QUESTIONS AND ANSWERS
21 MARCH 2022
1. As current proposals are valid through mid‐April 2022, please consider a proposal due date extension to the April 8, 2022. This will provide Contractors the additional time needed to secure/verify Subcontractor pricing commitments and develop/evaluate material and labor escalation estimates and contingencies.
ANSWER 1: The Government may consider extending proposals to 30 March 2022.
2. The current market insecurities, material pricing volatility and escalation unknowns, together with the requested +/‐ 6 months proposal validity extension period, is limiting subcontractor interest and/or resulting in large cost contingencies being added to project pricing. It would be in the best interest, related to project costs, of all parties to limit the requested proposal validly period.
‐ Please consider revising the validity period to a maximum of 90 days and request a further extension at a later date, if required.
‐ Alternatively, please consider committing to allowing Contractors to provide revised/final pricing 30 days prior to anticipated project award.
ANSWER 2: The Government will not be considering a shorter proposal validity period.
3. Specification 32 13 14.13, Page 23, Paragraph 2.2.1 Portland Cement. States “Provide Portland Cement conforming to ASTM C150/C150M, Type I/II, modified, low alkali including false set requirements.” All local cement companies are transitioning to a Type IL Cement this year; Type I/II cement will no longer be available in the marketplace after December 2022. Please modify the specifications to allow Type IL cement.
ANSWER 3: The Government will not be revising the specification at this time.
4. Please confirm that offerors are only required to submit revised pages as a result of AMD 13 and that offerors do not need to resubmit entire technical and price proposals.
ANSWER 4: Offeror's are not required to re‐submit the entire proposal.
