Applicability: These procedures apply to all personnel occupying MDA lodging or housing facilities. The MDA, OSG-AK in Ft. Greely will update this document as necessary. Any revisions to policies or procedures shall be coordinated as appropriate and reviewed and approved by the Director, OSG-AK.

In accordance with the Direction of the Program Director of the Ground-Based Midcourse Defense Program and the Director of MDA/Operations Support Group, Alaska has determined it necessary to assign full time accompanied and unaccompanied personnel to Ft. These procedures also provide guidance to MDA Personnel on what is expected of them in occupying any MDA lodging or housing facilities to which they are assigned.

SECTION A – LODGING ASSIGNMENTS
Lodging Assignment
Ft. Greely Garrison Regulation 210-50 and the Ft. Greely Garrison Resident Handbook provide further guidance on responsibilities of residence of Ft. Greely. All of the guidance in that regulation applies unless specifically supplemented with this procedure.
ASSIGNMENT OF QUARTERS
Personnel assigned to Ft. Greely either on temporary duty or as a permanent hire to the MDA Activity at Ft. Greely will either receive orders, a travel request form signed by a Government official or will be entered into the Site Arrival Notice (SAN) system by their office. Procedures for submitting a SAN are provided on the MDA Portal or in the Boeing JDOC Web site. An assignment will be made by the lodging office, based on the information in these documents.
MDA has set aside certain units and rooms for Prime Contractor personnel and their subcontractors.
Assignment to those units and rooms will be provided to the Lodging Office by the Prime Contractor Site Management Housing Representative. Rent will not be charged for these tenants.
All other personnel will be assigned to the remaining units and rooms based upon their permanent or temporary duty status and their accompanied and unaccompanied status. Personnel will be assigned to the four VIP quarters in building 801 only if they have status equal to O-6 in the military or above or as designated by the Director OSG-AK or his representative.
MDA personnel to include Permanent Duty personnel, Military, Government Civilian or Contractor, will have first priority to be assigned available units. The Lodging Office will determine which unit the permanent duty person may be assigned. All MDA Permanent Duty personnel will pay rent as established by the MDA Fort Greely Housing Rental Rate Chart.
The Lodging Management Office will assign temporary duty personnel to available units in building 801, 662, and 661 in that order. Units in buildings 821 and 713 will be utilized as required. When those units are filled, the eight-plex units with 3 bedrooms will be used if vacant. Assignment will be one person per unit in each eight-plex until that building has one person per unit. After all lodging buildings are occupied with one person per unit; a co-occupant will then be assigned. Once an assignment is made all efforts will be made to keep persons in the same unit for their entire stay.
GENDER CONSIDERATIONS
Females and males will not be assigned the same lodging units. However, personnel on like assignments for short terms may request to share a unit and will be assigned so if both parties agree. All three-bedroom units have lockable bedrooms and generally two baths.
Confirming/Checking into Lodging
The Lodging Management Office will send a confirmation email to the Site Arrival Manager located in Building 663 for authorization and approval. Assignments are subject to change, but individuals will be notified if lodging is no longer available.
Assignment Inspections Assignment inspections for all Contractor Personnel, Permanent Duty Personnel and Long-Term Temporary Duty Personnel over 30 days will have joint inspections between the Lodging Management Office and the occupant. There is no assignment inspection for short-term lodging. When signing for Permanent Duty Housing or Long-Term Lodging, you will be issued two copies of: 1) Inspection Sheet and 2) Inventory Sheet to be completed by the tenant within 5 days of arrival. The tenant is required to arrange a joint inventory with the Lodging Office. Failure to turn in the Inspection Sheets and Inventory
Ft. Greely General Procedures 4 3/23/09
Sheets may incur your responsibility for any damages/loss of property. The tenant and a Lodging Management Office representative will sign the Inspection Sheet and Inventory Sheets. One copy will be returned to you and one maintained in the Lodging Management Office. Permanent Duty Housing assignment will require the signing of the lease agreement as well.
Most long-term units will be dual-occupancy lodging. In this case, the first tenant assigned to the lodging unit will inventory and sign for all common-use household items, in addition to his personal bedroom. The second occupant will sign only for his bedroom furnishings. If the first occupant departs Ft. Greely, the second tenant will inventory and sign for the property in the common-use area. See FINAL DEPARTURE INSPECTION for more detailed information.
Pre-Termination Inspection The Lodging Management Office will set an appointment with permanent housing rental tenants for a Final Departure Inspection based on their expected departure date given to the Lodging Office at Check-
in. Departure inspections will be scheduled between 0800 -1500 daily, Monday - Friday, excluding holidays. At the pre-departure inspection for Permanent Duty (rental tenant) personnel, the inspector will provide the resident with a copy of the Cleaning Guidelines and a Pre-Termination Checklist which identifies the items to be cleaned to standard by the resident prior to being cleared for termination from the housing unit at the final inspection.
Final Termination Inspection The final departure inspection will include a joint inventory of property. Financial liability rests with the residents for any lost, damaged or destroyed property. For persons in a dual-occupancy lodging unit, having signed for the common-use furnishings, the hand-receipt will be transferred to the second tenant at this time. The second tenant will be notified and will jointly inspect the unit. At the final departure inspection for Permanent Duty (rental tenant) personnel, the Housing Inspector will inspect the unit to ensure that the unit has been cleaned to the standard set forth in the Cleaning Guidelines and Pre- Termination Checklist prior to termination of the tenant from the housing unit.
Rent Prime Contractor Personnel occupying units or rooms will not be charged rent. All others will be charged rent based upon the MDA Fort Greely Housing Rental Rate Chart. All occupants will be held financially liable for any and all damage that is deemed above and beyond normal wear and tear of their assigned unit and its contents, including the exterior and garage.
MDA Program Personnel will not be charge for short-term lodging. The rental rate for short-term transients, long-term and housing occupants is based upon the MDA Fort Greely Housing Rental Rate Chart.
