About this file
This solicitation announcement describes a design-bid-build construction project for a Child Development Center at Aliamanu Military Reservation in Oahu, Hawaii. The project scope includes construction of a large standard-design Child Development Center facility with developmental learning modules, activity areas, support spaces, kitchen, outdoor play areas, site development, utilities, lighting, parking and landscaping. Supporting facilities have higher costs due to steep site conditions requiring earthwork. The facility will include measures for antiterrorism, accessibility, cybersecurity, sustainability and energy efficiency. The performance period is 1,048 calendar days from notice to proceed. The project value is between $50-100 million. The procurement will use LPTA source selection procedures to determine best value. Offerors must register in SAM and place subcontracts with small businesses to the maximum extent practicable in accordance with public law.

The digital files provided are not part of the contract documents. If there is any discrepancy between the BIM/CIM models, the CAD drawings, and the contract drawings, the contract drawings shall govern. The Government has no responsibility to modify any GFMs due to changes in the design that occur after award, and the Government shall assume no liability for the contents of the files provided.
Please confirm that the “Designer(s) of Record will provide files with all of the “design changes” that occur during the project and that those files will be provided to the Contractor at least 120 days prior to BOD.
Government Furnished Material (GFM) of the design changes will not be provided.
85 Waterproofing is shown detail A5 on sheet S503. Please provide specs for waterproofing for the retaining wall. Provide Damproofing per Am-0002, Section 07 11 13
Spec Section 27 10 00 – 1.6.1.1 – Indicates providing RCDD-approved drawings. Please confirm the RCDD will provide a new set of drawings using the USACE drawings as a basis of design. Please confirm all shop drawings and installation will be per the new drawings and not USACE.
Confirmed.
Spec 26 28 01.00 10 section 2.1 requires Load Flow analysis but there is no further description about the parameters or requirements regarding this analysis. Please confirm that Load Flow / Voltage Drop is required and provide further information if possible.
See Section 26 28 01.00 10, para 2.7 to be conducted by the Contractor, and one-line diagram on EP602.

RFI # Question Response
Contractors respectfully request a copy of environmental CATEX report (historical and background information on former use of site, archaeological and environmental resources) for information if available.
Denied.
Please confirm if contractor can utilize the area between the grading limit and project limit shown on sheet C-003 & CG-101 for construction of new retaining Wall A (i.e. safety bench sloping, soil nailing, concrete gunite, etc.).
Confirmed area can be utilized.
Sheet S-001 shows 155mph (ULT) and 122.5mph (ASD). It appears the wind loading shown on S-002 is ULT. This should be reduced to 0.6ULT to get the service/ASD loads, which is what test reports and structural calcs will reference. Please clarify what is the required wind load.
See Am-0005, Sheet S-001 and S-002.
Reference sheet S-001. Wind load for glazing is shown at 155mph (ULT) and 122.5 mph (ASD). The wind loading on S-002 is ULT. Please clarify this should be reduced to 0.6 ULT to get the service/ASD loads. Please note, the test reports and structural calcs reference this as well.
See Am-0005, Sheet S-001 and S-002.
93 Please provide thickness/detail for 5’x4’ concrete pads on C102. See Am-0002, sheet A4/CS501.

Reference S001, S501- S502, S602, S611 & Spec Section 31 00 00.
Spec 31 00 00, Para defines Select Granular Material/Structural Fill as 3” minus material. Foundation Notes O & P defined 3” minus STRUCTURAL FILL and 2” minus GRANULAR STRUCTURAL FILL for MSE Wall. Note E calls out 24” Structural Fill under footings & SOG, but calls out 12” beyond the edge of footing with Granular Structural Fill, but Details on S501& S502 calls out Structural Fill under and beyond footings and SOG, except E8/S502 calls out Select Granular Fill at Trash Enclosure.
Additionally, SOG detail E1/602, calls out Granular Structural Fill under the SOG. Please clarify 2” Granular Structural Fill is only for the MSE Wall backfill area shown A1/S611 and all the other details call out is 3” minus Granular Structural Fill.
Confirming the particle sizes indicated in note O and P are accurate.
A maximum particle size of 2 inches is required at MSE walls stated in note P.
Reference 33 30 00 p3.3.1.3. Para 3.3.1.3 calls out mandrel test 3 times for the PVC sewer line and 3rd test will be one month prior to the end of the warranty period.
The 3rd mandrel test will be only for the main sewer line from MH to MH since 6” lateral lines will be connected to the building?
See Am-0004, Section 33 30 00, para 3.3.1.3
Reference 33 30 00 p3.3.1.3. Para 3.3.1.3 calls out mandrel test 3 times for the PVC sewer line and 3rd test will be one month prior to the end of the warranty period.
The 3rd mandrel test can be allowed to do during non-business hours, such as during weekend or night time? Otherwise, it might need bypass the existing live sewer flow since the installed sewer lines will be in use.
No.

f. "Mass Concrete" is any concrete system that approaches a maximum temperature of 158 degrees F within the first 72 hours of placement.
In addition, it includes all concrete elements with a section thickness of 3 feet or more regardless of temperature.
g. "Mixture proportioning" is the process of designing concrete mixture proportions to enable it to meet the strength, service life and constructability requirements of the project while minimizing the initial and life-cycle cost.
h. "Mixture proportions" are the masses or volumes of individual ingredients used to make a unit measure (cubic meter or cubic yard) of concrete.
i. "Pozzolan" is a siliceous or siliceous and aluminous material, which in itself possesses little or no cementitious value but will, in finely divided form and in the presence of moisture, chemically react with calcium hydroxide at ordinary temperatures to form compounds possessing cementitious properties.
