1. INTRODUCTION
The objective of this contract is to provide direct execution support for environmental compliance, conservation, and pollution prevention (P2) and related technical support to the Fort Huachuca ENRD on a firm fixed-price basis in accordance with the requirements set forth in this performance work statement (PWS).
The Fort Huachuca Environmental and Natural Resources Division (ENRD) is responsible for managing and executing environmental, natural resources, and cultural resources programs on Fort Huachuca, AZ. Execution and support of these environmental requirements will be provided by a combination of Department of Army Civilians (DACs) and contract resources.
The US Army Garrison (USAG) Fort Huachuca is part of the Installation Management Command (IMCOM).
Missions located at Fort Huachuca are associated with Command, Control, Communications, Computer, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR). C5ISR encompasses systems, procedures, and techniques used to collect and disseminate information. It includes intelligence collection and dissemination networks, command and control networks, and systems that provide the common operational/tactical picture. It also includes information assurance products and services, as well as communications standards that support the secure exchange of information by C5ISR systems. Under the C5ISR umbrella, systems exchange digital, voice, and video data to appropriate levels of command.
Key missions at Fort Huachuca are testing and evaluation of electronics, training of Unmanned Aerial System (UAS) operators and crews and Military Intelligence (MI) personnel, and development and protection of the Army computer network.
2. REQUIRED TASKS
The Contractor, as an independent Contractor and not as an agent of the Government, will provide professional on-site services support to fulfill the requirements set forth in this PWS. The Contractor shall furnish all labor and transportation to perform all work and services in accordance with the requirements of this Performance Work Statement (PWS).
No Government Furnished Property (GFP) will be provided with this contract. However, incidentals will include office cubicle, desk, filing cabinet(s), telephone, computer system, computer software needed to successfully complete the contract including GIS software and associated licenses, chair, copier, and office and field expendable supplies, provided by the Government and will be managed in accordance with Section 4.19 below. The Contractor will provide all necessary equipment and work vehicle(s) suitable for heavy off-road use (this includes high clearance capability, heavy duty off-road tires and requisite safety equipment), data collection, data documentation, and data management software and equipment commensurate to the tasks and subtasks to be performed by all on-site staff assigned to this contract. Contractor personnel shall not perform any inherently governmental, close to inherently governmental, or personal services under this contract.
Contractor personnel shall, at a minimum, be required to follow the government holiday schedule. The Contractor may allow other holidays at no additional expense to the government.
For this contract, the following tasks shall be included:

3. DETAILS OF PERFORMANCE
Duties performed in these tasks shall not begin prior to 6:00am and shall not end prior to 3:30pm but not later than 5:30pm, Monday – Friday, unless written pre-approval is granted by the COR. Contract staff are not authorized to work Alternate Work schedules. Wildlife biologists supporting any of the below listed tasks will be assigned the duty of answering calls on the ENRD wildlife cell phone, on a rotating weekly schedule. Wildlife cell phone calls are received 24/7. Physical response to wildlife calls will be required during normal business hours Monday – Friday (0600-1800hrs), and occasionally after normal business hours, or during weekends and holidays. During peak wildlife season, contractor staff supporting Task 6 may be required to adjust their work hours to provide full coverage for wildlife responses. The following tasks are proposed for this contract.
3.1. TASK 1 – PROJECT MANAGEMENT (PLANNING, PREPARATION AND SUBMITTAL OF
MONTHLY REPORTS AND INVOICES)
The Project Manager will serve as the single point-of-contact for the Contractor within ENRD for overall management of the contract as well as provide technical support to the Government for the Fort Huachuca Environmental Compliance Program for multiple media.
Tasks and subtasks include, but are not limited to:
3.1.1. Project Management Subtask
The Contractor shall assign an employee who shall be known as the Project Manager. This individual shall oversee the management of the entire contract, administer all instructions from the Government, and answer or obtain answers to all questions from the Government.
