1.2 DESIGN AND CONSTRUCTION OBJECTIVES

The design and construction of the SOCNORTH facility under this Contract shall comply with specifications and requirements contained in this Request for Proposal (RFP). Requirements emphasize low maintenance exterior and interior finishes as well as high energy efficiency. This project shall be designed and constructed to achieve federal guiding principles compliance via completion of the Air Force MILCON Sustainability Requirements Scoresheet. See 01 33 29 SUSTAINABILITY REPORTING for additional information.

SECTION 01 81 00 Page 3Am #0008

The floor plans and elevations provided in this RFP are conceptual and establish the general requirements for square foot area, functional arrangement of rooms and spaces, exterior treatments and the overall unit configuration. During the design stages, the contractor shall make necessary adjustments to ensure constructability and compliance with the RFP criteria and requirements. The plans and elevations do not indicate all necessary construction requirements or components; the RFP describes associated technical, performance and system requirements. Design and construction shall be in accordance with all applicable industry and Air Force criteria, and the requirements of this RFP.

Design Quality Objective: The project objective is to obtain facilities to accommodate a maximum of 8,385 SM (90,255 SF) of accredited secure and open-storage administrative and training space with complementary site development within the funds available. Design quality is achieved through the integration of the facility to the site, balancing architecture features, managing design and construction security requirements, functionality and design for low-cost maintenance and operation. The Government desires to construct facilities of such quality that the foundations, foundation walls, footings, slabs and other foundation components last for a life of 50 years without structural damage, due to expansive soils or other geologic conditions, to the foundation or structures that the foundation supports.

It is desired that all equipment and products be easy to service, maintain, repair, and replace. All products or equipment shall follow industry standards. In extenuating circumstances, the use of special designed or manufactured items may be allowed, but they shall be submitted to the government for review and written approval prior to production, order or manufacture.

Scope of Work:

The proposal documents shall include adequate information to enable the Government to adequately evaluate the proposal for understanding and compliance with the entire scope of work. See Section 00 22 00 PROPOSAL SUBMISSION REQUIREMENTS, EVALUATION CRITERIA AND BASIS OF AWARD for complete requirements.

Project architectural features included but are not limited to [*Am-3] <text deleted> [**Am-3]stud backup wall construction, insulation, doors, windows/curtainwall, building hardware, gypsum wallboard, paint, wall coverings, cabinets, carpets, tile, acoustical ceiling tile, toilets, lavatories and accessories. Mechanical work includes but is not limited to construction of complete HVAC system(s) for the new facility, boilers and chillers, HVAC equipment and all associated controls, plumbing, EMCS/DDC and fire protection systems, lightning protection systems, complete cathodic protection system utilizing sacrificial anodes. Interior electrical includes panel boards, lighting fixtures, and general building power requirements. Communications work includes but is not limited to fiber optic and voice/data cabling including pre-wiring keyless access, CATV, security systems infrastructure, mass notification system and paging system. Anti-terrorism and force protection design and construction will be applied on this project.

SECTION 01 81 00 Page 4Am #0008

1.2.1 Building Durability

Materials and equipment will be chosen for their durability and minimum maintenance. The building design shall conserve natural and manmade materials.

1.2.2 Site Constraints

See the bridging documents for the proposed project site(s). The site is highly constrained by a variety of factors. The contractor shall ensure the facility is designed and constructed in compliance with all site constraints including but not limited to the following:

1.2.2.1 Critical Fiber Communications Standoff Distance

A fiber communications concrete-encased duct which bisects the site shall remain undisturbed in its entirety. See the provided survey for the approximate location. Installation of foundations and utilities along the duct shall be located no closer than 5'-0" from the horizontal edge of the concrete encasement. Installation of grade beams (or other appropriate foundation feature) and utilities crossing the duct shall be located no closer than 1'-6" in any direction of the concrete encasement. Protective measures shall be taken during grading and construction activities to prevent disturbance to this concrete-encased duct.

1.2.2.2 Site Access and Work Restrictions

The various components of work fall under different levels of protection and oversight. Close coordination with the Government will be required during all phases of design and construction. See 01 14 00 WORK RESTRICTIONS and the bridging documents for requirements and restrictions related to various components of work.

