Questions #3 W91248-17-Q-A001
Question 1a – Is contractor expected to perform work at multiple sites at the same time or can contractor finish one job then move to the next assigned job?
Answer 1a – The Contractor may one BLDG or set of BLDGs at a time.
Question 1b – This has a big influence on how much heavy equipment is needed. Proposed work load the first year is by far the largest year. It is going to add to cost to perform this amount and then have a significant drop off each following year. Has there been any discussion as to a more even work load each year?
Answer 1b – The estimated yearly workload in Attachment 11 is based upon a number of factors and will not be changed at this time.
Question 2 – If hazard waste is found, other than PCB related materials, is there a cost to contractor for disposal on base?
Answer 2 – No charge for disposal of Ft Campbell generated waste.
Question 3 – Is fill dirt loaded on contractor's truck at borrow pit or is contractor responsible to load their trucks?
Answer 3 – Contractor has to load his own fill dirt. There are no DPW mechanical assets in the
Borrow Pit.
Question 4 – Any gross weight restrictions on trucks for on base travel?
Answer 4 – All bridges on post have Load Ratings posted. Typical dump truck loads do not exceed bridge load carrying capacity. Larger loads will need to be coordinated for the specific routes of travel.
Question 5 – Can routine equipment engine oil changes be done on base or does equipment have to be removed from base?
Answer 5 – Routine maintenance and servicing can be completed on site for towed equipment
(i.e. excavators). Dump trucks and similar vehicles should be serviced off-post.
Question 6 – Please explain part 4.4.1.B on page 34, how does contractor obtain permission to keep equipment on site, is this going to be a potential issue?
Answer 6 – Equipment can be parked at demolition sites with approved construction fencing. If there is no fencing, it is expected that the Contractor remove all vehicles, trailers and equipment from the installation at the end of each workday. In limited circumstances, the Contracting
Officer may approve equipment to be left on site without construction fencing. In this case, the
Contractor is to submit to the Contracting Officer in writing listing specific equipment and the time period for equipment to be left on site.
Question 7 – If there is a short delay (say one week) between jobs, can equipment be parked somewhere on base or does it have to be removed from base?
Answer 7 – Intent is for large task orders with multiple buildings. Equipment can be parked at demolition sites with approved construction fencing. Once the task order is complete, the equipment will need to be relocated off-post pending follow-on task orders.
Question 8 – I follow your calculations except footing calculations on barracks (demolition service contract FE104085J Barracks Set 4) 7x6"2'x6"2'x4 = 1062 CF, could you please explain?
I thought there would be a footer under all of the building regardless of basement or no basement.

Question 9 – Am I correct in thinking there are no bonding requirements?
Answer 9 – That is correct.
