Question:

By response to Projnet question 8737383 it has been determined that the contractor is responsible for the electric, gas and water utility costs that are owned by the private utility company. If WE Energy will not provide a bid for utilities would it be acceptable to move forward with a bid, excluding utility costs?

Answer:

Contractor should assume design in accordance with the solicitation design drawings and the contractor should assume they are responsible for the work associated. Design drawings do not assume the power company is required to install. The RFP assumes contractor is responsible for install not the power company. If the power company insist on doing the install themselves then this will be handled post award.
