Labor Rates

Prospective Federal Contractor
Cost and Pricing Proposal Submitted in Response to
Solicitation: W9124D-16-R-0046

Loaded Labor Rates By Department/Function

Provide hourly rates for the staff you would deploy to address the Army Advertising PWS requirements not covered by Core Operations, Call Center and Leads Operations, and Contractor Manpower Reporting CLINS (see next worksheets for these three areas). Current labor rates are the rates based on the average salaries paid for each staff position plus allocated payroll-related costs, indirect and overhead costs, and profit; and can be traced to current payroll records. Provide your current labor rates (for 2017), and your proposed Year One rates should you be awarded the Army's contract.

Provide rates for each proposed staff position, including the primary contractor and any significant partners or subcontractors. List staff positions in order of seniority, from most senior to most junior. The staff positions listed here are examples that you may revise or add to in order to reflect your organization's titles. You may add rows if needed -- be as complete as possible to represent all of the staff positions that might be involved working on the Army contract.

Indirect Cost

Prospective Federal Contractor
Cost and Pricing Proposal Submitted in Response to
Solicitation: W9124D-16-R-0046
Provide the basis for calculating your direct labor rates proposed on the previous Sample Task worksheets. For each cost category, describe how you account for the cost in your labor rates, and provide an allocation rate as a percent of your direct salary costs (salary only, not including payroll-related costs).
Element of Price and Costs: Payroll Related and Indirect Costs

Cost Element Basis of Allocation (Describe) Allocation Rate

Payroll Taxes, Benefits and Legislated Bonuses/Profit Sharing*
Indirect Expenses
Paid Absences (holidays, vacation, sick time)
Indirect Staff (staff not directly billed to clients)
Total Indirect
Overhead Expenses
Space, Facilities, Office Expenses
General and Administrative (G&A) Expenses
Total Overhead

Total Indirect and Overhead

Pre-Tax Profit

The above cost rates to be based on:
Prior three-year actual costs (2014-2016) and budgeted/estimated rates for 2017
Consistent with PFC's Indirect Cost Allocation Plan as described in its recently submitted CASB Disclosure Statement.
Supported by detail calculations which have been provided to the DCAA Audit field office identified in the proposal cover sheet.
Based on historic cost data from the two prior fiscal years, adjusted for anticipated cost growth, based on a rational anticipated sales volume;
The indirect cost pools identified above:
Includes only those costs which are allowable in accordance with the cost principles of the FAR and its supplements applicable to the contracts to which the final indirect cost rates will apply;
Do not include any costs which are expressly unallowable under applicable cost principles of the FAR or its supplements and
Are “net of applicable credits” (negative expenditure) pursuant to the definition of total costs in FAR Part 31.

Accordingly, we believe these indirect cost rates are fair and reasonable and appropriate to use a basis for estimating anticipated indirect cost in future forward price proposals.

* Non-discretionary benefits; e.g., 401k profit sharing contributions and/or other bonuses that are part of staff's employment contract (do not include discretionary bonuses)
