Questions and Answers #4 W91248-17-Q-A0001

Question 1 - Attachment 11, Estimated Workload Quantities are unbalanced with each option year and would be very difficult for the contractor to provide the government with fair pricing per unit. Can the government establish equal quantities per option year to balance out unit pricing as the estimated workload for each option year is not guaranteed? This will enable the contractor to establish fair pricing per option year. For example, cost to demolish concrete/masonry structures at 4,000,000 CF would differ from 1,200,000 CF. High quantities = lower cost per unit vs. lower quantities = higher cost per unit.

Answer 1 – Quantities listed represent what is estimated to be awarded each year

– no change in bid scheduled will be done. The workload quantities are heavily burdened in the initial years to account for the hospital and several barracks (“hammerheads”) that are to be demolished. Once all the barracks are demolished in the initial years of the contract, demolition will only have smaller structures to remove.

Question 2 – We request for quantities from Attachment 11, Estimated Workload to be incorporated to Attachment 4, Pricing Schedule to avoid any confusion.

Answer 2 – Refer to answer 13 below.

Question 3 - Is there a limit on the markup? We have a well-known Demolition company to perform the work as our Sub. However, we need to know the markup range?

Answer 3 – This requirement is subject to the limitations outlined in FAR 52.219- 14, Limitations on Subcontracting.

Question 4 - I know the HVAC units will have to be removed. Will it be the contractor’s responsibility to remove and dispose of the Freon in the units or will this be done prior to demolition?

Answer 4 – Any HVAC units that have refrigerant remaining will be the contractor’s responsibility to recover properly and turn into the PPOC yard at 1st and Wickham.

Question 5 – Can we get specifics on the fencing requirements for each building demolition? We need clarification if temporary chain link construction fencing can be used or if plastic mesh material can be used as fencing. Also if there is a height requirement on this item. From what I have read there is a 4 foot height minimum, is this sufficient for this project or does it need to be higher?

Answer 5 – Any demolition that will be in the vicinity of housing areas, recreational/sports fields, and schools will need to have secured 6’ tall construction fencing around the projects. Demolition projects that may impede the flow of foot traffic on sidewalks will require construction fencing. Isolated buildings may be fenced with orange fencing.

Question 6 - It would be a great burden and not be cost effective or efficient to have to load and haul multiple pieces of equipment on a daily basis, before and after work is to begin. Can the excavation and demolition equipment be left overnight, within the fenced in area, as long as work is actively ongoing.

Question 7 - It is my understanding that a SWPPP will need to be required for each building site, is that correct. Does someone, on site at all times, need to be Level 2 EPSC certified, or will the civil engineer that apples for the SWPPP be sufficient?

Answer 7 – A SWPPP will only need to be completed for sites that are larger than 1 acre. The DPW ENG will prepare the SWPPP and provide it at the pre-work. The Contractor will have to abide by the SWPPP to ensure debris does not flow off-site with storm water.

Question 8 - From my understanding of talking with TN and KY Air Quality Control personnel, The NESHAP permit is only to notify the appropriate authorities that demolition will be on going and that if asbestos is identified onsite another contractor will be called in to remove at no cost to this contract. Is that correct?

Answer 8 – There will be a separate asbestos removal contract. If the demolition crew identifies, or suspects, the presence of additional asbestos, DPW will notify the asbestos contractor to remove it.

Question 9 - Will electronic bid packages be accepted or do they need to be hard copies mailed to the contracting officer?

Answer 9 – Yes, per Section L, Instructions to offerors, paragraph 1, General Information. Email them to SSG Kennison, patrick.v.kennison.mil@mail.mil and CC Brad Davis, Bradford.a.davis.civ@mail.mil

Question 10 – Is there a specific container size, shape, and material for the PCB ballast that are to be removed, and will that container be provided?

Answer 10 – The containers will be provided by the DPW PPOC office.

Coordinate thru the COR for containers.

Question 11 - Will all utilities be disconnected and killed from the building prior to demolition or will the contractor have to make sure the utilities are terminated at the street?

Answer 11 – Power, potable water, sewer (waste water), gas, communications should be removed prior to taking possession but the contractor shall perform due diligence and make sure they have been disconnected prior to work beginning. If still active notify the COR. Dual temperature piping may be removed as part of a delivery order if applicable.

