Q&A V.4

1. Does the requirements of ASHRAE 189.1 apply to the design requirements of this solicitation?

A: USGBC guidance is expected throughout on this design. ASHRAE 189.1 is acceptable were applicable.

2. What building code will the required design be governed by also what seismic and wind loading requirements will be required by the anticipated design if any?

A: The IBC (2008) is the governing code. UFC 3-310-4 Seismic design for buildings, UFC 3-

310-1, Structural Engineering, and UFC 1-200-01 General Building requirements will also have some considerations. Your designer is to certify the Seismic region as part of their design.

3. What wind exposure will the anticipated design require?

A: See SOW section SW 1-03; section C; subsection a

4. Will local building permitting be required?

A: Yes SWPPP is required by the ENVIRONMENTAL report. IF the contractor thinks this can be waived it is entirely on the contractor to make this case to DPNR, and provide written waiver of SWPPP.

5. Will comprehensive construction specifications be required with the design?

A: Please clarify question. This is a Design-Build, so the contractor will do both the design and the build of the structure. Minimum drawings for the owner are: Stamped drawings from VI

Licensed engineers for all disciplines on the design; Minimum drawings: (1) Site Plan, (2)

Architecturals, (1) Structural for footings and Slab, (6) Pre Engineered Metal Building, (1)

Plumbing, (1) Electrical, (1) Mechanical

6. Will the design fall under the minimum military design criteria for military buildings? What sections if applicable?

A: NO, IBC, USGBC and applicable UFCs.

7. What professional certifications and seals will be required for the design if any?

A: Stamped drawings from VI Licensed engineers for all disciplines on the design; Minimum drawings: (1) Site Plan, (2) Architecturals, (1) Structural for footings and Slab, (6) Pre

Engineered Metal Building, (1) Plumbing, (1) Electrical, (1) Mechanical

8. Does the existing site Environmental Assessment Report and its “finding of no significant impact” cover the requirements of this project?

A: Minimum requirement of a SWPPP or justification for waiver of SWPPP from DPNR all done at contractor’s expense.

9. The government provided RFP documents which describes the evaluation factors and sub factors that the Government is going to use to evaluate each respondents proposal for

Volumes 1 and 2 of the proposal does not provide a numerical or weighted scoring system as required with this type of solicitation. Please provide each evaluation factor’s and sub factor’s numerical score or maximum points for Volumes 1 & 2 of the respondent’s proposals that the government will use to evaluate each of the proposals.

a. Please see section 2. EVALUATION FACTORS FOR AWARD; specifically section 2.1 which states that “Technical and Past Performance are approximately equal to each other and when combined, are approximately equal to the price factor.”

b. There are no “numerical score or maximum points” in this evaluation.

i. Section 2.1.1 describes the two ratings that can be obtained: acceptable and unacceptable. The explanation in the subfactor 1 demonstrates one factor of what it takes to obtain an “acceptable” rating.

ii. Section 2.3.4 describes the adjectival ratings for the evaluation of the different factors in Past/Present Performance Evaluation based on the past experience contracts of similar magnitude, scope, and schedule that are submitted on or before the proposal due date/time.

iii. Section 2.7 describes the adjectival ratings for the evaluation of Performance

Confidence based on the questionnaires that reach the contracting office from prior customers of the Contractor on or before the proposal due date/time.