1.3 PROJECT DESCRIPTION

The purpose of this project is to design and construct a new SOCNORTH Headquarters building that will serve as an administrative headquarters and command and control center. Major features include administrative office space, storage and secure areas. The secure areas provide space for Joint Operations Command (JOC), Special Technical Operations (STO), and administration space for J2, J3, and J5. Administrative functions include the Command Headquarters, J0, J1, J4, J6, and J8 staff. SOCNORTH has considerable storage requirements as various groups need to be prepared for rapid deployment.

The new SOCNORTH facility is a two-story building. Certain functions such as major storage, and mechanical, fire riser, and primary electrical service rooms will be located on the first floor as they require visitor access, vehicular access, loading/unloading of materials, and/or access by base maintenance personnel. A lobby is adjacent to the main entry and will include space for reception with a waiting area in order to process security badges and facilitate access to the rest of the building through controlled access.

Project architectural features include but are not limited to construction of steel stud and masonry walls, concrete slabs, insulation, doors, windows/storefronts/curtainwall, building hardware, gypsum wallboard, paint, wall coverings, cabinets, carpets, tile, acoustical ceiling tile, toilets, lavatories and accessories.

SECTION 01 81 00 Page 5Am #0008

Mechanical features include but are not limited to new HVAC system(s), utility service connections, HVAC equipment and all associated controls, plumbing, EMCS/DDC and fire protection/sprinkler systems. For additional information regarding mechanical requirements see Specification Section 01

86 10 MECHANICAL REQUIREMENTS.

1.7.7.1 Criteria

Comply with Air Force sustainable design and development (SDD) criteria as follows:

Comply with all the Federal sustainability requirements as detailed in UFC 1-200-02, High Performance and Sustainable Building Requirements.

Design Build Contractor is responsible for all costs and activities required to successfully third-party validate that all of the Federal/UFC requirements have been met using the DoD version of either the US Green Building Council (USGBC)/Green Business Certification Inc. (GBCI) Guiding Principles Assessment or Green Building Initiative (GBI) Guiding Principle Compliance (GPC) system. (See specification section 01 33 29).

Use the AF Sustainability Requirements Scoresheet (attached) to track and report project compliance status at all design/construction submittals;

and submit the Microsoft Excel scoresheet, along with the design analysis to AFCEC.CF.SustainableRpt@us.af.mil in conjunction with each design submission and when construction is complete.

1.7.7.2 Life-Cycle Cost Analysis (LCCA)

The purpose of the LCCA methodology as detailed in CFR Title 10 Part 436 Subpart A is to identify and compare life-cycle cost-effective (LCCE) building energy and water systems that will in total achieve the energy and water requirements stated in this document. An LCCA is required for the following:

1. Energy consuming systems (ex: HVAC Systems and Domestic Water Heating System)

2. When LCCE is selected as the reason any requirement of the AF Sustainability Requirements Scoresheet is "Partially compliant" or "Not Applicable" (reference paragraph 4-2). The LCCA methodology may also be used to evaluate multiple options, such as selecting the building construction type and comparing compliant materials; and is at the discretion of the project team.

1.7.7.2.1 LCCA Format

Prepare the LCCA in accordance with CFR Title 10 Part 436, Subpart A and NIST Handbook 135 "Life-Cycle Costing Manual for the Federal Energy Management Program". The LCCA must be prepared using the Building LifeCycle Costing (BLCC) program, available from the National Institute of Standards and Technology (http://energy.gov/eere/femp/building-lifecycle-cost-programs). The implied long-term inflation rate and discount rates identified in the Annual supplement to NIST Handbook 135 must be used. A link to BLCC can also be found at the Department of Energy's building energy tools web site: http://energy.gov/eere/femp/buildinglife-cycle-cost-programs.

1.7.7.2.2 LCCA Building-Level Analysis

Any building-level LCCA must be calculated using a maximum of a 40-year

SECTION 01 81 00 Page 12Am #0008 building life and equipment lives based on accepted industry averages.

Individual components or systems life expectancies must be reflected by inclusion of appropriate replacement and salvage values in the appropriate year of this analysis.

