Corrected. Should read 20 hours.

PWS 3.2

the Safety Manager can not have collateral duties but Q and A #97 says the Safety and Quality can be duel hatted. Will the government clarify if exactly what they want? Will the PWS be changed or answer 97 be changed please?

See Revised PWS dated November 2017, Paragraph

16.6. and 16.7. The contractor assumes risk for how they resource this contract. It is the contractor's decision whether employee will be dual hatted or not.

PWS Para 3.1.2 and Site Visit Will the Government clearly define (by pictures and map) where maintenance starts and stops in reference to DLA Owned?

This information was provided at the site visit. DLA‐E will provide training for the capitalized sites during Phase‐In.

During the Site Visit it was stated contractor only has operator level maintenance responsibilities, but 3.1.2 goes beyond that. Please list what contractor is to be qualified to work on that is Government GFP that is not DLA owned.

Goldberg Stagefield has a 20K tank with a fuel skid which will require much of what is described in 3.1.2.

The contractor may decide to provide other means of refueling aircraft which will require much of what is described in 3.1.2.

These are general skill sets that are not all inclusive for work that may be required.

Para 5.1.1

Attachment 9

Suggest Attachment 9, Deliverables be deleted or revised. References are no longer valid along with some required deliverables based on Q&A.

Attachment 9 Deliverables was deleted in Amendment

3. Attachment 9 is now CBA.

PWS 5.1 and Q150

PWS 5.1 and Answer to Q150 state that All PWS required equipment shall be in place NLT day 60 of phase‐in which is very concerning to us. Offerors have commented and reiterated through numerous questions for this solicitation that at a minimum 90 days or more is needed to get ALL provided Refuelers and Portable Tanks on station and ready for servicing.

This answer and PWS revision now takes away 30 days of the 90 days for phase‐in to accomplish this process. Please clarify the Governments position that 60 days is adequate for the successful offeror to be able to have in‐place ALL Equipment (New or 2013 or newer Refuelers and Installed Portable Tanks etc.) by day 60. This is unrealistic and not acceptable for the numbers and type of equipment that is needed. At a minimum, 90 days or more is needed and has been stated numerous times by offerors that this time frame is a minimum to have in place and ready for service all equipment. Please reconsider this requirement or based on your answer we will have to consider not submitting a proposal because our Vendors/Suppliers of equipment have made it clear that 90 days is a minimum for the large number of equipment items needed.

The 60 day timeline was given so that the equipment inspections can be completed prior to being fully operational compliant by day 91 for all trucks. This timeline is applicable to the refuel/defuel trucks. Any installation of portable tanks would be addressed during the transition period, as site preparation and applicable agency approval (EPA) would need to be done prior to.

CDRL 03 and 04

CDRL 03 and 04 block 12 still shows date of first submission of (W/Proposal). Please clarify and confirm that these CDRLs are not due with the proposal.

CDRL 03 is due with proposal. CDRL 04 is not due with proposal.

SF1449

Please provide a revised SF1449 Continuation sheet with all changes to date or conformed SF1449 with complete updated CLINs so that offerors can accurately complete the pricing (CLINs) and fill‐ins for this solicitation.

A conformed copy including all changes will be issued with Amendment 4.

Reference Question Government Response

PWS (Para 3.1.2) PWS 3.1.2 states the contractor will assist DLA maintenance personnel in replacing filters at Bulk Storage as needed. Please clarify what exactly is required so we can ensure appropriate manning is available i.e safety person; ordering filters etc.

Sustainment level maintenance will be conducted by DLA‐E. Contractor will be assist DLA‐E by unlocking gates and ensuring access to equipment.

PWS (Para 3.2)

PWS 3.2 states the safety manager cannot have collateral duties however response to question #97 states they can be dual hatted. Please clarify if Safety Manager is stand‐alone position or can be dual hatted.

See response to Question #6.

PWS (Para 4.1)

PWS 4.1 details method of fuel delivery that can be provided but does not list portable tanks.

However response to question #61 states portable skids or tanks of 10,000 gls and up have been approved for stagefields. Please confirm that portable stand‐alone tanks are approved for Stagefields.

If the contractor intends to utilize portable standalone tanks then the specifications for those tanks will be approved by the government.

PWS (Para 10.1) Maintenance

Your response to question 96 mandates a FDSM is required. However the updated PWS only requires operator level maintenance which normally does not require a FDSM. Please clarify if a FDSM position is required.

The Government stated what work needs to be done IAW PWS sections 4 and 10 ‐ Who the contractor hires is their decision.

Response to question #94

Please clarify the type of maintenance required by this contract on the Goldberg facilities (Operator or Preventive/Recurring). We believe IAW the updated PWS it should be operator.

Goldberg is not capitalized so Field Level and Sustainment Level maintenance is required.

Attachment 14

Attachment 14 is newly added with no instructions on how to fill out or where it is to be placed in the proposal. We assume it would go in Volume IV, Price. Is this correct? There is nothing in the instructions or evaluation of this Attachment. Please clarify exactly what is needed to accurately fill out Attachment 14. Also is Attachment 14 going to be evaluated? If so what is going to be evaluated or compared? There are many other type costs that are not labor or equipment that is include in the final price for a CLIN. There would be no cross walk or ability to compare CLIN prices to what is being asked for in this Attachment.

Offerors are to place Attachment 14 with Volume IV ‐ Pricing. Offerors are to include proposed manning, estimated hours and fully burdened rates as stated.

Offerors are to provide proposed equipment with sizes. Attachment 14 has been modified. Pricing in Attachment 14 is for labor only. Attachment 14 is for the Government to have additional information and will not be used for evaluation purposes.

Attachment 14

For attachment 14 regarding the Equipment Column. The Government has already asked for the numbers and type of equipment to be provided by the contractor be identified in the Technical Proposal. Exactly what type of equipment is the Government referring to or expecting to see listed out in Attachment 14? Could this be Refuelers, Portable Tanks, Nozzles, Lawn Mowers, Trucks, Riding Mowers, Trailers, Weed Eaters or even Personal Protective Equipment (PPE). Please specifically identify what equipment you want listed and suggest the removal of hours as that would not apply to some equipment.

Equipment valued under $5,000 need not be listed.

Attachment 14

For Labor Columns please clarify if proposed labor hours is total hours proposed or is it a productive hour request. We believe this is total hours proposed/paid by labor category correct?

Total hours.
