About this file

This is a Questions and Answers (Q&A) document for federal contract W9124C-26-R-A005, a CIIP Intercom/PA and Video Surveillance Install project. The document addresses 54 questions raised by potential contractors regarding the Performance Work Statement (PWS) and solicitation requirements.

Key technical clarifications include: Section 5.2.5.1 regarding pull boxes has been removed; conduit is required for outdoor exposed cabling while CAT 6 cable may be open-air hung on J-hooks above ceilings; Section 5.2.5.3 regarding outlet boxes has been removed; and Section 5.2.5.4 restricts cabling from being routed through NIPR cable trays, though J-hooks may attach to cable tray bottoms. For fiber specifications, contractors must provide a minimum of 12 strands of Multimode (MMF) OM3 fiber with SC or LC connectors. Monitor specifications allow either 27" UHD 4K (3840 x 2160) or 32" DCI 4K (4096 x 2160) resolution. The facility is a newly constructed single-story building completed February 27, 2026, with 99,539 square feet of gross building area. Dropped ceilings exist in most areas except the open warehouse and storage rooms (105, 109, 114, 113, 139). Brand-name or equivalent equipment is acceptable provided all systems are integrated and compatible, with perpetual licenses required for all software components. Mass notification system integration is required to interrupt the PA system, and plenum-rated cabling is mandatory. The document clarifies that progress payments are not allowed and that updated drawings will be provided as amendments to the solicitation.

CIIP Intercom/PA and Video Surveillance Install

W9124C-26-R-A005 (Q&A)

1) Can you please review the PWS statements and questions:

5.2.5.1. Pull Boxes. Pull boxes shall be placed in conduit runs where a continuous conduit length exceeds 100 feet, or where there are more than two 90-degree bends. Pull boxes shall be placed in straight, aligned runs of conduit and not be used in lieu of a bend. Pull boxes shall be directly accessible. (It is unreasonable to assume access is available to each conduit box or conduit in the building with the building being in a fully enclosed constructed state. There is no reasonable way to determine length at this time without a fully compliant drawing indicating exact location of every box. Can you please remove this statement or provide an accurate drawing representing each box and distance between them?)

ANS: Remove 5.2.5.1

5.2.5.2. Conduits. Conduits in finished areas shall be concealed in ceilings and or walls.

Conduits are already installed. (It became evident that not all conduits are installed and that only CCTV conduits are in place for the most part. Can you please clarify if conduit will be needed for the outdoor camera under the overhang and if open air wire runs above ceiling will be acceptable to limit wire distance to the MDF/IDF comm rooms?)

ANS: Conduit is required for outside exposed cabling. For CAT 6 Cable it can be open air hung on J-hooks above the ceiling.

5.2.5.3. Outlet boxes. Mount boxes so that none occur back-to-back in walls. Access control boxes shall be mounted on the secure side of the doors in the secure space. (can you please clarify if access control is not required at this time?)

ANS: Remove 5.2.5.3

5.2.5.4. Restrictions. None of the cabling or special equipment under this contract shall be located in or routed through the NIPR TR's nor use of the NIPR cable trays or conduits as a pathway. ( It was made clear that the NIPR TR’s/MDF/IDF would be required to utilize existing workstation cabling and is the preferred secure area for the NVR. Can you please clarify this and clarify if the cabling specific to the NIPR is the only cabling not permitted to be used by the CCTV/Intercom?

Revise this paragraph:

5.2.5.4. Restrictions. None of the cabling or special equipment under this contract shall be located in or routed through NIPR cable trays as a pathway. J-hooks may be attached to the bottom of cable trays.

5.2.5.5. Penetrations. Seal penetrations through floors or fire walls to maintain the integrity of the fire and acoustic ratings of the walls and floors. (Can you please identify or provide the architectural plan indicating all firewalls and smoke barriers for which UL listed penetrations will be required?)

ANS Revise this paragraph:

5.2.5.5. Penetrations. Seal penetrations through floors and walls to maintain the integrity of the fire and acoustic ratings of the walls and floors.

2) If fiber is used it will need power at the media converter. Will you require a backup power source such as a UPS to ensure power stays on each converter to reduce camera outages?

ANS: IAW 5.2.3. The servers and all network components shall have a UPS battery backup system.

3) Considering this is an RFP not an IFB or RFQ and there is no brand name justification letter in place is it acceptable to modify brand names for more competitive brands that meets the intent of the solicitation and NDAA to maximize competition and price to the government?

ANS: Brand name or Equivalent are acceptable. Note that 5.2. requires that all systems installed shall be part of an integrated system where all items installed are compatible with overall systems. You must also indicate if any 3rd party software are used to make the systems compatible. All system license requirements must be perpetual licenses (do not expire).

4) Would the government like to have UPS backups for each switch to ensure uptime on the cameras and if so, is calculating the backup for 15 min acceptable?

ANS: IAW 5.2.3. The servers and all network components shall have a UPS battery backup system.

5)Will cabling options that exceed the standards written in the PWS be acceptable provided they are meet the needs of the system and are UL verified?

ANS: If the cabling meets or exceeds specifications outlined in paras 5.2.4. and 5.2.4.1.

6) Can you confirm if 15 min of standby power calculated for the server is acceptable or if you require a different standby power time?

ANS: Follow the guidance in Para 5.2.3.

7) In order to determine the exact drive storage size can you clarify the camera recording time you would prefer as the industry standard is typically 30 days continuous recording?

ANS: Follow the required size specified in 5.2.2.

8) Can you confirm if the workstations will require ups backup power and what duration?

ANS: There is no requirement for UPS for the workstations listed in Para 5.2.2.1

9) Can you provide the correct drawing for the audio systems or change the amounts listed on the PWS to match the drawings?

ANS: The updated drawings will be part of the amendments as the PWS has the correct quantities

10) Per the Revised PWS, Section 5.2.1 states quantities of each Intercom/PA devices that do not match the supplied Intercom-PA Plan.

Examples – 5.2.1 d) 38 Each: AXIS C1210-E (POE 6.5” coaxial dynamic cone speaker in sealed enclosure with built in microphone) brand name or equivalent network ceiling speakers shall be installed to support the PA system.

f) 13 Each: AXIS C1720 POE Network Display Speaker with AXIS TC1605 Ceiling Mount brand name or equivalent network display speakers shall be installed to support the paging system.

Drawing displays different quantities of these devices, can the government please advise?

ANS: The updated drawings will be part of the amendments as the PWS has the correct quantities

11) Per the Revised PWS, Section 5.2.3 states, “The network rooms are identified on the Special Systems Drawings and identified as TER1 thru TER 4” and in addition, Section 5.2.5.2 states, “Conduits.

Conduits in finished areas shall be concealed in ceilings and or walls.

Conduits are already installed”.

Will the government make available the complete set of Special Systems Drawings for this project to show the actual conduit plans (or conduit layouts) that are currently in place to verify distance limitations for all Video Surveillance and Intercom devices?

ANS: Electrical plans and special systems drawing shall be part of the amendments as the PWS has the correct quantities
