17. Item #1, Factor 1 - Technical under 52.212-2 EVALUATION--COMMERCIAL ITEMS

(OCT 2014) states: "Program Manager will have demonstrated experience managing personnel and handling government contracts, interpreting requirements, managing varied complex projects from inception through completion, risk management planning, and working with

Federal, Army, State and local laws and regulations relating to environmental services as defined in the PWS."

QUESTION: As stated above, does "Program Manager" refer to a corporate, back-office

Program Manager, OR does "Program Manager" refer to an onsite lead to be based on the installation?

Answer: Program Manager refers to the onsite manager who would be the Government's

POC for day-to-day management. These onsite managers are usually multi-tasked and filling another position in the contract.
