6. Communication during Solicitation: The solicitation documents and amendments will be posted to https://www.sam.gov/ and will be available by internet access only. The bidder is responsible for checking the website for any amendments.
7. Instruction for Procurement: This solicitation and resulting contract are utilizing a
Single Step Sealed Bidding procurement method as described in FAR Part 14. In accordance with 52.214-19 Contract Award-Sealed Bidding-Construction in
Section 00 21 00 (Instructions), the Government will evaluate bids in response to this solicitation without discussions and will award a contract to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to
Government, considering only price and the price-related factors specified elsewhere in the solicitation.

8. Technical Inquiries: Technical inquiries and questions relating to technical requirements, bidding procedures or bonds are to be submitted via Bidder Inquiry in ProjNet at: https://www.projnet.org/projnet/ No Later Than 3pm

9. Bonding: Performance and Payment bonding are required for this contract. Bid bonds shall be submitted on Standard Form 24 (SF24).
10. Insurance: Spec 01 30 00.24 part 1.11 lists the minimum required insurance that a contractor must have for this project.
11. Period of Performance: The Contractor will be required to (a) commence work under this contract within ten (10) calendar days after the date the Contractor receives Notice to Proceed, (b) prosecute work diligently, and (c) complete the entire work ready for use no later than 420 days after receipt of Notice to
Proceed. Time stated for completion shall include final cleanup. The period of performance is mandatory.
12. Liquidated Damages: Liquated damages for this project are 1,931.00 for each calendar day of delay until the work is completed or accepted. (Clause 52.211-
12).

14. Contractor Allowed Working Hours: The Contractor can work Monday through
Friday, 0700 to 1700 hours. Working outside of these hours will need written permission from the COR at least 14 days in advance of need and is not guaranteed. The Contractor will not be allowed to work on Federal holidays
(Spec 01 12 00 part 1.16).
15. Security Requirements: Antiterrorism (AT)/Operations Security (OPSEC)
Provisions
AT Level 1 – Online training certificate required by all proposed workers iWATCH Training – Certificate required for Superintendent. All other workers are to be briefed by the Superintendent on the iWATCH program.
OPSEC Training – Online training certificate required by all proposed workers.
E-Verify – Online verification for all proposed workers to be onsite

17. Buy American: Contractor is to obtain materials in compliance with the Buy
American statute per the requirements in spec 01 33 00
18. Submittals: Submittals are to be completed in accordance with specification 01
33 00. The Submittal Register, located at end of specification 01 33 00, lists the required submittals; please note that some administrative submittals may not show up in submittal register. Review plans and specs for all required submittals.
19. RMS: The Government will use the RMS system to process submittals, requests for information (RFI’s), serial letters, daily reports, and progress payments. See spec 01 45 00.15 10 for more information.
20. CQC / Superintendent / SSHO Requirements: The CQC System Manager, Project
Superintendent, and Site Safety and Health Officer must be assigned a minimum of two qualified personnel (one individual cannot serve all three positions). If an individual is assigned responsibilities of multiple positions, they must meet all the required qualifications of both positions.

21. Bid Schedule This contract consists of a basic bid section (three base bid items) and an option bid section (five option bid items). Contractors are highly encouraged to review the project plan sheets and as they prepare their bid proposals. Overall, the work under this contract includes the following:
CLIN 0001 – Entire work, complete, for placement of the L-Head
Breakwater Structures (placement of Geotextile (≈4,000 SY), Clay Layer
(≈7,100 CY) and random fill (≈7,300 CY)) as shown on the drawings and in the specifications.
CLIN 0002 – Entire work, complete, for all plant, material, and labor required for: Stone (Riprap) as shown on the drawings and in the specifications
CLIN 0003 – Entire work, complete, for all plant, material, and labor required for: Spalls and Underwater Fill as shown on the drawings and in the specifications

CLIN 0004 – Entire work, complete, for aggregate surface course as shown on the drawings and in the specifications
CLIN 0005 Entire work, complete, for All plant, material, and labor required for: Excavation Cut as shown on the drawings and in the

22. CONSTRUCTION GENERAL SECTION 01 12 00
CONSTRUCTION RIGHT-OF-WAY: The Contractor will be assigned working areas or working right-of-way limits for use in the prosecution of work under this contract.
PROTECTION OF EXISTING FACILITIES AND WORKS: The Contractor shall be responsible for the protection of the work area from damage and upon completion of the work shall leave existing works in a condition equal to that which existed when the work started.
CARE OF WATER: Full responsibility for care of water shall be borne by the
Contractor until completion of work under this contract. The Contractor shall provide the materials and equipment and perform all work necessary to facilitate construction and to protect the work from damage by water.

Access Roads: Access roads as required for the prosecution of the work shall be maintained (including sprinkling for dust control, safety personnel, and traffic control) within the work areas assigned to the Contractor.
Haul Roads: The Contractor shall construct haul roads as may be necessary for the conduct of the work without additional cost to the Government.
Erosion and Sediment Controls: Providing erosion and sediment control measures in accordance with Federal, State, and local laws and regulations is the Contractor's responsibility. The erosion and sediment controls selected and maintained by the
Contractor shall be such that water quality standards are not violated as a result of construction activities.
PLANTING
All planting and maintenance of trees and shrubs shall be conducted under the supervision of a qualified forester or nurseryman. The supervisor must be a graduate from an accredited college or university in the field of forestry and have a minimum three years of tree planting experience or have equivalent experience in the field of forestry and nursery planting.
