Fort Greely AK Base Operations Support Solicitation Questions and Answers W91260-09-R-0001
Q1 Reference: RFP Section L, 4.3.1 Specific Content Issue: This Section L paragraph presents a submission requirement for “Specific Content” that appears to be separate from the requirements outlined in paragraph 4.3. Our assumption is that the requirement in 4.3.1 should be provided independently of the Attachment 7 requirements.
Questions/ Discussion: Is our assumption correct?
· If so, does the Government intend to apply a page limitation for the “Specific Content” requirements presented in paragraph 4.3.1?
· If not, does the Government intend for offerors to provide the “Specific Content” requirement presented in paragraph 4.3.1 within each Attachment 7?
A1 Government Response: Your assumption is not correct. Section L, para 4.3 has sub paras 4.3.1 and 4.3.2 that pertain to para 4.3. These are instructions for what Volume III shall contain. Per Table 1.2, the Volume III limitation is 4 pages per contract. Attachment 7 is merely a form that is to be filled out for Volume III, so it is two pages of the four page limit.
Q2 Reference: RFP Section L, 4.3.2 Organizational Structure Change History Issue: This Section L paragraph presents a submission requirement that appears to be separate from the requirement outlined in paragraph 4.3. Our assumption is that the requirement in 4.3.2 should be provided independently of the Attachment 7 requirements.
Questions/ Discussion: Is our assumption correct?
If so, does the Government intend to apply a page limitation to the requirement presented in paragraph 4.3.2?
A2 Government Response: See Answer 1 above. Para 4.3.2 is part of the Volume III submission. This is part of the four-page limitation.
Q3 Reference: Section B – Supplies or Services and Prices, Item No 0114 – Chapter 14, Visitor’s Center Services. Issue: The description of this CLIN indicates that “the Government will provide office space; supplies and equipment (see Appendix 6”.” Appendix 6 is a floor plan titled, “Government Furnished Office Space”. Questions/ Discussion: In Appendix 1, Government Furnished Property, there are listed on tab PBIC 9 multiple CPUs and monitors
A3 Government Response: We don’t know what your question is.
Q4 Reference: Section B – Supplies or Services and Prices, Item No 0301 – BOS Misc Issue: The description of this cost CLIN indicates that this includes items not covered by previous CLINs, and describes those items as “miscellaneous materials, training, travel, etc.” Questions/ Discussion: In order to more accurately propose pricing, please provide more definition regarding the types of items considered to be included in the ‘miscellaneous materials’.
A4 Government Response: As stated in the description of CLIN 0301, “this CLIN will not be priced or evaluated prior to award.”
Q5 Reference: Schedule B T&M, B.1, B.2, B.3, B.4, B.5, B.6, B.7. Issue: Labor Rates DFARS 222.402-70d)(1),(2), (3). Questions/ Discussion: Does the Government intend for the contractor to provide separate rates for ‘construction trade skills’ that meet the DB pay requirements? If so, can the Government please provide an updated supplement to the Bid Schedule that allows for the contractor to provide DB/non- DB wages?
A5 Government Response: This is a service contract, not a construction contract. At this time, the Government believes that only the “painter” skill will be affected by Davis Bacon in providing Chapter 13 Service Call requirements. If you feel this to be in error, then provide specific labor categories that you feel should be broken out as DB/non-DB and the Government will consider them.
Q6 Reference: Schedule B T&M , B.1, B.2, B.3, B.4, B.5, B.6, B.7. Issue: Material Amount. Questions/ Discussion: Can the Government provide the basis for the $10,000.00 in materials indicated on the Schedule B T&M sheet?
A6 Government Response: This figure was an internal determination based upon previous workload data.
Q7 Reference: Schedule B T&M, B.1, B.2, B.3, B.4, B.5, B.6, B.7. Issue: Labor Hours Greater than 1. Questions/ Discussion: What is the Government’s intent for the trades listed on the schedule that have greater than 1 hour indicated? Is the Government’s intent to have the contractor provide a full FTE for those positions? If so, the hours provided do not reflect the direct productive hours available on the corresponding CBA. Does the Government intend to fully utilize the hours listed on an annual basis?
A7 Government Response: The offeror is required to price all “Normal Duty Hour Rates” as well as the “Overtime Rates.” As stated below Schedule B T&M B.1, B.2, B.3, B.4, B.5, B.6, B.7, “Estimated hours and material will be used to evaluate pricing. The classification estimates with one hour represent tasks that may or may not be used depending on whether the bridging chapters are used. The estimated materials cost is also dependent on whether the bridging chapters are used.”
