1.2 WORK COVERED BY CONTRACT DOCUMENTS
1.2.1 Project Description
The project includes constructing a new consolidated fuels facility to replace bulk fuel storage tanks, refueling vehicle parking, truck load and offload points, pump house, Petroleum, Oil, and Lubricants (POL) operations building, spill containment systems, and supporting facilities.
1.2.2 Location
The work is located at General Mitchell IAP, Wisconsin. The exact location is shown on the drawings.
1.3 EQUIPMENT OWNERSHIP AND OPERATING EXPENSE SCHEDULE
In accordance with FAR 31.105(d)(2)(i)(b), for the predetermined schedule of construction equipment use rates, use Engineer Pamphlet (EP) 1110-1-8, Construction Equipment Ownership and Operating Expense Schedule - Region IV. 1.4 CONTRACTOR SUPPLY AND USE OF ELECTRONIC SOFTWARE FOR PROCESSING
CONSTRUCTION WAGE RATE REQUIREMENTS STATUTE CERTIFIED LABOR PAYROLLS
a. The Contractor is encouraged to use a commercially-available electronic system to process and submit certified payrolls electronically to the Government. The requirements for preparing, processing and providing certified labor payrolls are established by the Wage Rate Requirements statute.
b.The Contractor is responsible for obtaining and providing for all access, licenses, and other services required to provide for receipt, processing, certifying, electronically transmitting to the Government, and storing weekly payrolls and other data required for the Contractor to comply with the Wage Rate Requirements statute. When the Contractor uses an electronic payroll system, use the electronic payroll service used by the Contractor to prepare, process, and maintain the relevant payrolls and basic records during all work under this construction contract. The electronic payroll service must be capable of preserving these payrolls and related basic records for the required three years after contract completion. The Contractor must obtain and provide electronic system access to the Government, as required to comply with the Wage Rate Requirements over the duration of the construction contract.
(c) The Contractor's provision and use of an electronic payroll processing system must meet the following basic functional criteria:
(1) commercially available;
(2) compliant with appropriate Wage Rate Requirements statute payroll provisions in the FAR;
(3) able to accommodate the required numbers of employees and subcontractors planned to be employed under the contract;
(4) capable of producing an Excel spreadsheet-compatible electronic output of weekly payroll records for export into an Excel spreadsheet to be imported into the contractor's mode of Resident Management System 3.0;
(5) demonstrated security of data and data entry rights;
(6) ability to produce Contractor-certified electronic versions of weekly payroll data;
(7) ability to identify erroneous entries and track the data/time of all versions of the certified Wage Rate Requirements statute payrolls submitted to the government over the life of the contract;
(8) capable of generating a durable record copy in a Compact Disc (CD) or Digital Versatile Disc (DVD) and Portable Document Format (PDF) file record of data from the system database at the end of the contract closeout. This durable record copy of data from the electronic payroll processing system must be provided to the Government during contract closeout.
d. All Contractor-incurred costs related to the Contractor's provision and use of an electronic payroll processing service must be included in the Contractor's price for the overall work under the contract. The costs for compliance with the Wage Rate Requirements statute by using electronic payroll processing services must not be a separately bid or reimbursed item under this contract.

