19. Section 3.1 of the Performance Work Statement (PWS), Task 1 – Project Management:
This section states, “The Project Manager will serve as the single point-of-contact for the
Contractor within ENRD for overall management of the contract as well as provide technical support to the Government for the Fort Huachuca Environmental Compliance Program for multiple media.” In addition, Section 3.1.1. of the PWS states, “ The Contractor shall assign an employee who shall be known as the Project Manager. This individual shall oversee the management of the entire contract, administer all instructions from the Government, and answer or obtain answers to all questions from the Government.”
Question: Is the Project Manager described in Sections 3.1 and 3.1.1 of the PWS the same person referenced as Program Manager under Technical Factor 1, Subfactor 1 which states, “Program
Manager will have demonstrated experience managing personnel and handling government contracts, interpreting requirements, managing varied complex projects from inception through completion, risk management planning, and working with Federal, Army, State and local laws and regulations relating to environmental services as defined in the PWS”?