3.2. TASK 2 – MULTIMEDIA ENVIRONMENTAL PROGRAMS SUPPORT (WASTE
DETERMINATIONS AND PROCESS MAPPING) AND HAZARDOUS WASTE EMERGENCY
RESPONSE ACTION PLANNING SUPPORT
A minimum of a bachelor’s degree in engineering or one of the physical sciences is required, or any bachelor’s degree with 2-3 years of experience in Point of Generation and Process mapping determinations.
3.2.1. Multimedia Environmental Programs Process Mapping Support
The Contractor is responsible for supporting operations of multiple environmental compliance programs in accordance with all applicable EPA and Arizona Department of Environmental Quality (ADEQ) regulations and procedures. The Contractor shall document Operations, Processes, Activities, material inputs and waste outputs to support multiple environmental compliance programs. This task will include, but is not limited to, the following physical/technical activities and requirements:
Process Mapping: Perform site visits to facilities on installation to identify waste generators. Identify processes performed at each facility and resulting waste streams at the point of generation (POG). This involves visiting all satellite accumulation points (SAP) or central turn-in points (CTIP). There are approximately 200 POG.
Process Mapping: Using Visio software, create facility schematics that illustrate all processes performed.
Schematic shows materials being used and resulting waste streams. Estimate 5 processes/sites.
Process Mapping: Assign Waste Stream Identification Codes (up to 10 per process). Each waste stream discovered on installation is assigned a unique code for the waste tracking system. This code includes, a process code that identifies the activity, and a CAT ID that corresponds to the HAZMAT profiling system.
Waste Identification: Product Inventory and MSDS - Collect inventory of all products received at each facility that is designated as generator of waste. Some facilities provide a complete inventory of products which includes product National Stock Number (NSN) number. This inventory is used to collect MSDS on all products within facilities by using a MSDS search engine. Many facilities may not have such inventory on hand. When this occurs, each product and NSN must be recorded from the product containers themselves.
Maintain/update, as required, the operation, process, activity list.
Maintain spreadsheet/database tracking operations, process, activity, building number, and waste streams.
Produce a report documenting the operations, processes, activities, material inputs, waste outputs by location.
Assisting with ISR facility inspections.
Assisting the government safety manager with the safety program, including but not limited to on-site training, performing inspections, risk assessments, maintaining/updating safety bulletin board, accident reporting, and job hazard analyses.
3.2.2. Point of Generation Waste Determinations
The Contractor shall provide support for point of generation waste determination and track waste stream determinations by assigned waste stream identification codes. Pursuant to 40 CFR § 262.11, a person who generates a solid waste must determine if that waste is a hazardous waste. Waste determinations at the point of generation is also required by Arizona Administrative Code (A.A.C.) R18-8-262. Failure to have a waste determination is a violation of A.A.C. R18-8-270(B)(1) which is treatment, storage, or disposal of hazardous waste without a permit.
This task includes, but is not limited to:
Daily Performance of Point of Generation Waste Determinations to Implement SOP (developed in response to Notice of Violation issued by ADEQ in 2010) – deliverable identified at last bullet below.
POG Waste Determination: Generator Knowledge - determine whether a waste stream is hazardous using generator knowledge. This involves evaluating a waste stream by examining the process where it's generated and MSDS of the input materials. Each MSDS shows the ingredients and their respective concentrations within each product. Calculations are performed to convert ingredient concentrations from mass % to g/ml and volume %. Ingredients are determined hazardous by using 40 CFR.
POG Waste Determination: Sampling Analysis - when generator knowledge cannot be performed, lab analysis must be performed on the waste stream in question. Once the lab analysis is completed, results must be interpreted to determine whether waste is hazardous.
POG Waste Determination: Documentation - Each waste stream is documented. The document is comprised of a summary, general information, determination, and a table of calculations. Each individual waste stream is documented and certified. Date of certification is tracked as RCRA-C required recertification of waste streams on an annual basis (one-time deliverable for each waste stream).