1.5 VETERANS EMPLOYMENT EMPHASIS FOR U.S. ARMY CORPS OF ENGINEERS CONTRACTS
In addition to complying with the requirements outlined in FAR Part 22.13, FAR Provision 52.222-38, FAR Clause 52.222-35, FAR Clause 52.222-37, DFARS
222.13 and Department of Labor regulations, U.S. Army Corps of Engineers (USACE) contractors and subcontractors at all tiers are encouraged to promote the training and employment of U.S. veterans while performing under a USACE contract. While no set-aside, evaluation preference, or incentive applies to the solicitation or performance under the resultant contract, USACE contractors are encouraged to seek out highly qualified veterans to perform services under this contract. 1.6 COMPLETION OF WORK
See Section 00 73 00 SUPPLEMENTARY CONDITIONS (SPECIAL CONTRACT
REQUIREMENTS), FAR 52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF
WORK (APR 1984).
1.7 CONTRACTOR PERFORMANCE EVALUATIONS
Federal Acquisition Regulation (FAR) Subpart 36.201(Evaluation of Contractor Performance) requires evaluation of the construction contractor's performance throughout the contract period of performance. For construction contracts valued at or above $700,000.00, including all modifications, the USACE will evaluate Contractor's performance using the web-based Contractors Performance Assessment Reporting System (CPARS).
After the USACE drafts an evaluation (interim or final), the Contractor will have the opportunity to access, review, comment and either concur or non-concur with the evaluation in the CPARS system for a period of 60 days.
Access to the CPARS system requires either specific software called PKI certification (recommended method) or a username and password. The PKI certification is a Department of Defense recommendation and to provide security in electronic transactions. The certification software could cost approximately $110 - $125 per certificate per year and may be purchased from an External Certificate Authorities (ECA) vendor. Current information about the PKI certification process and contacting vendors can be found on the web site: https://www.cpars.gov.
1.8 MANPOWER REPORTING
Contractors may direct technical questions to the "Send an Email" link at website or email contractormanpower@hqda.army.mil for current information on CMRA. Information regarding changes to the reporting process, when data should be entered, general policy information, how data is protected, and how to enter certain data can be found under the Frequently Asked Questions (FAQ) section at the CMRA website. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be
SECTION 01 30 00.24 Page 5 reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013.
The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor is required to completely fill in all the information in the format using the following web address: https://ecmra.mil (https://cmra.army.mil). The required information includes: (1) Contracting Office, Contracting Officer, Contracting Officer's Technical Representative; (2) Contract number, including task and delivery order number; (3) Beginning and end dates covered by reporting period; (4) Contractor name, address, phone number, e-mail address, identity of contractor employee entering data; (5) Estimated direct labor hours (including sub-contractor); (6) Estimated direct labor dollars paid this reporting period (including sub-contractor);
(7) Total payments (including subcontractor); (8) Predominant Federal Service Code(FSC) reflecting services provided by contractor (and separate predominant FSC for each sub-contractor if different); (9) Estimated data collection cost; (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information; (11) Locations where contractor and sub-contractors perform the work (specified by zip code in the United States and nearest City, Country, when in an overseas location, using standardized nomenclature provided on website); (12) Presence of deployment or contingency contract language; and, (13) Number of contractor and sub-contractor employees deployed in theater this reporting period (by country). As part of its submission, the contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending September 30 of each government fiscal year and must be reported by 31 October of each calendar year. "*
*Note: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data. For internal Army analysis, the reports and queries from the database shall not contain proprietary data.
1.9 LIQUIDATED DAMAGES-CONSTRUCTION
See Section 00 73 00 SUPPLEMENTARY CONDITIONS (SPECIAL CONTRACT
REQUIREMENTS), FAR 52.211-12 LIQUIDATED DAMAGES-CONSTRUCTION (SEPT 2000).
1.10 EXCEPTION TO COMPLETION TIME AND LIQUIDATED DAMAGES
In case the Contracting Officer determines that seeding and/or planting and/or the specified maintenance thereof is not feasible during the construction period, such work will be exempt from the completion time and liquidated damages. Accomplish this work during the first seeding and/or planting period and the specified maintenance period following the completion date.
1.11 WINTER EXCLUSION PERIOD
The contract completion time provided in Section 00 73 00 includes a winter
SECTION 01 30 00.24 Page 6 exclusion period of 120 calendar days. The Contractor is not required to perform physical work at the project site from 15 November to 15 March of the first year after issue of NTP. During this timeframe, the Contractor maintains the responsibility of maintaining and securing the site in general accordance with the contract requirements.
1.12 ORDER OF WORK
See project drawings for order of work/phasing requirements.
1.13 CONTRACT DRAWINGS AND SPECIFICATIONS
1.13.1 SETS FURNISHED
Utilize the bid drawings and specifications as amended in the performance of the work until the electronic Adobe Acrobat .pdf conformed specifications and contract drawings (i.e., bid drawings that have been posted with all amendment changes) are sent electronically to the Contractor. See paragraph below for contract drawing distribution requirements. The work must conform to the contract drawings, set out in the drawing index, all of which form a part of these specifications. The work must also conform to any of the standard details bound or referenced herein.
1.13.2 DISTRIBUTION
The Government will process no progress payments prior to distribution of electronic contract drawings and conformed specification sets by the Government. The Government will provide the Contractor with a CD-ROM or DVD-ROM or sent electronically containing Adobe Acrobat .pdf contract drawings and conformed specification sets and editable CAD file drawings (format defined in Section 01 78 39.00 24 AS-BUILT DRAWINGS.
1.13.3 NOTIFICATION OF DISCREPANCIES
Check all electronically sent drawing files furnished by the government immediately upon their receipt and promptly notify the Contracting Officer of any discrepancies. Follow dimensions marked on drawings in lieu of scale measurements. Enlarged plans and details govern where the same work is shown at smaller scales. All scales shown are based on a standard drawing size of 22" x 34". If any other size drawings are furnished or plotted adjust the scales accordingly. The Contractor must also advise his sub-contractors of the above. The Contractor must compare all drawings and verify the figures before laying out the work and will be responsible for any errors which might have been avoided thereby.
1.13.4 OMISSIONS
Omissions from the drawings or specifications or the misdescription of details of work which are manifestly necessary to carry out the intent of the drawings and specifications, or which are customarily performed, does not relieve the Contractor from performing such omitted or misdescribed details of the work but work must be performed as if fully and correctly set forth and described in the drawings and specifications.
1.14 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When
SECTION 01 30 00.24 Page 7 used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit items below in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