1.7.7.2.3 LCCA Individual Component or System Alternatives Analysis

LCCAs comparing at least three individual component or system alternatives must use the estimated life of the mutually exclusive alternative having the longest life, not to exceed 40 years from the beginning of beneficial use or the lowest common multiple of the expected lives of the alternatives. Include the appropriate replacement and salvage values for each of the other alternatives. A number of tools comparing energy system alternatives and evaluating specific efficiency measures may be of benefit in performing energy efficiency calculations. Perform this analysis based on the actual conditions expected over the life of the facility including anticipated occupancies, scheduled hours of operation and process loads.

Use UFC 3410-01 Appendix E.

1.7.7.3 Energy Consumption Reduction Requirement

Meet the requirements of ASHRAE 90.1.

Design the building to achieve at least 30% energy consumption reduction from ASHRAE 90.1 baseline.

If a 30% reduction is not LCCE, modify the design of the proposed building to achieve an energy consumption level at the highest level of energy efficiency that is LCCE.

Determine energy consumption levels for both the ASHRAE Baseline Building and proposed building alternatives by using the Performance Rating Method found in UFC 1-200-02.

1.7.7.4 Energy Compliance Analysis (ECA)

In the design analysis, include an ECA which demonstrates compliance with all energy related requirements in UFC 1-200-02. Identify the specific energy efficiency criteria that apply to the project, the software used to prepare the necessary calculations, a summary of all input to and output from the calculations, and the calculated baseline and as-designed building energy consumption of the proposed design. Include in the ECA a completed "Performance Rating Report" as shown in Appendix G of the ASHRAE

90.1 "User's Manual." Building-level energy consumption calculations must be performed using a computer program or programs that integrate architectural features such as windows for daylighting, air-conditioning, heating, lighting, and other energy producing or consuming systems. These programs must be capable of simulating the features, systems, and thermal loads used in the design. Include the energy savings and any parasitic energy loads associated with the utilization of recovered energy, solar heat, solar photovoltaic energy and other renewable or waste heat applications. The program must be capable of performing 8,760 hourly calculations. The Department of Energy (DoE) maintains a list of building energy tools for design (such as eQuest).

1.7.7.4.1 ECA Narrative Requirements

ECA LCCA narratives must be prepared by each of the following individuals:

the Lead Project Architect, Lead Project Mechanical Engineer, and the Lead

SECTION 01 81 00 Page 13Am #0008

Project Electrical Engineer. List in each of the three narratives the conservation features considered for that discipline; conservation measures adopted in the design; and any supporting LCCA calculations.

1.7.7.5 Total Building Commissioning

Apply total building commissioning principles and fully commission the facility, in compliance with 01 91 00.15 TOTAL BUILDING COMMISSIONING and

UFC 1-200-02.

1.7.8 Cybersecurity

All control systems (including systems separate from an energy management control system) shall be planned, designed, acquired, executed, and maintained in accordance with DODI 8500.01, DOD 8510.01, NIST SP 800-82, and UFC 4-010-06 [*Am-7] <text deleted> [**Am-7]. See Section 01 78 23 OPERATION AND MAINTENANCE DATA for requirements.

1.8 OVERVIEW OF DESIGN-BUILD PROCESS

1.8.1 Overview

Since the early 1980s Congress has urged the military services to explore alternative construction methods, such as "Design-Build," which includes both design and construction under a single contract. This process is

SECTION 01 81 00 Page 14Am #0008 similar to "one-stop turnkey selection procedures" and is defined in Title 10 of the United States Codes, Section 2862.

1.8.2 Process

The design-build process uses a Request for Proposal (RFP) to solicit for design and construction of a facility by a single contractual entity, such as a design-build firm, or joint venture between architect-engineer (A-E) and construction firm, or a construction management (CM) firm joint venture with an A-E and a construction firm. A design-build RFP states the project functional requirements, design and engineering criteria, technical performance specifications, and proposal evaluation factors.

Potential contractors develop their proposals for the government to evaluate competitively, with the contract award based on a combination of technical merit and price.

In general, the RFP is a conceptual design document and the Contractor is responsible for completing the design and constructing the project. The plans provided in this Request For Proposal (RFP) show the User's intent and expectations. The RFP has developed the site plan and building design and given the facility an architectural character.

The Contractor will be required to coordinate and adjust final dimensioning, detailing, furniture arrangements and other items necessary to make this a usable facility in accordance with the furnished RFP drawings. The design, with permitted flexibility for detailing and contractibility, must be carried through to construction. The design-build contractor is responsible for all design on the project.
