About this file
This document is an API 653 In-Service Inspection Report for a jet fuel storage tank (Tank 211) located at Fort Hood, Texas. The inspection was conducted on May 2-4, 2016, by Robert and Company for the US Army Corps of Engineers, Omaha District. The tank, manufactured by American Tank & Vessel in 1985, is a vertical atmospheric storage tank with a 200,000-gallon capacity, constructed to API 650 standards and currently storing Jet A fuel.
The inspection revealed the tank to be in good condition with no mandatory repairs required. Key findings include: a shell consisting of four 8-foot courses with a nominal thickness of 0.188 inches, a shallow fixed cone roof, and an internal floating pan. Recommended near-term actions include replacing bolts, washers, and nuts on receipt and issue nozzles. Long-term recommendations involve maintaining the tank's current condition and potential future modifications to comply with UFC 3-460-01 standards, such as upsizing manways to 36 inches, installing davits, and implementing an Enraf monitoring/control system. The tank was deemed suitable for continued service with an estimated remaining life of over 20 years.

1.0 EXECUTIVE SUMMARY
On May 2-4, Robert and Company performed an API 653 IN-Service Inspection of F34 Jet Fuel Storage Facility No. 88071, at Fort Hood, in Killeen, TX. This inspection included: API 653 external Visual Testing (VT), and an Ultrasonic Thickness (UT) survey. This inspection was conducted in order to determine the tank’s suitability for continued service, and to meet regulatory and DoD requirements. This report summarizes the results of this inspection, notes any discrepancies found, and makes recommendations for their remediation, if necessary. All available resources were utilized, to gather as much information as possible, in order to compile a thorough inspection report. However, there were some details which were unknown or had to be assumed. Robert and Company strives to provide as much information as possible to insure safe and reliable tank operations.
The visual inspection revealed no structural discrepancies that would require immediate corrective action, and no safety- or jurisdictional-related discrepancies were noted, that should be addressed. See the Visual Inspection Findings and Recommendations section of this report for further details.
UT measurements reveal an average thickness of .184” for the shell, 185” for the roof, and a corrosion rate of less than .0001”/yr.
API STANDARD 653
recommends that this document containing valuable historical information be retained for the life of this tank.
2.0 SUITABILITY FOR SERVICE STATEMENT
Based upon the gathered data, this tank is found to be of sufficient structural integrity to be suitable for continued service, at its current operating parameters of atmospheric pressure @ ambient temperatures, for storage of a product with a specific gravity≤ 1.0, for greater than 20 years. Note that any changes to the tank’s operating parameters may adversely affect this suitability, and should only be made under the direction of the Authorized Inspector and a Professional Engineer. The evaluation of the relief sizing should also be performed by a Professional Engineer.

E = Original joint efficiency for the tank. For welded tanks; use API-653, Table 4-2 ; use E = 1.0 when evaluating the retirement thickness in a corroded plate, when away from welds or joints by at least the greater of one inch (250 mm) or twice the plate thickness. For riveted tanks; use E = 1.0 for shell plates greater than 6 inches (150 mm) away from rivets; use the value of E from API-653 Table 4-3 when within 6 inches (150 mm) of rivets.