Question 12 - On page 40 of the Performance Work Statement it says that all brick, masonry, concrete shall go to the Woodlawn Landfill. Are we to go by Appendix K of the Ft. Campbell Design Guide which states that the contractor will be required to perform on-site grinding of one hundred percent (100%) of any concrete, asphalt and masonry materials generated at any project that produces greater than twenty (20) cubic yards of concrete?

Answer 12 – On-site grinding is not included as part of this contract. The reference is to MILCON construction only

Question 13 - Pricing Schedule- Are all the quantities one (1)?

Answer 13 – The purpose for the pricing schedule is to generate a unit price for each item number for each year of the contract. The summary portion (First Tab) of the pricing schedule will be your cumulative price for each year and the entire contract. You will use your unit price from the pricing schedule and the estimated quantities listed in attachment 11 (Estimated Yearly Workload) to generate your cumulative prices

Question 14 - Line Item 0014 on Bid Schedule says it excludes hauling. What is to be done with the material once it is demolished and removed?

Answer 14 – This is a typo – hauling is to be included

Question 15 – Are we required to submit Section B - Supplies or Services and Prices with Volume II - Price?

Answer 15 – Yes, please provide Section B with Volume II.

Question 16 - Page 101 of 105 states that each volume shall be submitted as a separate electronic file and that all files should be provided in their native format. This means that Volume III would require two separate files (a Table of Contents in MS Word and a separate PDF of the solicitation documents). Would the government consider allowing us to submit each Volume as a separate PDF file, rather than individual files (in their native formats) for the same volume?

Answer 16 – PDF’s are acceptable for submissions.

Question 17 - Do you anticipate any changes in the quantities listed in the bid year package after award? If so, please elaborate.

Answer 17 – All quantities are estimated to the best of our abilities and are subject to change without notice

Question 18 - Is water available to load water truck on a daily or as needed basis, is there any charge to the contractor?

Answer 18 – Contractors shall coordinate with CH2MHILL for use of Fire Hydrants or they may utilize fill point on the installation for water. One such fill point is located on Screaming Eagle approximately 1 mile from Wickham Ave.

Question 19 - Would it be possible to know the final contract amount for what this project was awarded last time it was offered?

Answer 19 – This is a newly defined requirement with no historical information.

Question 20 – Please confirm that no bonding is required for this contract.

Answer 20 – Please see question and answer number 9 on W91248-17-Q-A001 QA_3 amendment.

Question 21 - Page 100 of the solicitation PDF states that “the offeror’s quote shall be submitted electronically by the date and time for receipt of offers indicated in the solicitation.” Please confirm that proposals are to be submitted electronically to patric.v.kennison.mil@mail.mil < Caution-mailto:patric.v.kennison.mil@mail.mil > . If additional POCs are to receive email submittal of the proposal, please advise.

Question 22- Questions and answers were released on FBO as Amendment 1 (29 June 2017) and Amendment 2 (06 July 2017); are these to be acknowledged as Amendments? If so, since no SF30 or other signature page was provided with these documents, please clarify in what form the offeror is to acknowledge them.

Answer 22 – Yes, they are considered amendments. Sign each amendment and include it in Volume III, solicitation documents.

Question 23 – I see estimated quantities in attachment 11, I'm inquiring estimated annual pricing projections please?

Answer 23 – Offerors are responsible for developing pricing submitted in response to this solicitation.

Question 24- Height of the structures can vary the price of demolition and dismantling significantly. Please advise as to what structure height we should assume for the purposes of completing the bid worksheet. If height will vary, can we provide a variable rate that will be applied per level of a multi-story structure?

Answer 24 – Offerors may provide multiple offers as outlined in FAR 52.212-1(e).

FAR 52.212-1(h) provides instructions regarding an offeror qualifying submissions.

Question 25 – By what means were the estimates calculated on the Excel sheet labeled attachment 11, estimated yearly workload?

Answer 25 – Estimates are based upon known facilities planned for demolition.

Question 26- Can a minimum square footage or structure size be provided by the contractor in their bid response? Alternatively, can a mobilization fee be included within the CLIN and/or Excel worksheet?

Answer 26 – Offerors may provide multiple offers as outlined in FAR 52.212-1(e).

FAR 52.212-1(h) provides instructions regarding an offeror qualifying submissions. All mobilization and demobilization should be incorporated in line item costs.
