RFI # Question Response
The first set of project requirements for this solicitation (4.1.2 a-e | pg.
24/130) are highly specific in regards to having experience building/renovating not only a child development center/primary school but also having this build be in an area that is logistically similar to construction on the Hawaiian Islands, if not on the Hawaiian islands.
Because of the unique nature of this request, would the USACE consider relaxing the project time frames to include projects completed as far back as 2002? This might allow firms like ours to better present examples of relevant projects that show experience in both areas. Likewise, if the project was completed prior to 2012, would the USACE consider allowing projects as low as $5 Million? In inflation adjust dollars, this amount correlates to almost double in present day value. By relaxing the guidelines on this RFP, we feel more firms would have a chance to be competitive and truly allow the USACE to choose from a variety of qualified contractors.
Request denied.
Does this project require that all materials need to be DOMESTIC?
Especially for the DI FITTINGS on waterline scope.
See Section 00 72 00, clause 52.225-11 Buy American-Construction Materials Under Trade Agreement (Nov 2021)
If yes, can we get you a quote of C153 FITTINGS instead of C110 FITTINGS (Section 33 11 00 - Ductile-Iron Piping)? We might not be able to provide quote for Domestic C110 but we can if it can Import
C153 fittings are not acceptable.
This RFP was issued on June 22, 2022. The RFP states that RFIs are due on June 28, 2022, which gives only 4 business days to review the entire project. In addition, the RFI deadline is prior to the scheduled job walk of July 6, 2022. Can the RFI deadline be adjusted to something more typical such as 10 business day prior to bid due date?
See Am-0001, SF30.
Is it possible to adjust the box sizes on Attachment A? As there are only two pages allotted for each project, we will need more space for scope of work, etc.
Yes

Section 00 22 16 – Supplementary Instructions to Proposers, 7.0 Volume 2: Price Proposal, 7.1.10 Volume 2, TAB 7: Subcontracting Plan (only required from Large Business Concerns (page 30 of 128), states that a subcontracting plan must be submitted in accordance with FAR 52.219-9 no later than five (5) calendar days after a notification request from the Contracting Officer or Contract Specialist. The table included on page 29 of 128 of the RPF also lists the contents of the price proposal (volume 2) and make it seem like the subcontracting plan would be due at the same time as the price proposal (for large business concerns). Please verify if/when a subcontracting plan is due. Please also provide a template of the subcontracting plan because although the RFP references to the template being Appendix A, a template was not included.
See Section 00 22 16, para 7.1.10 for when a subcontrating plan would be due.
See Am-0001 for a sample subcontracting plan.

RFI # Question Response
There is conflicting information in the documents with regards to seismic requirements for mechanical systems. The mechanical specification Section 23 05 48.19 Seismic Bracing for HVAC indicates to provide bracing and seismic support. Section HVAC Air Distribution 23 30 00 paragraph 2.6 Seismic Anchorage states “Anchor equipment in accordance with applicable seismic criteria for the area…” On the structural drawings Sheet S-001 under the Earthquake Design Data, the project is listed as a Risk Category III and Seismic Design Category C.
Based on the criteria provided, per ACCE 7-16 Chapter 13 that no seismic bracing is requirement for mechanical and plumbing systems and equipment. Please confirm no seismic bracing is requirement based on the structural design criteria.
See Am-0001, Section 23 30 00, para 2.6

Confirmed.
Spec 25 05 11 is requiring to provide an Ethernet Switch, “2.1 ETHERNET SWITCH Provide Open Systems Interconnection (OSI) Layer 2 Ethernet switches with the following capabilities”, with an interface to support switch configuration for these capabilities. Please clarify why is the requirement under 25 05 11 and not Division 27 Communications. Please provide brand and port density.
The switches mentioned in Section 25 05 11 are not for the telecom, it is for the building industrial control systems. The section is not requesting that a device be installed, it is stating that If a switch is installed it must comply with the 25 05 11 spec.
Section 32 31 13, para 2.3.1B. Please confirm if it is acceptable to use fittings that meet ASTM F626 in lieu of ASTM A153.
Confirmed.
Spec Section 088100, Part 2.3.1 – “Color must be bronze.” Please confirm that this is in reference to the hue of the low emissivity coating and not the outboard glass substrate itself.
Confirmed.
