Miscellaneous text in this section has been modified to:
Replace paragraph (b) with the following instructions:
1. GENERAL. These proposal instructions are designed to provide general guidance for preparing responses as well as providing specific instructions on response organization, format, content and evaluation under FAR Part 15. Offeror should include all documents and information in accordance with the instructions herein. Noncompliance with the solicitation requirements may hamper the
Government's ability to properly evaluate the proposal and may result in elimination of the proposal from further consideration for contract award. Offerors are cautioned to follow the instructions carefully and shall present their best technical proposals and prices in their initial proposal submission, as it is the Government's intent to make an award based on initial proposals received without discussions. However, should discussions become necessary, the Government reserves the right to communicate fairly and equally with contractors by entering into exchanges or discussions.
2. The submission of the documentation specified below and any amendments shall constitute the Offeror's acceptance of the terms and conditions of the solicitation, concurrence with the PWS, and contract type. If an Offeror believes that the requirements in these instructions contain an error, an ambiguity, omission, or otherwise deemed unsound, the Offeror shall immediately notify the KO in writing with supporting rationale prior to the proposal due date.
3. All required proposal documents are due by T accompanied by a 12 June 2026, 3:00PM ES signed and dated copy of block 8 of the SF 1449. Responses shall be submitted prior to the closing date and time identified above electronically to Sarah K Jacques, contract specialist, at Sarah.k.jacques.civ@army.mil and Casey N. Cambrin, Contracting Officer, at casey.n.cambrin.

d. A statement that the offer is submitted in response to Solicitation W91247-26-R-A010
e. Additionally, the Offeror shall acknowledge receipt of any amendments issued to the solicitation.
5. Response Organization and Format: The response shall be organized into three (3) separate Volumes. The Volumes are: Volume I (Mission Capability), Volume II (Price) and Volume III (Past Performance). Solicitation response must comply with the page limitations and format specified for each volume. Page limitations and specific information required for each volume are as follows
Vol um e

No limit
III Past Perfor mance
MS Word or Searchable PDF 10 pages
5.1. Page Limitation: The proposal shall not exceed the page limits stated above. Page limit includes all appendices, charts, graphs, diagrams, tables, photographs, drawings, etc. Page Limit does not include covers for volumes, tables of contents, glossary of abbreviations and acronyms, indices, title pages, cross reference indices, and section dividers/tables if they are inserted solely to provide ease to the reader in locating parts/sections of the proposal. Pages marked "This page intentionally left blank" will not be counted. Pages will be counted if they contain any other information, i.e., diagrams, extraneous data, etc.
5.2. What Constitutes a Page? A page shall be an 8 1/2X 11" digital format. The Offeror shall number each page in order to eliminate any confusion. In the event the Offeror creates an ambiguity in their numbering of pages, the Government may exercise its own discretion in counting pages. If the page limits are exceeded, the pages in excess of the limit shall be removed and will not be considered for evaluations. The Government will not accept any changes to the Offerors proposal after the closing date of the solicitation. If discussions become necessary, page limitations may be placed on responses to Evaluation Notices (ENs) to the Offerors.

Page numbering must be sequential throughout the entire document, and new chapters/sections do not restart the page numbering.
6. SOLICITATION REPSONSE CONTENT.
6.1. Volume I - Mission Capability:
6.1.1. General. Offeror shall submit a proposal that is self-sufficient and responds directly to the requirements of the solicitation. The proposal should be clear, concise, and include adequate detail for effective evaluation. The Offeror should address, as specifically as possible, the actual methodology used for accomplishing the PWS tasks. The proposal should not simply rephrase or restate the Government's requirements, but rather should provide convincing rational to address how the Offeror intends to meet these requirements. Statements that the Offeror understands, can, or will comply with the PWS (including referenced publications, technical, data, etc.); statements paraphrasing the PWS or parts thereof (including referenced publications, technical data, etc.);
and phrases such as "standard procedures will be employed" or "well known techniques will be used," etc., will be considered unacceptable and may be grounds to eliminate the proposal from further consideration for contract award.
6.1.2. Offerors should assume that the Government has no prior knowledge of their experience, and that it will base its evaluation on the information presented in the Offeror's proposal. The proposal should contain sufficient information to enable the Government to fully evaluate and determine the Offeror's capability to comply with the requirements identified in the solicitation.
6.1.3. Mission Capability Content: Volume I consist of three (3) subfactors. Subfactor 1a Phase-In Approach; Subfactor 1b Management Approach; and Subfactor 1c Staffing Approach. Volume I shall not include pricing information. The Mission Capability (Volume I) response should provide a sound and feasible approach that addresses all applicable requirements of the solicitation, PWS and the associated attachments. It shall also include the following:
a. Phase-In Approach: The Offeror shall provide a plan to affect a smooth and orderly transfer of contract responsibility IAW PWS Part 1.21.1. The thirty (30) calendar day Phase-In Plan shall include a chart/timeline of events that discusses who will manage the phase-in and what procedures will be used to assume full operational control without break or degradation of critical service, by the start date of reaching Full Operational Capacity (FOC).
b. Management Approach: The Offeror shall address the methodology for planning, organizing, directing, and controlling its staff in performance of the tasks identified in the PWS, and associated attachments. It shall also include the following:
i. The Offeror shall provide an organizational chart which identifies the management structure of the proposed management Team. The offeror shall identify all members of their team compliment (key personnel and any utilization of subcontractors).

iii. The Offeror shall demonstrate how they will minimize personnel turnover, recruit and retain qualified and experienced personnel, and cover office operations during employee absences.