Q8 Reference: RFP Appendix 8. Issue: GFP. Questions/ Discussion: Is the contractor responsible for the maintenance/repair/replacement of this equipment? If so, could the Government please provide the age/mileage/hours/condition of this equipment? Is the contractor responsible for fuel to operate this equipment?
A8 Government Response: The awardee is not responsible for the maintenance/repair/replacement of Government Furnished Equipment. The Government pays for fuel for Government Furnished Equipment.
Q9 Reference: RFP Appendix 1. Issue: GFP. Questions/ Discussion: Is the contractor responsible for the maintenance/repair/replacement of this equipment? If so could the Government please provide the age/condition of this equipment?
A9 Government Response: The awardee is not responsible for the maintenance/repair/replacement of Government Furnished Property.
Q10 Reference: PWS section 13.2.4. Issue: Emergency Service Order trade categories. Questions/ Discussion: Does the Government intend to request Emergency Service Orders requiring any of the 1 hour listed trades on the B-1 schedule? If so, could the Government please provide anticipated Emergency Service Order data?
A10 Government Response The intent of the Government is to receive proposals with all labor rates priced for the labor categories listed in Section B. If there is an emergency, there will be no time after award to negotiate labor rates. The number of hours will be quicker to negotiate on a case-by-case basis after award.
Q11 Reference: Appendix 5. Issue: It is noted that 52.251-2, Interagency Fleet Management System Vehicles and Related Services, is included yet this clause applies to cost reimbursement type contracts. Questions/ Discussion: Since this solicitation is for a FFP contract, will the Government provide the Appendix 5 GSA vehicles to the Contractor for use on this contract? If so, then will the Government provide these GSA vehicles to the Contractor as GFE at no charge? Will the Government or the Contractor be responsible for maintenance/repair/fuel/registration/replacement? If vehicles are beyond economic repair, then is the Government or the Contractor responsible for vehicle replacement? If the Contractor does replace a vehicle, then will the Government or Contractor retain ownership? If the Contractor does replace a vehicle, then is the Contractor responsible for the maintenance/repair/fuel/registration/replacement? If the Contractor is responsible for vehicle replacement, then the Contractor requests that the Government provide to the Contractor the mileage and condition of the Appendix 5 vehicles.
A11 Government Response: This contract is a hybrid contract. Although it is primarily a FFP contract, there are T&M and Cost reimbursement CLINs. IFMS vehicles and related services will be provided to the awardee at no cost. FAR Part 45 and FAR Part 51 will be followed regarding this Government Furnished Property. The Government is responsible for maintenance/repair/fuel/registration/replacement.
Q12: Reference: H-4. Use of Government Sources of Supply. Issue:
Questions/ Discussion: Does the government intend to take title of all purchases that the contractor would make as Other Direct Costs? Could the Government define ‘indirect cost’ as it appears in this section?
A12: Government Response: Other Direct Cost Purchases are Government owned. Indirect costs are costs that are not directly accountable to a particular function or product. Indirect costs may be either fixed or variable. Indirect costs include taxes, administration, personnel and security costs, and are also known as overhead.
Indirect vs. Direct Costs: Direct costs are those for activities or services that benefit specific projects, e.g., salaries for project staff and materials required for a particular project. Because these activities are easily traced to projects, their costs are usually charged to projects on an item-by-item basis.
Indirect costs are those for activities or services that benefit more than one project. Their precise benefits to a specific project are often difficult or impossible to trace. For example, it may be difficult to determine precisely how the activities of the director of an organization benefit a specific project.
It is possible to justify the handling of almost any kind of cost as either direct or indirect. Labor costs, for example, can be indirect, as in the case of maintenance personnel and executive officers; or they can be direct, as in the case of project staff members. Similarly, materials such as miscellaneous supplies purchased in bulk -- pencils, pens, paper -- are typically handled as indirect costs (e.g., overhead, G&A), while materials required for specific projects are charged as direct costs.
Q13 Reference: SCA WD. Issue: New WD Fringe Rate. Questions/ Discussion:
Does the Government intend for all proposals to include the increase in the SCA fringe rate from $3.24 per hour to $3.35 per hour?
A13 Government Response: According to procedures, if there is any revised WD fringe rate, it will be issued as an amendment NLT 10 days before proposal due date.
Q14 Reference: PWS Chapter 9.0 Access Control Services for Missile Defense Complex Issue: ICIDS Prox Reader. Questions/ Discussion: Will the Government provide all access control equipment and badge making equipment/supplies at no charge to contractor? If not, can the Government please provide the specs for this equipment and the anticipated supply levels?
A14 Government Response: Yes, access to the equipment and supplies will be provided at no charge to the contractor.