1.15 CONCURRENT CONSTRUCTION
Construction work closely related to and/or located at the site of the work under a concurrent contract, may be in progress simultaneously with work under this contract. Cooperate with others as necessary in the interest of timely completion of all work. In the event of interference, the notify the Contracting Officer (CO) immediately for resolution and the CO decision is final.
1.16 PAYMENT
1.16.1 PROMPT PAYMENT ACT
Pay requests authorized in GENERAL CONDITIONS (CONTRACT CLAUSES) clause:
"Payments Under Fixed-Price Construction Contracts", will be paid pursuant to the clause, "Prompt Payment for Construction Contracts". Submit pay requests on ENG Form 93 and 93a, "Payment Estimate-Contract Performance" and "Continuation". All information and substantiation required by the identified contract clauses must be submitted with the ENG Form 93, and the required certification included on the last page of the ENG Form 93a, signed by an authorized contractor official and dated when signed. The designated billing office is the Office of the Area Engineer.
1.16.2 PAYMENT FOR MATERIALS DELIVERED OFFSITE
a. Pursuant to Federal Acquisition Regulation (FAR) 52.232-5, Payments Under Fixed Price Construction Contracts, materials delivered to the contractor at locations other than the site of the work may be taken into consideration in making payments, if included in payment estimates and if all the conditions of the General Provisions are fulfilled. Payment for items delivered to locations other than the work site are limited to:
(1) Materials required by the technical provisions; or
(2) Materials that have been fabricated to the point where they are identifiable to an item of work required under this contract; or
(3) Items specifically listed below in paragraph b.
b. Payment for materials delivered off-site must be made only after receipt of paid invoices listing the value of material and labor incorporated in the items along with a canceled check showing the prime contractor's title to the items delivered off site. Payment for materials delivered off-site must be limited to the following items: [List specific material items to be considered for payment when off-site delivery is made].