Recertify waste streams on an annual basis, or as required due to process change (one-time deliverable for each waste stream).
Track and maintain POG waste determinations and identify linkage to POD waste determinations.
3.2.3. Emergency Response Action Planning
The Contractor shall prepare site-specific emergency response action plans (ERAP) for compliance points regulated under the Resource Conservation and Recovery Act (RCRA). Sites will include multiple locations within a fenced compound area. Tasks include, but are not limited to:
3.2.4. Site Visits and Data Collection
Site visits to obtain information to prepare the ERAP.
Geographic information system (GIS) map of the facility to include information to meet Clean Air Act
(CAA), Clean Water Act (CWA), Emergency Planning and Community Right To Know Act (ERCRA), and Resource Conservation and Recovery Act (RCRA) Requirements.
A list of all compliance points and their corresponding Global Positioning System (GPS) coordinates.
Compliance points include, but are not limited to: above ground storage tanks; underground storage tanks, emergency generators, parts washers; satellite accumulation points (SAPs); petroleum, oil and lubricants points (POL Points); Universal Waste accumulation points (UWAP) and hazardous material storage areas (EPCRA Requirements).
The actions taken by personnel in response to a fire, explosion, or unplanned sudden or non-sudden release.
A list of all emergency equipment at the facility and the location, physical description, and capabilities for each item on the list.
A current primacy based list of names, addresses, and telephone numbers (office and. home) of all persons qualified to act as emergency coordinator.
Current hazardous material inventory using government provided template.
Electronic copies of material safety data sheets (MSDS) or safety data sheets (SDS) for each material listed on the hazardous material.
Coordinate inventory with EPCRA program and data entry into the EPCRA database.
Update or re-write the ERAP should the chemicals of any process change.
3.2.5. Development of Collected Data and Compile into the ERAP Template
The Contractor shall prepare the ERAP using the ERAP Template. ERAPs are usually 10 pages in length and include the information collected in 3.2.4. The EPRA shall be developed following the procedure for development, update and maintenance of ERAPs. Specific tasks include, but are not limited to:
Compile data into template to produce the draft ERAP.
Coordinate review of document with spill response manager.
Incorporate comments and prepare final ERAP.
Track ERAP completion dates to determine update timeframes.
3.3. TASK 3 – DATABASE MANAGEMENT
A minimum of a bachelor’s degree in engineering or one of the physical sciences or other degree related to database management is required. Training that may be necessary dependent on requirements includes, but is not limited to IGI&S trainings, workshops and conferences.
3.3.1. Work Order Tracking Database Management
This task includes daily maintenance of work order tracking database, including entering and scanning all incoming and outgoing work orders (approximately 30 work orders are received per week) with a weekly submittal of work orders in progress on Friday of each week (weekly deliverable).
3.3.2. Environmental Database Management
This task will include, but is not limited to, the following physical/technical activities and requirements:
Weekly maintenance of the Environmental databases, including assisting all program managers with loading of data to the required modules (currently air (APIMS), greenhouse gas (APIMS), hazardous waste (ACCESS and HQAES), water quality (Enviance), and wastewater (Enviance), NEPA (ACCESS), EPCRA (ACCESS)) (weekly deliverable).
Annual modification of Environmental modules to conform to regulatory reporting requirements, especially those associated with revisions to regulations (one-time deliverable).
Modify, maintain, and/or redesign local cultural resource databases (Access) Possessing competency with Microsoft Access database development and usage, ArcGIS, and Joint DoD
SW GIS group meeting training.
3.3.3. Update and Maintenance of Required Geographic Information System (GIS) Layers
This task will include, but is not limited to:
Monthly maintenance of all required environmental GIS layers for DPW (monthly deliverable).
Collection and addition of geospatial data to environmental GIS layers at up to 20 locations per month to support all environmental programs (monthly deliverable).
Annual update all required environmental GIS layers for DPW especially those associated with revisions to regulations (annual deliverable).
