. Key points include transfer limits for different facilities (not exceeding 5000 gallons for one facility and 3500 gallons for others), confirmation of an internal floating roof for Tank 211 with specific characteristics (full-contact "honeycomb" type, approximately 6 feet leg setting), and logistics for tank inspections requiring a minimum of two mobilizations.

The document also clarifies the scope of work for contractors, specifying that they are responsible for providing all personnel, equipment, and services necessary to execute fuel removal, transfer, tank cleaning, wiper seal replacement, and AST internal inspections as defined in the Performance Work Statement. Contractors must perform these tasks at specified locations and tanks, with the understanding that certain government-furnished property and services may be excluded from their responsibilities.

2. Confirming that Tank 211 does have an internal floating roof as the 2008 internal inspection shows none but the 2016 shows it has one.

1. Full-Contact Internal Covers ("Honeycomb" Type) They are in direct contact with the liquid, eliminating the vapor space. They are made up of honeycomb sandwich panels and are made of aluminum or stainless steel.

2. If yes, what is the leg setting for the IFR?

1. I believe around 6 feet.

3. Are tanks 310, 311 and 211 (internal inspections) to be completed on a single mobilization or multiple?

1. If multiple, how many mobilizations are expected/required?

A minimum of two mobilizations will be required for these inspections.

4. Where is the fuel from Tanks 310, 311 and 211 being transferred into?

1. Tank 310 and 311 are approximately 100 feet apart. One of these tanks will have to be transferred into the other. Only two DS2 Tanks we have.

2. Tank 211 can be transferred until empty into one of the other two JAA Tanks.

Estimating 250 to 350 foot to nearest JAA tank if it has to be done the hard way.

5. The Performance Work Statement references API 653 inspections and wiper seal replacement, but it’s not clear if contractors are also responsible for tank cleaning, fuel transfer, or mechanical services as part of this effort. Could you confirm if those services are included in scope, or if this requirement is limited strictly to inspection and seal replacement?

1. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items. The contractor shall also provide non-personnel services necessary to, execute the fuel removal, transfer or dispose of remaining fuel, clean the tank, replace wiper seals, and perform an AST Internal inspection on the tank(s), as applicable, at the location and for the tanks specified in Attachment B, as defined in this Performance Work Statement (PWS), except for those items specified as government furnished property and services.
