UNITED STATES ARMY AVIATION CENTER OF EXCELLENCE

(USAACE)

FORT RUCKER, AL

06 November 2017

1.0 GENERAL

1.0 General Information Introduction. This Performance Work Statement (PWS) describes the performance-based requirements for To obtain efficient, cost-effective refuel/defuel services through continuous improvement programs and using industry best practices while ensuring compliance with all applicable laws, rules and regulations at Fort Rucker, Alabama. Contractor products shall be submitted to the appointed Contracting Officer Representative (COR) and Contracting Officer (KO) for review and approval, as appropriate.

1.1 Background. Refuel operations are conducted on approximately 625 Army aircraft in order to train over 2,500 aviators each year with an average of 300 to 400 flights launched daily. The number of aircraft can do up or during the life of this contract as mission dictates. Training is normally conducted Monday thru Friday from 0600 until midnight. Additional flight training on weekends may occur due to weather delays during the week or when training is behind schedule. Maintenance test flights are continuous.

Weekend support is estimated as follows: Saturday and Sunday 08:00AM-10:00PM CST. Hours are subject to change based on maintenance and flying missions.

2.0 SCOPE.

2.1 The contractor shall furnish all personnel, facilities, materials, parts, supplies, transportation, and equipment, except as provided herein as Government furnished, to perform all functions for aircraft refuel/defuel for USAACE, Fort Rucker, its tenant activities, and authorized transient aircraft in accordance with this PWS and all applicable regulations. In addition, the contractor shall provide limited maintenance of bulk fuel facilities, dispensing equipment and storage tanks associated with the additive +100 to jet fuel at Fort Rucker. Refuel/defuel services will be provided IAW the current NFPA 407, Standard for Aircraft Fuel Servicing. The Government will furnish all aviation fuels required in the execution of this contract.

2.2 Use of Government Owned Equipment and Personnel. In unusual circumstances, the Government reserves the right to use Government owned equipment and Government personnel to perform aircraft refuel/defuel services. The following are examples of unusual circumstances: shut down of a capitalized fueling site for major maintenance or overhaul, refueling/defueling of classified aircraft not resident on Fort Rucker conducting sensitive missions within the Local Flying Area (LFA), and tactical refuel/defuel operations for purposes of training at locations within the LFA requiring the use of Tactical Refueling Vehicles or Aircraft and military units training at Fort Rucker.

2.3 Operating Hours. The contractor shall establish work schedules to cover normal operating hours Sunday through Saturday. Normal operating hours shall be in accordance with Attachments 1 and 2. Refueling hours at Stage-fields may be extended a maximum of one hour during any given flight period upon notification from the Government at least 15 minutes prior to the end of the refuel period.

2.3.1 Hours of Operation. Government facilities core hours are 0730 through 1615 hours, five days per week, Monday through Friday, excluding federal holidays.

However, some tasks and deliverables may involve very short timeframes which may necessitate working outside the hours listed in Attachment 1 and will be coordinated through the COR and KO.

Observed Federal Holidays:

New Year’s Day Labor Day Martin Luther King, Jr. Day Columbus Day Presidents’ Day Veterans Day Memorial Day Thanksgiving Day Independence Day Christmas Day

2.3.2 Winter Exodus. The Government has traditionally shut down most operations at Fort Rucker for a two week period starting in December and concluding in January of the New Year. Minimum flying is normally performed during this period. The contractor will scale back operations during this period as necessary. Any flying to be accomplished during the Exodus will be scheduled and provided to the contractor on the weekly Stage-field and range support requirements schedule. It is estimated that approximately 90 percent of the flying will cease during the exodus period.

2.4 Period of Performance. The Period of Performance (PoP) for the awarded contract includes a 12-month base with six (6) one year options periods. The contract will include a 90-day Phase-In as well as a 90 day Phase-Out. The awarded contract will include six one-year option periods (base+6).

2.5 Phase-in Period/Transition. The 90-day phase-in will commence on the period of performance start date, which will constitute the phase-in period. During the phase-in period, the Contractor shall prepare to assume full responsibility for all areas of operation in accordance with the terms and conditions of this contract. The Contractor shall take all actions necessary for a smooth transition of the contracted operations.

This period will be up to a maximum of ninety (90) calendar days in duration. The Government will make all facilities and equipment accessible to the Contractor within the designated period prior to the performance start date.

2.5.1 Prior to performance, Contractor will follow the Pre-Execution Requirements as outlined in Attachment 03.

2.6 Phase-Out Period. Ninety (90) calendar days prior to the completion of the Contract, an observation period shall occur at which time management personnel of the incoming workforce may observe operations and performance methods of the incumbent Contractor. This will allow for orderly turnover of facilities, equipment, and records and will help to ensure continuity of service. The Contractor shall not defer any requirements for the purpose of avoiding responsibility or of transferring such responsibility to the succeeding Contractor. The Contractor shall fully cooperate with the succeeding Contractor and the Government so as not to interfere with their work or duties. During the phase-out period, the Contractor shall be responsible for the following tasks: employee notification; retention of key personnel; turn-over of work-in-progress, inventories, Government property; removal of Contractor property; data and information transfer; and any other actions required to ensure continuity of.