1.17 AVAILABILITY OF UTILITY SERVICES
Site utilities are privatized. The Contractor is responsible for
SECTION 01 30 00.24 Page 8 coordinating their needs throughout construction with the applicable utilities. WEenergy is the Electrical and Natural Gas Utility. The City of Milwaukee is the Domestic Water provider.
Water supply is provided by the City of Milwaukee. The Contractor is responsible for coordinating for use of city water, including costs associated with water used for test and commissioning. A city hydrant is available near the site Northwest corner of the site, should the Contractor choose that option.
Sanitary is owned by installation so no coordination is required with a utility. All sanitary collects at a single lift station and is pumped to the utility. A cost will not be associated with this service. Milwaukee Water Works may charge a sanitary fee based on water usage when they establish that service.
All reasonably required amounts of domestic water and electricity will be made available to the Contractor by the Government from existing system outlets and supplies. The Contractor is reponsible to , at their own expense, make all temporary connections and install distribution lines.
Furnish to the Contracting Officer a complete system layout drawing showing type of materials to be used and method of installation for all temporary electrical systems. Make arrangements with the Using Service, through the Contracting Officer, as to the method of determining the amount of water and electricity to be used by and the method of payment therefore. All temporary lines must be maintainedin a workmanlike manner satisfactory to the Contracting Officer and removed by the Contractor in like manner prior to final acceptance of the construction. Normal quantities of electricity and water used to make final tests of completely installed systems will be furnished by the Government.
1.18 UTILITY SERVICE INTERRUPTIONS
Submit written notification not less than 15 calendar days in advance of each interruption of each utility and communication service to or within existing buildings and facilities being used by others. No single outage will exceed 4 hours unless approved in writing. The time and duration of all outages will be coordinated and approved with the Using Agency by the Contracting Officer.
1.19 DIGGING PERMITS AND ROAD CLOSINGS
The Contractor must allow 14 calendar days from date of written application to receive permission to dig and to close roads. Only close roads one lane at a time and allow vehicular traffic to pass through the construction area. Flag work on or near roadways in accordance with the safety requirements in Safety and Health Requirements Manual EM 385-1-1, which forms a part of these specifications. Do not cause blockage of work located along the alert force route and maintain unobstructed access for alert force traffic at all times.
1.20 QUANTITY SURVEYS
See Section 00 73 00 SUPPLEMENTARY CONDITIONS (SPECIAL CONTRACT
REQUIREMENTS) FAR 52.236.16 QUANTITY SURVEYS (APR 1984).
1.21 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER
a. This provision specifies the procedure for the determination of
SECTION 01 30 00.24 Page 9 time extensions for unusually severe weather in accordance with the GENERAL CONDITIONS (CONTRACT CLAUSES) clause entitled "Default: (Fixed-Price Construction)." In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:
(1) The weather experienced at the project site during the contract period must be found to be unusually severe, that is, more severe than the adverse weather anticipated for the project location during any given month.
(2) The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the contractor.
b. The following schedule of monthly anticipated adverse weather delays is based on National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all weather dependent activities.

c. Upon acknowledgment of the Notice to Proceed (NTP) and continuing throughout the contract, the contractor will record on the RMS daily CQC report, any occurrence of adverse weather and resultant impact to normally scheduled work, within 24 hours of the event. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the contractor's scheduled work day. Describe in the RMS daily CQC reports the critical path item that is being affected and provide the critical path activity number(s) from the current schedule. The COR must acknowledge and accept the agreed upon occurrence of each adverse weather delay in RMS for the delays to be considered as adverse weather delays.
At the end of each month, identify the number of actual adverse weather delay days that includes days impacted by actual adverse weather (even if adverse weather occurred in previous month), calculated chronologically from the first to the last day of each month, and recorded as full days.
If the number of actual adverse weather delay days exceeds the number of days anticipated in paragraph b. above, the Contracting Officer will convert any qualifying delays to calendar days, giving full consideration for equivalent fair weather work days, and issue a modification in accordance with the GENERAL CONDITIONS (CONTRACT CLAUSES) clause entitled "Default (Fixed Price Construction)". (ER 415-1-15)

1.22 INSURANCE REQUIRED
In accordance with GENERAL CONDITIONS (CONTRACT CLAUSES) clause:
"Insurance Work on a Government Installation," procure the following minimum insurance:

1.23 SECURITY REQUIREMENTS
1.23.1 Contractor's Employee Identification
The Contractor is responsible for furnishing to each employee and for requiring each employee engaged on the work to display such identification as may be approved and directed by the Contracting Officer. Deliver all prescribed identification immediately be delivered to the Contracting Officer, for cancellation upon release of any employees. When the contract involves work in restricted security areas, only employees who are U.S.
citizens will be permitted to enter. Proof of U.S. citizenship is required prior to entry. When required by the Contracting Officer, obtain and submit fingerprints of all persons employed or to be employed on the project. (Based on FAR 52.204-2)
1.24 CONTRACTOR QUALITY CONTROL (CQC)
See Section 01 45 00.00 10 QUALITY CONTROL.
1.25 NONDOMESTIC CONSTRUCTION MATERIALS
The list of excepted nondomestic construction materials or their components referenced in the Buy American Construction Material Contract Clauses includes the list set forth in paragraph 25.104 of the Federal Acquisition Regulation.
1.26 DAILY WORK SCHEDULES AND WEEKLY COORDINATION MEETINGS
In order to closely coordinate work under this contract, prepare a written agenda/meeting minutes and attend a weekly coordination meeting with the Contracting Officer and Using Service at which time the Contractor must submit for coordination and approval, their proposed daily work schedule for the next two week period. The Provide a copy of modifications (MODs), Serial Letters, Requests for Information (RFIs)and any other information that is needed in the minutes of the meeting. Include required temporary utility services, time and duration of interruptions, and protection of adjoining areas with the Contractor's proposed 2-week work schedule. At this meeting, the Contractor must also submit their schedule of proposed dates and times of all preparatory inspections to be performed during the
SECTION 01 30 00.24 Page 11 next 2 weeks. The items of work listed on the proposed 2-week schedule are to be keyed to the NAS by activity number and description for each activity anticipated to be performed during the next 2-week period. Coordination action by the Contracting Officer relative to these schedules will be accomplished during these weekly meetings. Daily reports must be completed and given to the Contracting Officer or Representative within 24 hours of work. All official correspondence such as serial letters and RFIs, with attachments are to be provided in one hardcopy original with original signatures and one electronic (Adobe pdf format) copy by email. The Government will consider the correspondence to be received when the official hardcopy or electronic copy is received by the designated office.
1.27 AS-BUILT DRAWINGS
See SECTION 01 78 39.00 24 - AS-BUILT DRAWINGS.
1.28 SIGN
Furnish the construction project sign package, maintain the signs during construction, and remove the signs from the job site upon completion of the project. The construction project sign package consists of two signs: one for project identification and the other to show the on-the-job safety performance of the contractor. The package shall conform to the requirements of EP 310-1-6a and EP 310-1-6b, specifically Section 16.
Submit the sign legend orders as described in Section 16 of EP 310-1-6a prior to erecting the signs. Project signage shall be located where directed.
1.29 EQUIPMENT ROOM DRAWINGS
Prior to construction, prepare and submit room plans for all mechanical, electrical, and communication rooms or similar areas. The plans must be consolidated for all trades, be to scale, and show all pertinent structural features. In addition, other items such as doors, windows, and cabinets required for installation and which will affect the available space, must be shown. All mechanical and electrical equipment and accessories must be shown to scale in plan and elevation and/or section in their installed positions. All duct work and piping must be shown.

1.31 ACCOMMODATIONS FOR GOVERNMENT INSPECTORS
Furnish furnish a temporary office facility with conference room space approximately 10 feet x 4020 feet with a minimum of 400200 square feet of floor space. Locate the temporarytemporaty office facility where directed and it must be reserved for Government personnel only. Furnish and maintain drinking water facilities, adequate lighting, local commercial telephone service, air-conditioning, heating equipment, and a partition enclosed chemical toilet. The office must be furnished with one legal size filing cabinet with four drawers, one drafting table with stool, one plan rack, one desk, and three chairs. The conference space must be furnished with two 8 foot long tables and 12 chairs. Used furniture, in good condition, will be acceptable. Equip entrance doors with a substantial

The Contractor must provide janitor service, fuel for the heating facilities, electricity, telephone and water, all at no cost to the Government, except the Contractor will not be liable for Government long-distance calls. The entire facility, including furniture, will remain the property of the Contractor and removed from the site after completion of the work.
1.32 ASBESTOS
a. The Contractor is warned that inhalation of asbestos has been associated with health hazards.
b. Asbestos-containing materials have been identified in area(s) where contract work is to be performed. All contract work activities where the potential exists for worker exposure to airborne asbestos fibers shall be performed in accordance with the requirements set forth in Section 02 82 00
ASBESTOS REMEDIATION.
1.33 PARTNERING
a. The Government intends to encourage the formation of a cohesive partnership with the Contractor. This partnership will be structured to draw on the strengths of each organization to identify and achieve reciprocal goals. The objective is effective contract performance in achieving completion within budget, on schedule and in accordance with plans and specifications. This partnership between the Contractor and the Government will be voluntary and its implementation will not be part of the contract requirements nor will it result in a change to contract price or terms.
b. It is anticipated that immediately after the preconstruction conference, the appropriate Contractor's key personnel and Government key personnel will attend a 2-3 hours informal team building workshop at the Area or Resident Office (as directed).
1.34 PROFIT
a. Use the weighted guidelines method of determining profit on any equitable adjustment change order or modification issued under this contract. The profit factors must be as follows:

b. Based on the circumstances of each procurement action, each of the above factors must be weighted from .03 to .12 as indicated below. Obtain the value by multiplying the rate by the weight. The value column when totaled indicates the fair and reasonable profit percentage under the circumstances of the particular procurement.
(1) Degree of Risk. Where the work involves no risk or the degree of risk is very small, the weighting should be .03; as the degree of risk
SECTION 01 30 00.24 Page 13 increases, the weighting should be increased up to a maximum of .12. Lump sum items will have, generally, a higher weighted value than the unit price items for which quantities are provided. Other things to consider: the portion of the work to be done by subcontractors, nature of work, where work is to be performed, reasonableness of negotiated costs, amount of labor included in costs, and whether the negotiation is before or after performance of work.
(2) Relative Difficulty of Work. If the work is most difficult and complex, the weighting should be .12 and should be proportionately reduced to .03 on the simplest of jobs. This factor is tied in to some extent with the degree of risk. Some things to consider: the nature of the work, by whom it is to be done, where, and what is the time schedule.
(3) Size of Job. All work not in excess of $100,000 shall be weighted at .12. Work estimated between $100,000 and $5,000,000 shall be proportionately weighted from .12 to .05.
(4) Periods of Performance. Jobs in excess of 24 months are to be weighted at .12. Jobs of lesser duration are to be proportionately weighted to a minimum of .03 for jobs not to exceed 30 days. No weight where additional time not required.
(5) Contractor's Investment. To be weighted from .03 to .12 on the basis of below average, average, and above average. Things to consider: amount of subcontracting, mobilization payment item, Government furnished property, equipment and facilities, and expediting assistance.
(6) Assistance by Government. To be weighted from .12 to .03 on the basis of average to above average. Things to consider: use of Government-owned property, equipment and facilities, and expediting assistance.
(7) Subcontracting. To be weighted inversely proportional to the amount of subcontracting. Where 80 percent or more of the work is to be subcontracted, the weighting is to be .03 and such weighting proportionately increased to .12 where all the work is performed by the Contractor's own forces.
1.35 LABOR CONDITIONS APPLICABLE TO TEMPORARY FACILITIES
It is the position of the Department of Defense that the Davis-Bacon Act, 40 U.S.C. 276a is applicable to temporary facilities such as job headquarters, tool yards, batch plants, borrow pits, sandpits, rock quarries, and similar operations, provided they are dedicated exclusively, or nearly so, to performance of the contract or project, and provided they are adjacent or virtually adjacent to the site of the work and are established after receipt of the proposal or bid. Clause "Payrolls and Basic Records" of the GENERAL CONDITIONS (CONTRACT CLAUSES) is applicable to such operations.
1.36 DRAWING SCALES
All scales shown are based on a standard drawing size of 22" x 34". If any other size drawings are furnished or plotted, the contractor adjust the scales accordingly. The Contractor must also advise their sub-contractors of the above.

1.37 WAGE RATE APPLICATION
1.37.1 Building Schedule
Applicable to all building construction and work up to 5 feet outside of the building.
1.37.2 Highway Schedule
Applicable to the construction, alteration or repair of roads, streets, highways, runways, taxiways, alleys, trails, paths, parking areas, and other similar projects.
1.37.3 Heavy Schedule
Applicable to all work not properly classified as either building, highway or residential.
1.38 FEDERAL HOLIDAYS
The following Federal legal holidays are observed by this installation:

1.39 BASE HOURS
Base operation hours are 6:00 a.m. to 6:00 p.m. daily (Monday through Friday), excluding federal holidays. Access to the base during other times must be requested in writing from the Contracting Officer and will be granted only for extenuating circumstances. Federal Holidays and weekends are considered as scheduled non-workdays.

1.4.1 Delivery and Storage
Check upon arrival; identify and segregate as to types, functions, and sizes. Store off the ground in a manner affording easy accessibility and not causing excessive rusting or coating with grease or other objectionable materials.

1.4.1.1 Piping
Inspect materials delivered to site for damage; store with minimum of handling. Store materials on site in enclosures or under protective coverings. Store plastic piping and jointing materials and rubber gaskets under cover out of direct sunlight. Do not store materials directly on the ground. Keep inside of pipes and fittings free of dirt and debris.
1.4.1.2 Cement, Aggregate, and Reinforcement
As specified in Section 03 30 00 CAST-IN-PLACE CONCRETE.
1.4.2 Handling
Handle pipe, fittings, and other accessories in such manner as to ensure delivery to the trench in sound undamaged condition. Carry, do not drag, pipe to trench. Store solvents, solvent compounds, lubricants, elastomeric gaskets, and any similar materials required to install the plastic pipe in accordance with the manufacturer's recommendation and discard those materials if the storage period exceeds the recommended shelf life.
Discard solvents in use when the recommended pot life is exceeded.
