In Volume III, Tab B of its Proposal, the Offeror shall provide Consent Letters authorizing the release of past performance information executed by each subcontractor, teaming partner, and/or joint venture partner. Past performance information concerning subcontractors cannot be disclosed to or requested from a private party without the subcontractor’s consent. Because a prime contractor is a private party, the Government requires consent before disclosing subcontractor present and past performance information to the prime contractor and/or requesting such information about the prime contractor from references. In an effort to assist the Government’s Past Performance Team in assessing an offeror’s past performance relevancy and rating, a consent form shall be completed for each reference identified in your proposal. The completed consent forms shall be submitted as part of the Past Performance volume.
4.3.1.2 Tab C – Past Performance References. In Volume III, Tab C of its proposal, the Offeror shall identify three

4.3.1.2.3.1 To be recent, the effort must have been performed for six (6) months or longer during the three (3) years prior to date for receipt of offers. Evaluation will focus only on work experience already performed. Yet-to-be performed work, experience prior to the last three (3) years, and work performed for less than six (6) months will not be considered.
4.3.1.2.3.2 To be relevant, the effort must be similar in scope and magnitude to the services being procured under this solicitation. Scope is the measure of the services similarity to the PWS. Magnitude is the measure of the similarity of the dollar value that exists between the current requirement and the past performance reference.
Magnitude will be evaluated using the dollar amount of work actually performed on the past performance reference during the three (3) years prior to the date for receipt of offers.
4.3.1.2.4 The Offeror shall demonstrate the quality of work performed by the Offeror, or its Teaming Partner(s), for each past performance reference._

The Offeror shall identify when, and to whom (with contact information), each PPQ and Cover Letter were sent.
4.3.1.2.4.2. Submission requirements of Volume 3 of this solicitation apply to the submission of CPARs information from Teaming Partners. The Offeror shall identify in its proposal whether CPARS for a past performance referencewill be separately submitted by a Teaming Partner as described above. Failure to submit these requirements may render a reference unusable and will not count against the minimum number of required references as the Government will not be able to consider how well the Offeror performed work on the past contract.
4.4. VOLUME IV – FACTOR 3: PRICE
4.4.1. Volume IV of the Offeror’s proposal shall contain all required and necessary information to support its proposed prices to include CLIN pricing filled out. Subcontractors may submit their proprietary pricing (spreadsheet and narrative) directly to the POCs cited in 1.3. if they choose. Primes are responsible for assuring the fully burdened rates for its subcontract correlates with the subcontractor fully burdened rates.
4.4.2. It is expected that this contract award will be based on adequate price competition. Therefore, the Offeror is not required to provide certified cost or pricing data with its proposal. If, after receipt of proposals, the Contracting
Officer determines that adequate price competition does not exist, then IAW FAR 15.403-1 the Offeror shall provide certified cost and pricing data as requested by the Contracting Officer. Similarly, if the Contracting Officer determines a fair and reasonable price cannot be established with price analysis alone, the Offeror may be asked, and shall provide, other than certified cost or pricing data IAW FAR 15.404-1(b).
4.4.3. TAB B – Pricing Narrative. In Volume IV, Tab B of the Offeror’s Proposal, the Offeror shall identify any information necessary to facilitate the Government’s evaluation of its Attachment 3 – Pricing Workbook submission.
4.4.3.1. If an Offeror identifies an error in Attachment 3, Pricing Workbook, the Offeror shall correct the error and disclose the error and correction in the Price Narrative. If an Offeror deviates from the 1,864 productive labor year hours, it shall fully describe it’s reasoning in the Price Narrative, Volume IV Tab B, and the calculations shall be clearly shown in the Pricing Workbook.
4.4.4. TAB C – Attachment 3, Pricing Workbook. In Volume IV Tab C of its Proposal, the Offeror shall submit a completed Attachment 3, Pricing Workbook in Microsoft Excel format, in accordance with the “Instructions” Workbook in Attachment 3 as well as the instructions provided in this solicitation. The purpose of Attachment 3, Pricing Worksheet is to provide a uniform pricing template for evaluation of Offerors for award.
4.4.5. To facilitate proposal preparation, the Government has provided the formulas to calculate the Total Evaluated Price in Attachment 3 – Pricing Workbook. However, it is the responsibility of the Offeror to submit a complete and accurate Price Proposal. If an Offeror identifies an error in Attachment 3, the Offeror should correct the error and disclose the error and correction in the price narrative.
4.4.6 The Offeror’s price proposal shall consist of one 15-day Phase-In period included with one (1) 11 ½ -month and 15 days base period, and four (4) 12-month option periods.
4.4.7. The Attachment 3, Pricing Worksheet or other Excel spreadsheet submitted by the Offeror shall not be read only or password protected. All formulas, lookup tables, and links shall be intact, and no links shall exist to files not included with the submission. Spreadsheet shall not contain hidden worksheets, cells, or sections. PDF or flat files will not be considered adequate. Failure to comply with these formatting requirements may result in rejection of your proposal.
4.4.8 The narrative should explain the details of its price proposal to include all supplemental information to support the proposed price i.e. labor mix by labor category, fully burdened hourly labor rates. Additionally, the offeror shall provide the overtime rate for each labor category.
Attachment 3 contains a Proposal Summary Tab with a breakdown of fully burdened labor rates for all performance periods. Separate pricing information shall be submitted for each year of the service as well as a total summary for all years of service. Items such as materials and ODCs, that are not listed under TE15, as “OTHER ITEMS THAT MAY BE CHARGED TO THE MATERIALS CLIN”, should be captured under the Gunnery Range Operations CLIN(s) 0001, 1001, 2001, 3001, and 4001. It is anticipated that all contracts awarded will be based on adequate price competition. If after receipt of proposals, the Contracting Officer determines that adequate price competition does not exist in accordance with FAR 15.403-1(b), the offeror shall provide data other that certified cost/pricing data as requested by the Contracting Officer.
The fully burdened labor rates proposed for each year cannot be adjusted except for instances where the labor categories are subject to the Service Contract Labor Standards and a revision is permitted under the provisions of FAR Clause 52.222-43 -- Fair Labor Standards Act and Service Contract Labor Standards -- Price Adjustment (Multiple Year and Option Contracts). Therefore, Offerors are cautioned to include inflation where warranted.
Should a contract be issued to an Offeror, the proposed rates provided will become part of the contract (considered to be binding) and be the maximum rate allowable (ceiling rate) for that labor category.
Offeror will determine, in Attachment 3, Pricing Worksheet, to price or not separately-price the Contractor Manpower Reporting (eCMRA) requirement. CLINs 0003, 1003, 2003, 3003, and 4003 shall be the CLINs under which the Contractor shall bill for all costs associated with the eCMRA requirement. If priced, amount provided shall be a FFP amount.
For the purpose of preparing a price proposal, the contractor shall assume that the basic period of performance will be a 15-day phase-in period, one 11 1/2 month base period, and four (4) 12-month option periods.
The completion and submission of the above items will constitute an offeror and will indicate the offeror’s unconditional assent to the terms and conditions of this RFP and any attachments and/or exhibits hereto. All price and price supporting information shall be contained in the price offer. No price or pricing information shall be included in any other volume including cover letters. Offerors are responsible for submitting sufficient information to enable the Government to fully evaluate their price proposal.