Up to 10 hard copy maps or report maps developed in the GIS to support all environmental programs
(monthly deliverable).
3.4. TASK 4 – NATURAL RESOURCES PROGRAM SUPPORT
This position requires highly flexible work hours. Core hours for this task shall not begin prior to 6:00am and shall not end prior to 3:30pm but not later than 5:30pm, Monday – Friday, except when completing required field work, public outreach events, assigned as the on-call for human-wildlife conflicts, or as determined by the COR. During peak wildlife season, this position may be required to adjust their work hours to provide full coverage for wildlife responses. This position will be assigned the duty of answering calls on the ENRD wildlife cell phone on a rotating weekly schedule. Wildlife cell phone calls are received 24/7. Physical response to wildlife calls will be required during normal business hours Monday-Friday (6:00am -5:30pm) and occasionally after normal business hours or during weekends and holidays; a 30-minute response time is required for nuisance wildlife during any given 24-hour period.
The contractor shall provide a broad range of natural resources management support for the ENRD Natural Resources Management Program under the direction of the Government Threatened and Endangered Species (TES) Biologist. This support will be focused on TES species and Sikes Act related project work. This will include invasive flora and fauna management, game management, human-wildlife conflicts, habitat management, flora and fauna surveys (at all hours of the day or night any day of the week), field data analysis and management, Geographic Information System (GIS), technical report writing, and public outreach. Contract support functions shall be performed by a person(s) who has a Master’s degree or, at a minimum a Bachelor’s degree with at least 2 years’ experience conducting wildlife biology associated field work, project management, and professional quality report writing skills. Acceptable degree fields for this position include: conservation biology, wildlife biology, biology or other natural resource degree with well documented experience conducting wildlife biology field work for a minimum of 2 years and demonstrable technical report writing skills.
The contractor shall have at least 2 years demonstrable experience, skills, and expertise in biological field methods, including Global Positioning System (GPS) use; oral and written communication (including demonstrated experience in technical report writing); and computer data, word processing, and geospatial software, specifically the Microsoft Office suite (Word, Excel, PowerPoint, Access, Outlook), ArcGIS, and a willingness and skill in learning new programs that may be required in the fulfillment of this position. The contractor shall also have a working knowledge of relevant natural resource laws and regulations, This work requires highly flexible work hours and the ability to conduct work under physically strenuous and somewhat dangerous conditions (e.g. steep mountainous terrain, wildlife encounters, etc.). A flex schedule, compensatory time, or overtime is required to meet the regulatory survey requirements identified in this task.
Continuing medical monitoring is required for personnel that are applying/spraying herbicides. Contract employees supporting this task are required to have current rabies vaccinations. This task requires possessing competency and required training and certifications to conduct monitoring and surveys of candidate and TES species managed on the Fort. Training and certification requirements will be identified as they occur, but include at a minimum: ATV training, 4-Wheel Drive training, Ladder Safety. Wilderness First Responder or Wilderness First Aid Certification (as requested by the government), continual State Certification and License for Herbicide application, and competency in Excel or Access Software and ArcGIS.
3.4.1. Sub-Tasks
This task will include, but is not limited to, the following physical/technical activities and requirements:
Conduct strenuous and physically demanding field surveys (includes both during and well-outside of normal working hours).
Assisting the Government biologists in developing natural resource project reports. This will include technical report writing, data analysis, research, GIS analysis and map preparation, and GIS data layer update.
Assist with the management of human-wildlife conflicts (requires response within 30 minutes during any 24hr period, including weekends and holidays).
Monthly progress report of activities (Monthly deliverable).
Development and implementation of invasive species management plans.
Development and implement of invasive species management tracking systems.
Co-develop and manage the invasive species program.
Invasive Species Control & Noxious Weed Treatment Invasive species and noxious weed surveys.
Collaboration with other federal, state, local agencies and communities to assist government personnel in the development of volunteer opportunities for the management of invasives.
