For Evaluation Factor 1, Subfactor 1 states the Project Manager will have demonstrated experience managing personnel and handling government contracts, etc., but Subfactors 2 to 6 are non-specific as to who should have the demonstrated experience. Is it the Government's intention that subfactors 2 to 6 be demonstrated experience for the Project Manager or the
Offerer?
Answer: Technical Factor 1 is specific to the Program Manager, but Technical Factors 2-6 apply to the Contractor in general, who must have personnel on the contract who meet those criteria.
