Q&A V.5
5 SEP 2013
1. Does the CHP cistern over flows have the capacity to accept the additional rain water from the RAM blast roof ?
A: Yes
2. We previously submitted a question which has not been answered as yet pertaining to whether or not local permitting will be required. If local permitting is required, are the permitting fees going to be waived since these fees are very expensive and the work is for the federal government?
A: Yes SWPPP is required by the ENVIRONMENTAL report. IF the contractor thinks this can be waived it is entirely on the contractor to make this case to DPNR, and provide written waiver of SWPPP.
3. Will the new building require an underground communications connection for data, telephone, etc.? If so where will the proposed utility connect to the existing services?
A: NO
4. The provided site drawing is not to scale therefore what is the required slab thickness and dimensions for the proposed concrete entrance apron? What is maximum weight or loading that will be utilizing the concrete entrance apron?
A: Minimum ramp engineering will be the same as the top slab to be installed. Assume
3000 PSI concrete with #4 Rebar tied in 12” squares. Start ramp at finish floor height and taper to 4” over 30’ run. Entire ramp to be same width as door.
5. Is there enough elevation delta between the proposed new finish floor elevation of the new building slab and the invert elevation of 98.52ASL at manhole number 5 to allow adequate slope for the new gravity sewer line to work?
A: Assume gravity flow is sufficient for this bid.
6. Does the requested bathroom facility in the new building have to be ADA compliant? How many and what type of fixtures will be required?
A: NO, ADA compliance not required. See SOW SW 1-03; Section C, Subsection i, for type of fixtures required.
7. SW 1-0, Section C, Subsection h, of the statement of work makes reference to a ceiling. Is it the intent to have an installed ceiling in the building other than the bottom of the roof structure and R-30 batt insulation? Please clarify.
A: No ceiling. Bottom of insulated roof is the ceiling referenced in this section.
8. What is the minimum interior lighting requirement for the shop in watts per square feet or how many light fixtures will be required and at what wattage for the intended function of the building?
A: See previous questions

Additional guidance: Lighting is part of the design. Lighting will comply with OSHA standard for shop lighting. Fixtures will be high energy efficient florescent, and approved as part of the design. Use UGBC for guidance for fixture specification.
9. What is the minimum exterior lighting requirement for the building or how many light fixtures will be required and at what wattage?
A: NONE
10. What is the minimum efficiency rating that will be allowed for the air conditioning system since this factor has a bid effect on cost?
A: Energy Star; 16 SEER.
11. What floor finish or coating will be required if any for the new shop area slab and restroom facility?
A: See previous questions.

12. What is the minimum amount of circuits slots that will be allowed for the new electrical main distribution panel.
A: See previous questions - Question Set 1- Q3-A3 gives minimum main disconnect panel.
Lighting and power plan are to be submitted in the design with the guidance that it is be lighted to OSHA standard for a shop building. Assume minimum number of service outlets to be 12 evenly spaced on perimeter wall of building with no more than two outlets per circuit. Outlets on same circuit cannot be sequential in distribution around perimeter.
13. Can the new AC condensing units be placed on the existing slab or will new concrete equipment pads be required.
A: They can be placed on the existing slab.
14. Will more than the following minimum amount of drawings be required for the government’s approval of the design? (1) Site Plan, (2) Architecturals, (1) Structural for footings and Slab,
(6) Pre Engineered Metal Building, (1) Plumbing, (1) Electrical, (1) Mechanical please advise.
A: No the listed minimums should be sufficient
15. Will the owner require any “life safety” systems? I.e. fire suppression, fire alarm, security alarms etc.
A: No.
16. Will the owner require colored roofing and exterior wall panels or will a mill finish be acceptable? The color will affect the cost of the panel please advise.+
A: Building color scheme will match CHP color scheme
17. Will the new building rely on a pressurized potable water connection from the CHP facility or will the proposed building require its own water pump and pressure tank?
A: Building will connect to Pressurized potable water connection from the CHP cistern pump house.
18. Other than the restroom and the eyewash station, will there be any other potable water connections or requirements for the building design?
A: No
19. Will the required 32 X 18 roll up overhead door be motorized or manual, this factor has a big impact on the cost proposal?
A: See previous Qestions

20. Will the required AC ducts be fabricated out of metal or fiber glass duct board, this factor has a big factor on cost?
A: Metal
21. The posted drawings and SOW do not reference any requirement on the contractor for utility location and marking. Is utility location a requirement on the contractor or will the this be done by the
National Guard?
A: The Utilities being crossed at the Armory are already marked by CONCRETE caps and encasement. Any other utilities must be located by the contractor.
If this question is about location of utilities and marking at the RAM Blast building then yes contractor will do all.
