Work Statement (PWS). Evaluators will interface with contract persor~nel to obtain assurance that the requirements of the contract are beins met. They will do this on a non-interference basis to the greatest degree possible. The primary source of information for the government evaluators will normally be the contractor's quality control section. However, contractor identification and resolution of their own problems through quality control will be a positive performance item unless problems are so severe routine services are not provided and regular mission irr~pacts occur. Government quality assurance shall not be a substitute for the contractor's quality control program. The contractor is exclusively responsible for providing all service in accordance with the requirements specified. Conditions beyond the contractor's control will always be considered. Government evaluators will provide a semi-annual report of contractor performance to the contracting office.
Government evaluators have no authority to change the scope of this cor~tract in any way.
PHASED LEVEL OF ACTIVITY: The level of activity under this PWS will initially be low and build to full operational support over an estimated 6 to 7 year period as Missile Defense activities increase. The contractor shall be responsible for determining and providing the manpower, equipment, supplies, and other resources required at each phase to meet the requirements of this PWS. Although the requirements are defined in discreet phases, the contractor shall modify his workforce and activity level as necessary to fulfill, at all times within every phase, all funded requirements within the scope of this contract. The general situation during each of the phases of support is defined in the following subparagraphs. Some of the phases may overlap or coincide. . It is irr~portant that the contractor be ready and able to change the scope of effort to meet changing requirements quickly and efficiently during all phases.
