About this file

This document is Standard Form 30 (SF 30), Amendment 0002 to solicitation W9124C26RA005, issued by the U.S. Army (W96QM MICC-FT Jackson, Columbia, SC). The amendment is effective March 12, 2026, and extends the proposal due date from March 17, 2026 to March 19, 2026 at 10:00 AM Eastern Standard Time. The solicitation concerns the purchase and installation of an Intercom/Public Announcement and Video Surveillance System at the Clothing Initial Issue Point on Fort Jackson, South Carolina. Offerors must acknowledge receipt of this amendment prior to the submission deadline through one of three methods: completing items 8 and 15 and returning copies, acknowledging receipt on each offer copy, or submitting separate written acknowledgment referencing the solicitation and amendment numbers. Failure to acknowledge may result in offer rejection.

The amendment makes substantial modifications to the solicitation including: providing Revision 2 of the Performance Work Statement (PWS), revised Salient Characteristics and Intercom Plans attachments, and adding new attachments (Electrical Blueprint, Building Drawing Plans, and CIIP Intercom Questions and Answers). Four DFARS clauses are removed per Revolutionary FAR Overhaul Class Deviations (252.204-7008, 252.204-7012, 252.204-7017, and 252.204-7018). FAR provisions 52.252-1 and 52.252-2 are added, and FAR 52.212-2 (Evaluation-Commercial Products and Commercial Services) is updated to specify a Lowest Price Technically Acceptable (LPTA) evaluation method with award to a single contractor. The evaluation criteria consist of three factors: Technical Capability (including System Capabilities Deliverable, Brand Name or Equal Compliance, Installation Plan, and Warranty Requirements), Price (Firm Fixed Price contract), and Past Performance. Two site visits are scheduled: March 3, 2026 at 9:00 AM and an additional visit March 4, 2026 at 9:00 AM, both at Building 1776, Fort Jackson. Proposals must be submitted electronically in three volumes (General, Technical Capability with a 50-page limit, and Price) by the revised deadline.

The following clauses were modified:

52.212-2Evaluation-Commercial Products and Commercial Services. (Deviation)Feb 2026 hereby reads as follows:

Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation)

(a) The Government will utilize a Lowest Price Technically Acceptable (LPTA) evaluation method for this requirement. The Government will award a single contract to the offeror whose proposal is technically acceptable, the lowest price, is deemed responsible in accordance with the Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO), Part 12 Acquisition of Commercial Items and FAR 19, Small Business Program, as supplemented, by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS), and whose offer conforms to the solicitation's requirements (to include all stated terms, conditions, and all other information required by the solicitation).

Offers that fail to address all the requirements set forth in the Solicitation will be rejected. The Government intends to evaluate proposals and award a contract without discussions.

Therefore, the Offeror's submission should contain their best terms from a cost and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government reserves the right to reject an offer upon initial submission and not consider it for contract award if any required data is absent or the data received conveys a misunderstanding of the requirement.

BASIS FOR AWARD:

The Government will evaluate the contractor's technical proposal to ensure that it reflects a sound understanding of this requirement and complies with the requirements in the solicitation.

An evaluation will be made to verify that the offeror is capable of providing the required services at a fair market price. Award will be made based on lowest priced technically acceptable (LPTA) offeror. A determination of a fair and reasonable price will be conducted. The Revolutionary FAR Overhaul (RFO), as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS) and the Army Federal Acquisition Regulation Supplement (AFARS) will be used to evaluate the offer and award this requirement.

EVALUATION CRITERIA. Evaluation criteria consist of three factors. The following factors shall be used to evaluate offers:

Factor 1: Technical Capability. The Technical Capability Factor evaluation provides an assessment of the offeror's capability to satisfy the Government's minimum requirements. The Government will evaluate the contractor's technical proposal to ensure that it reflects a sound understanding of this requirement. Failure to meet the criteria will render the proposal technically unacceptable and the proposal will not receive further consideration for award. The Technical Factor will receive one of the adjectival ratings defined below:

RATING DEFINITION

Acceptable Proposal meets the minimum requirements of the solicitation.

Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.

a. System Capabilities Deliverable (PWS 5.1.1)

The Government will evaluate whether the Offeror's System Capabilities Deliverable:

Provides a complete narrative describing how the proposed system meets contract requirements

Identifies all proposed hardware specifications

Includes a hardware and systems schematic diagram

Provides software specifications and version information

Describes user management structure

Explains how workstations access the video surveillance, intercom, and PA systems

Demonstrates that the system meets all functional and operational requirements

Failure to provide a complete and compliant System Capabilities Deliverable will result in an Unacceptable rating.

b. Brand Name or Equal Compliance

The Government will evaluate whether the proposed hardware:

Meets all salient characteristics

Includes adequate documentation to establish equivalency (if applicable)

c. Installation Plan

The Government will evaluate whether the installation plan demonstrates:

A feasible and compliant installation approach

Adequate testing and commissioning procedures

A realistic schedule

Proper safety and facility access procedures

d. Warranty Requirements

The Government will evaluate whether the Offeror provides:

A Five (5) year manufacturer hardware warranty

A One (1) year contractor installation and materials warranty

Factor 2: Price. The resulting award will be a Firm Fixed Price contract. Unreasonably high, unbalanced, inaccurate or incomplete price proposals may be the grounds for eliminating a proposal from competition.

Price will not be scored or rated. The Government will evaluate price using one or more of the price analysis techniques in FAR 15.404 1(b) to determine whether proposed prices are fair, reasonable, complete, and balanced. If adequate price competition is not obtained, or if price reasonableness cannot be determined through analysis of Government obtained information, the Government may require additional information in accordance with FAR 15.4 to support the proposed price. For award consideration, an Offeror's price must be found fair and reasonable.

The Offeror's total proposed price will be used to assess whether the proposal represents a fair and reasonable overall price.

Factor 3: Past Performance. Past Performance: Each offeror's past performance will be reviewed to determine relevancy and provide a confidence assessment. This includes review of contractor provided past performance information regarding similar contracts and the Government review of Contractor Performance Assessment Reporting System (CPARS) reports.

The past performance evaluation will assess the offeror's probability of meeting the solicitation's requirements as indicated by that offeror's record of past performance. Past Performance is assessed at the factor level after evaluating aspects of the offeror's recent past performance and focusing on performance that is relevant to the services being procured under this solicitation. Offerors are cautioned that in conducting the performance risk assessment, the Government may use data provided in the offeror's proposal and data obtained from other sources, such as the Contractor Performance Assessment Reporting System (CPARS) or similar systems.

Assigning Ratings. The Past Performance Factor will be assigned one of the ratings defined

Past Performance Evaluation Ratings

R A

TI

N G

DESCRICPTION

Ac ce pt ab le

Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror's performance record is unknown.

Un ac ce pt ab le

Based on the offeror's performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

Ne utr al

Offerors for whom a relevant past performance history cannot be established will receive a neutral rating for the Past Performance factor. This rating will be considered 'Acceptable' and will not be viewed as a strength or a weakness in the overall evaluation.

Technical and past performance, when combined, are equal.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
