Basis for Overall Requirements and Outsourcing of Widget Assembly
All component requirements can be traced to the most current bill of material (30 Sep 20X6) above. The current bill of material reflects PFC's recent "make or buy decision," to outsource the Widget Assembly, based on competitive negotiation with three potential suppliers. PFC plans to award a subcontract to XXX Company, whose competitive proposal is best value.
Basis for Unit Price above
1 = Adequate price competition plus the results of negotiation.
2 = Cost and price analysis of cost and price breakdown received from subcontractors.
3 = Market price (established from sources other than the vendor).
4 = Historical price for same or similar item, adjusted (via appropriate Index) to current price level.
Basis for Scrap Factor above
Experience from past production orders.

| Paid Absences Overhead | Labor | 14.39% |
| Payroll Taxes Expenses and Benefits | Labor Plus Paid Absences Overhead | 20.56% |
| Purchasing and Travel Management Overhead | Material, Subcontract, and Other Direct Costs | 24.46% |

The above indirect cost rates are:
Budgeted rates for the fiscal year to end 30 September 20X5.
Consistent with PFC's Indirect Cost Allocation Plan as described in its recently submitted CASB Disclosure Statement.
Supported by detail calculations which have been provided to the DCAA Audit field office identified in the proposal cover sheet.
Based on historic cost data from the two prior fiscal years, adjusted for anticipated cost growth, based on a rational anticipated sales volume;
The indirect cost pools identified above:
Includes only those costs which are allowable in accordance with the cost principles of the FAR and its supplements applicable to the contracts to which the final indirect cost rates will apply;
Do not include any costs which are expressly unallowable under applicable cost principles of the FAR or its supplements and
Are “net of applicable credits” (negative expenditure) pursuant to the definition of total costs in FAR Part 31.
Accordingly, we believe these indirect cost rates are fair and reasonable and appropriate to use a basis for estimating anticipated indirect cost in future forward price proposals.