Q15 Reference: PWS section 9.5. Issue: There is a reference to AR 190-56, Chapter 9, paragraph 4. However, this is no Chapter 9, paragraph 4 in AR 190-56 found in the FBO Solicitation. Questions/ Discussion: Is this reference incorrect? If so, could the Government please provide the correct reference?
A15 Government Response: The PWS is incorrect. It has been corrected and the revised PWS will be in amendment 0003.
Q16 Reference: PWS section 9.8. Issue. There is a reference to the 49th MDB TACSOP Physical Security Section procedures (Appendix 4). However, the TACSOP found in the FBO Solicitation contains only a table of contents. Questions/ Discussion: Is there another document that contains the procedures indexed in TACSOP? Can the Government please provide this document?
A16 Government Response: This is a classified document. Only the awardee will have access. For proposal purposes, please refer to PWS Chapter 9.
Q17 Reference: Appendix 8: Government Furnished Equipment. Issue: Repair/maintenance/fuel & replacement responsibility. Questions/ Discussion: Since this solicitation is for a FFP contract, will the Government provide the Appendix 8 equipment to the Contractor for use on this contract? If so, then will the Government provide this equipment to the Contractor as GFE at no charge? Will the Government or the Contractor be responsible for maintenance/repair/fuel/registration/replacement? If a piece of equipment is beyond economic repair, then is the Government or the Contractor responsible for equipment replacement? If the Contractor does replace a piece of equipment, then will the Government or Contractor retain ownership? If the Contractor does replace a piece of equipment, then is the Contractor responsible for the maintenance/repair/fuel/registration? If the Contractor is responsible for equipment replacement, then the Contractor requests that the Government provide to the Contractor the model year, number or hours used or mileage, and condition of the Appendix 8 equipment.
A17 Government Response: See A11 Government response above. Appendix 8 equipment will be provided to the awardee at no cost.
Q18 Reference: Schedule B T&M, B.1, B.2, B.3, B.4, B.5, B.6, B.7. Issue: Labor Categories Questions/ Discussion: Does the Government intend to issue annual TO’s for the positions that are listed as greater than 1 hour? If not, how does the Government intend to utilize the hours listed for the trades that are listed over 1 hour? I.E. 4 carpenters for 10 hours each.
A18 Government Response: Annual TOs will not be issued against the contract. The rates that are listed as greater than 1 hour are the anticipated labor categories that will primarily be utilized specifically for Chapter 13 requirements.
Q19 Reference: Schedule B T&M, B.1, B.2, B.3, B.4, B.5, B.6, B.7. Issue: Labor Categories Questions/ Discussion: Can the Government please provide anticipated workload data for these positions?
A19 Government Response: The offerors are to provide fully burdened labor rates according to the number of hours listed in Schedule B T&M, B.1, B.2, B.3, B.4, B.5, B.6, B.7.
Q20 Reference: Schedule B T&M, B.1, B.2, B.3, B.4, B.5, B.6, B.7. Issue: Labor Categories/Worksheet. Questions/ Discussion: Can the Government identify the types of travel and training that they anticipate under the elements of cost? Does the Government intend that all QC, Management, oversight be included in the build-up for the labor rate?
A20 Government Response: The Government does not anticipate travel or training for Chapter 13 requirements at this time. The description was made broad should any of the bridging concept Chapters be added at a later time and travel or training would be needed for those other chapters. The T&M labor rates need to be fully burdened.
Q21 Reference: www.fbo.gov; PWS paragraphs 0.6 and 0.8. Issue: The information added May 26, 2009 1050 p.m. on the FedBizOpps.Gov website, paragraph 2 states, “PWS Chapters 15 through 30 services are slated to be in-sourced with Department of Army Civilians. If transition plan is delayed, the Contractor may be requested to provide these services as determined necessary. The Contractor will not provide costs for these transition services in this solicitation.” PWS paragraph 0.6 says, “Chapters 15 – 24 and 26 -- 30. These services are slated to be in-sourced with Department of Army Civilians. If transition plan is delayed, the Contractor may be requested to provide these services as determined. The Contractor will not provide mission capability, past performance, or costs/prices for these services in the solicitation. These chapters are merely for scope purposes, should the services be necessary.” PWS paragraph 0.8 says, “Chapter 25. The Government reserves the right to add this work at any time during the performance of this contract.” Questions/ Discussion: We assume the Government does not require offerors to provide mission capability, past performance, or costs/prices for Chapter 25 - Allen Army Airfield (AAAF) Operations Services as is explicitly stated for the other chapters referenced in PWS paragraph 0.6. Is our assumption correct? If not, please provide more detailed information so offerors may properly address AAAF operations services.