Physical removal of invasive plants and wildlife from unwanted areas.
Development of articles for the Fort Huachuca Facebook page and other media areas.
Provide public outreach/environmental awareness to installation personnel and surrounding communities
(requires occasional weekend work).
Assist with Fort Huachuca hunting program, as required.
Assist with management of wildlife habitat.
Assist with TES and other sensitive species surveys and habitat management Conduct various natural resource surveys (e.g., flora and fauna surveys).
Field data collection.
Analysis and reporting in support of other higher order requirements (e.g., BA/BO requirements for resource monitoring, project and restoration planning, and wildland fire).
Annual review and provide input for update to INRMP.
Rare plant surveys.
Perform lead role for natural resource surveys, when required.
3.5. TASK 5 – CULTURAL RESOURCES PROGRAM SUPPORT -- ARCHAEOLOGIST
Except when completing required field work, as determined by the COR, which requires highly flexible work hours, duties performed in this task shall not begin prior to 6:00am and shall not end prior to 3:30pm but not later than 5:30pm, Monday – Friday, unless written pre-approval is granted by the COR.
The contractor shall provide a broad range of cultural resources management support for the ENRD Cultural Resources Management Program under the direction of the Government Cultural Resources Manager (CRM). This support will be focused on the management of archaeological sites, traditional cultural properties, sacred sites, archaeological collections, and Native American relations. Contract support functions shall be performed by person(s) who has, at minimum, a Bachelor’s degree in Anthropology with a focus on Archaeology, and one year of technical report writing experience. The contractor shall have professional experience at Crew Chief or Field Director level, at minimum, and apply knowledge, expertise, and skills in: relevant historic preservation laws, regulations, and the Section 106 and 110 compliance process as they apply to undertakings and management of historic properties; archaeological field methods, including GPS use; oral and written communication (including demonstrated experience in professional compliance report writing); and computer data, word processing, and geospatial software, specifically the Microsoft Office suite (Word, Excel, PowerPoint, Access, Outlook), and ArcGIS.
Training or competency required for this task includes Section 106, OSHA 30-hour Construction Site, and ATV operator.
3.5.1. Archaeological Resource Identification, Evaluation, and Documentation
This task will include, but is not limited to, the following physical/technical activities and requirements:
Conducting archival research and fieldwork to inventory, evaluate, and document archaeological sites and isolated occurrences. This generally consists of small-scale pedestrian surveys; site and isolated documentation or assessment; archaeological monitoring, conducting site condition assessments, and occasional subsurface shovel testing or excavations.
Conducting archival research by locating and examining historical records, maps, and documents as required to assess previous research in the project area.
Preparing post-fieldwork documentation, including professional quality survey and assessment reports with project results and site evaluations; site forms; prehistoric and historic artifact analysis; photographic documentation; field records; and Arizona State Museum (ASM) project and site number registration forms.
Drafting correspondence for consultation with the State Historic Preservation Officer (SHPO) regarding determinations of effect and eligibility, to include the final report and appropriate SHPO, ASM, State of Arizona, and Installation forms.
Updating existing site databases and archive files to facilitate access to documentation on archaeological sites, traditional cultural properties, and sacred sites. This includes updating and maintaining archaeological site data, areas surveyed, and disturbed and “cleared” areas in the Fort Huachuca (FH) GIS system.
3.5.2. Cultural Resources Management – Project Review and Technical Advice
This task includes, but is not limited to, the following physical/technical activities and requirements:
Assisting in the review Army undertakings that may affect archaeological sites, and making recommendations to avoid or minimize adverse effects to historic properties (this includes Dig Permits;
Work Orders; NEPA RECs, EAs and EISs).
Attending planning meetings, design charrettes, and other coordination meetings, and completing site visits as needed.
Providing support in facilitating the implementation of projects and programs and consultation with installation and external organizations and proponents.