v. Contingency Plan for Mission -Essential Contractor. The Contractor shall develop a plan in accordance with DFARS 252.237-7024 that addresses the following:
i. Identify provisions made for the acquisition of essential personnel and resources, if necessary, for continuity of operations for up to 30 days or until normal operations can be met.
ii. Challenges associated with maintaining essential contractor services during an extended event, such as a pandemic that occurs in repeated waves;
(i)The time lapse associated with the initiation of the acquisition of essential personnel and resources and their actual availability on site;
(ii) The components, processes, and requirements for the identification, training, and preparedness of personnel who are capable of relocating to alternate facilities or performing work from home;
(iii) Any established alert and notification procedures for mobilizing identified "essential contractor service" personnel; and
(iv) The approach for communicating expectations to contractor employees regarding their roles and responsibilities during a crisis.
c. Staffing Approach. The Government will evaluate the Offeror's staffing approach on an acceptable or unacceptable basis. To be rated acceptable, the Offeror must submit an Un-priced Staffing Matrix that clearly demonstrates how the proposed staffing plan will meet all performance requirements and hours of operation identified in TE3 for each location. The staffing plan must show that the Offeror's proposed labor categories, qualifications, labor hours, and coverage methods are sufficient to perform the DEERS services, including how the Offeror will maintain performance during absences such as leave, training or illness. A proposal will be rated unacceptable if the staffing plan fails to show how the Offeror will maintain continuous performance in accordance with the PWS.
6.2. Price (Volume II):
6.2.1. The price submission should be clearly marked "Volume II, Price, W91247-26-R-A010 Failure to follow the below preparation instructions may cause your response to be deemed unacceptable by the Government. All final monetary extensions will be represented in two decimal positions only, (example: $0.27 not $0.27434).
6.2.2. For the purpose of price evaluation, offerors shall include the following: 1) Pricing Schedule (Attachment 2) and 2) Priced Staffing Matrix -in contractor's own format submitted in MS Excel, detailing the effective loaded labor rates and any associated escalation for all positions proposed under this contract. CLIN prices cannot be left blank. If the Offeror does not intend to charge for a specific CLIN, indicate such by entering "NSP" (not separately priced) in the extended price of the CLIN. As part of price evaluation, the government will evaluate its option to extend services IAW FAR Clause 52.217-8 by adding one half of the offeror's final option period price to the offeror's total price. Offerors should not enter a price for that six-month period.
Pricing Schedule - See Attachment 2. All proposed prices should be complete accurate. Electronic versions of the price proposal shall be submitted in MS Office Excel format ONLY, as an unprotected/unlocked copy. If the pricing proposal requires a narrative, it shall be submitted in PDF or Word Format. it is the Offerors responsibility to ensure that all formulas and calculations are correct. The Pricing Schedule shall include the FFP proposed for the following:
(i) CLINs 0001, 0002,1001, and 2001: DEERS Support Services shall be priced by contract period IAW the PWS by inputting unit/monthly price and extended total for each CLIN.
(ii) CLINS 0004, 1003, and 2003: Service Contract Reporting Initiative: As part of its proposal, the Offeror will provide the estimated total cost (if any) incurred to comply with the Service Contract Reporting (SCR) requirement. Offeror will determine, in the Schedule CLINs, to price or not separately-price the SCR requirement. CLINs shall be the CLINs under which the Contractor shall bill for all costs associated with the SCR requirement
(iii) CLINS 0003, 1002, and 2002 Travel: The Offeror shall identify any Indirect Rates (G&A, Overhead, Material Handling, etc.) that will be applied to Travel. This rate is a cap that will be applied to travel invoices, approved by the COR for that period. The Offeror shall provide a list of each indirect rate to be applied; address whether the rate will be applied to travel and provide the value of the rate to be applied. The Offeror shall then apply the Indirect Rates to the Not to Exceed (NTE) values provided by the Government for Travel. The resulting total value will represent the fully burdened total amount cost for Travel. This calculation will be used for evaluation purposes only and will not impact the Travel NTE amounts provided by the Government in the awarded contract. The NTE amounts provided by the Government for Travel (will incorporate any indirect rates) will be the cap that is incorporated into the contract at award. The Offeror shall provide the indirect rate % and the burdened travel total amount as required in the Pricing Schedule - Attachment 2. If no separate price for travel indirect rate, insert either 0% or "NSP" into indirect rate column and insert the travel total as the Government Plug Figure.
CLIN Descriptio n
Plug Figure
Indirect Rate % Fully Burdened Travel Total
0003 Travel $25,000.00 % $
1002 Travel $25,000.00 % $
2002 Travel $25,000.00 % $
6.2.3. The Government will evaluate responses strictly IAW the solicitation and will not assume that performance will include areas not specified in the Offeror's proposal. The Government reserves the right to reject a response upon initial submission and to no consider it for contract award if required data is absent or the data received conveys a misunderstanding of the requirement. The Government intends to award without discussions. Therefore, each initial response should contain the offeror's best terms from a cost and technical standpoint. If revised responses are requested; they will be evaluated against the same criteria as were the initial responses.
6.3. Volume III - Factor 3 - Past Performance. The Offeror must provide documentation for a minimum of three (3) years relevant work experience in awarded Government or commercial contracts that are the same or similar nature of work, size, magnitude, complexity and scope.
Relevancy is defined as contracts that are most similar to this overall effort. Some of the factors in determining relevancy include: diversity of required expertise, scope of PWS, magnitude, project complexity, business management and control processes and contract type(s).