Assisting the Government CRM in project reviews, including developing determinations of eligibility and determinations of effect for archaeological sites in accordance with Section 106 and 36 CFR 800. This includes drafting correspondence to consult with the SHPO and Native American tribes regarding determinations of eligibility and effect.
Providing additional support activities including guidance and direction to Garrison staff, internal and external proponents, and others concerning historic preservation laws and appropriate compliance. The contractor shall document email and drop-in questions and discuss with the Government CRM for appropriate responses.
Monitoring and assessing archaeological sites during construction projects or being impacted by military or natural activities to ensure proper treatment and protection.
3.5.3. Cultural Resources Program Support
This task includes, but is not limited to, the following physical/technical activities and requirements:
Assisting in update of the Integrated Cultural Resources Management Plan (ICRMP) as it applies to archaeological sites, traditional cultural properties, sacred sites, collections management, and Native American relations.
Assisting completion of Army data calls, providing background data and research as needed.
Assisting in development of Scopes of Work (SOWs) for inventory, evaluation and mitigation projects.
Supporting and advising the Government CRM during execution of projects to include, but not limited to, providing access to historic property records and documentation archived at FH; participating in planning and review meetings; and reviewing and commenting on draft deliverables produced.
Attending Section 106 consultation meetings with consulting parties, installation personnel, and regulators on high profile undertakings; the contractor shall take notes and provide input and recommendations to the Government CRM.
Assisting the Government CRM in completing the backlog of cultural resources reports from past projects.
This will include technical report writing, data analysis, archival research, artifact analysis, map preparation, and GIS data layer update.
Ensuring all archaeological collections and associated records generated as the result of in-house archaeological investigations or contracted projects are documented, organized, and packaged for transport to ASM for final curation.
Developing materials for education, interpretation and outreach to promote historic preservation as a critical element in installation sustainability and quality-of-life. This includes preparing cultural resources displays, writing informational articles, and making presentations or leading tours of FH historic properties for public or professional audiences.
Supporting and advising the fostering of good relations and implementation of “trust responsibility” in Government liaison work with 11 federally-recognized Native American tribes. This includes preparing consultation correspondence required under NEPA, NHPA, and NAGPRA; attending annual consultation meetings; and facilitating access to traditional cultural properties and sacred sites.
Perform lead role for cultural resource surveys, when needed. This includes supporting the Site Steward Program at meetings and trainings.
Provide support to the architectural program as required.
3.6. TASK 6 – POLLUTION PREVENTION AND HAZARDOUS MATERIALS MANAGEMENT
PROGRAM SUPPORT
A minimum of a bachelor’s degree in engineering, physical science, environmental science, or biology is required.
3.6.1. Pollution Prevention Program Support
The Contractor shall provide Pollution Prevention (P2) Program Support at Fort Huachuca. Contractor shall oversee the implementation of P2 equipment and technology to reduce hazardous material (HM) usage and the generation of hazardous waste. Arizona Revised Statutes (A.R.S.) § 49-961 through 973 requires pollution prevention plan and implementation of the approved plan with annual progress reports submitted on 1 July. Typical tasks include, but are not limited to, the following physical/technical activities and requirements:
Build and maintain historic P2 administrative record. Locate historic plans and progress reports, scan, and build historic electronic P2 files; coordinate with ADEQ to schedule appointment to view official files and obtain copies for the fort’s files. Develop a summary of historic pollution prevention plan initiatives.
Review existing information, identify gaps and visit waste generating or EPCRA chemical reporting sites.
Develop baselines and trends for waste (23 years of waste reports) and materials (10 years of EPCRA
Reports).
Identify and develop spreadsheet of historic P2 goals, baselines, status and progress.
Identify P2 opportunities to reduce compliance burdens in the air, waste, and water programs.
Track progress toward established goals. Coordinate with goal owners to obtain baselines, progress and current status of goals.
Prepare/update P2 Plan. .Address deficiencies identified by ADEQ and update plan to meet requirements.
Prepare annual Pollution Prevention Progress Report and submit to ADEQ.
Prepare P2 training and awareness information for incorporation into the environmental training.
Possessing RCRA competency training (40 CFR 264.16, 40 CFR 265.16 and applicable Arizona
Administrative Codes) (initial and annual 8-hour refresher training), DOT Hazardous Materials Shipper training (49 CFR 173) (initial and refresher training), OSHA HAZWOPER training [29 CFR 1910.120(e)(3)(ii)] (24-hour initial and annual refresher training),, OSHA 30-Hour General Industry Training, P2/EMS courses, EESOH_MIS training, HMMP WENV 222 – Hazardous Materials Management Process Course, EPA and State of Arizona certified lead inspector certification and refresher.
3.6.2. Lead Paint Inspections and Assessments
The contractor shall provide Personnel to specifically do lead paint inspections and Assessments in residential buildings.
Must be EPA certified for Lead Paint in accordance with 40 CFR 745.226.
Must have both inspector and Risk Assessor Certifications.
Must be State Accredited and licensed.
Will be working with housing doing periodic inspections and assessments per DOD/DA Standards.
Once inspections and assessments are completed, the information will be provided on a form devised by DA and a complete report of that inspection shall be also incorporated.
3.6.3 Hazardous Materials Management Program Support
The contractor shall provide support in implementing a Hazardous Materials Management Program IAW DA PAM 710-7. The purpose of the HMMP is to integrate accountability for hazardous materials and reduce the acquisition, use, handling and disposal of HM and the generation of hazardous waste. Typical tasks include, but are not limited to:
Develop, coordinate and implement environmental portion of installation-wide HM accountability and tracking procedures designated to provide accurate, real-time data required for environmental reporting.
Attend HMMP committee (or equivalent) meetings and:
o Provide environmental input as appropriate, o Assist HMMP with establishing realistic, unit-specific and installation-level Authorized Use
Lists (AULs), o Review and approve requests for changes to the AUL in coordination with the safety and industrial hygiene offices, o Coordinate with the LRC and the safety and industrial hygiene offices to identify HM, authorized users, and levels of storage per location.
Upon appointment, act as alternate EESOH-MIS administrator for the installation.
Provide assistance and technical support to shops in implementing HMMP procedures.
Provide technical support to shop-level EESOH-MIS users as needed.
3.7. TASK 7 – CULTURAL RESOURCES PROGRAM SUPPORT – HISTORIC ARCHITECT
Except when completing required field work, as determined by the COR, which requires highly flexible work hours, duties performed in this task shall not begin prior to 6:00am and shall not end prior to 3:30pm but not later than 5:30pm, Monday – Friday, unless written pre-approval is granted by the COR.
The contractor shall provide a broad range of historic architectural management support for the ENRD Cultural Resources Management Program under the direction of the Government Cultural Resources Manager (CRM). This support will be focused on the management of historic buildings and historic districts. Contract support functions shall be performed by person(s) who has a master's degree (MA or MS) from an accredited college or university in archeology, anthropology, architectural history, art history, history, historic preservation, cultural geography or closely related field. Must meet the Secretary of the Interior’s qualification standards for Historic Preservation and/or Architectural Historian. The contractor shall have professional experience in the field of historic preservation, with demonstrated technical knowledge and expertise in the preservation of properties eligible for or listed on the National Register of Historic Places. This includes knowledge, expertise, and skills in: relevant historic preservation practices, laws, regulations, and the Section 106 and 110 compliance process as they apply to undertakings and management of historic properties, especially the Secretary of Interior’s Standards for the Treatment of Historic Properties (Standards) and their application to historic districts and individual properties; oral and written communication (including demonstrated experience in professional compliance report writing); and computer data, word processing, and geospatial software, specifically the Microsoft Office suite (Word, Excel, PowerPoint, Access, Outlook), and ArcGIS. Contractor must have at least one year of demonstrated technical report writing.
Training or competency required for this task includes Section 106 and OSHA 30-hour Construction Site.
