About this file

This is a Questions and Answers document addressing clarifications to Solicitation W91247-26-R-A010 for USARC DEERS Support Services. The Q&A provides 67 responses to offeror inquiries submitted through May 22, 2026, and clarifies requirements contained in the Performance Work Statement, Technical Exhibits, and pricing schedules without modifying the solicitation's terms and conditions.

Key clarifications include: the solicitation deadline was extended to June 12, 2026, at 10:00 AM EST; the requirement covers 33 locations (not 32) with administrative oversight at Fort Bragg, NC and USARC Army Project Office at Fort Knox, KY; all personnel must certify as Site Security Managers and Verifying Officials unless otherwise specified; the Project Manager may be dual-hatted as SSM for Fort Bragg with Government provision of 1-2 additional SSMs; replacement timelines for terminated personnel will be applied reasonably when delays result from Government-dependent actions such as CAC issuance or background investigations; travel is authorized only for PM/Regional Manager site visits at a not-to-exceed amount of $25,000 per contract period; the base contract period runs from August 6, 2026, through July 5, 2027, with two one-year option periods preceded by a 30-day phase-in; offerors must propose appropriate labor categories and hours per FTE necessary to meet 90% or higher on-site utilization requirements; past performance documentation must demonstrate a minimum of three years of relevant work experience; subcontractor past performance may be submitted and evaluated; and the incumbent contractor is Rapier Solutions Inc. under Contract W91247-25-C-A017. The document confirms that Government will provide all equipment, RAPIDS/DEERS system access, facility security, and printer access for customer handouts, while the contractor bears responsibility for proposing compliant staffing solutions and labor rates consistent with Service Contract Act wage determinations.

The Verifying Official (VO) and Site Security Manager (SSM) are the position titles identified in the PWS. Historically, these positions have aligned to the Personnel Assistant II labor category. The Offeror shall propose the appropriate labor categories that align with their staffing solution.
7.
Can the Government confirm in the Salary Rate column it is looking for the direct labor rate?

9.
The PWS states that USARC operates thirty-two (32) ICOs and requires staffing at thirty-two (32) locations; however, Technical Exhibits 3 and 4 appear to list thirty-three (33) site entries, including Site 33, USARC DEERS Army Project Office (APO), Fort Knox, KY, and the Mission Capability evaluation references management and oversight at 33 locations.

Please confirm the correct number of required performance locations and whether Site 33/Fort Knox is included in the required staffing, management, and pricing approach Government Confirms there are 33 locations for this requirement. Reference revised PWS for changes.

The PWS requires at least one Site Security Manager (SSM) at each location, states that all personnel are Verifying Officials (VOs), and states that the PM/APM can be dual-hatted as SSMs.

Please confirm whether the Fort Bragg PM and/or APM may count toward the SSM requirement for the Fort Bragg ICO.

Please confirm whether each site, including part-time/0.5 FTE locations, must have a separate designated SSM in Security Online?

Please confirm whether on the PM and APM can be an SSM or at sites with one personnel 0.5 or 1 FTE) do they too serve in all cases as the SSM and VO?

Please refer to the updated PWS for recent changes. The Alternate Project Manager (APM) position has been replaced with the Regional Manager (RM), which functions as a Verifying Official (VO) position.

Yes, the Project Manager (PM) may be dual‑hatted as the SSM for the Fort Bragg ICO. In addition, the Government will provide 1–2 personnel to fulfill the SSM requirement at that location.

Regarding part‑time or 0.5 FTE sites: For locations staffed with part‑time personnel (0.5 FTE) or a single full‑time individual. The PM/RM can be dual hatted as SSM only for their location. All full time and part time locations will certify as SSMs for their designated site locations. If staff are available, the government may be able to provide personnel to certify as SSM for support.

Each site must have an SSM designated in Security Online. All VOs are considered SSMs unless otherwise specified in the PWS.

11.
During a local or national emergency, administrative closure, pandemic, utility outage, or similar event, will the Government designate alternate Government-controlled facilities for continued ICO operations when the primary site is unavailable? If yes, please clarify whether offerors should assume RAPIDS/DEERS equipment, network access, card stock control, physical security, and SSM/VO permissions will be made available at those alternate facilities by the Government
If available, the Government may provide alternate facilities for continued ICO operations when the primary site is unavailable.

If operations are temporarily relocated to an alternate facility, the Government will ensure that SSMs and VOs have access to the required RAPIDS/DEERS equipment, network connectivity, card stock control, physical security measures, and all necessary SSM/VO permissions at that location.

12.
PWS 1.13 states that the Contractor is not permitted to telework/work from home, while the Mission-Essential Contractor Services Plan requirement asks offerors to address personnel capable of relocating to alternate facilities or performing work from home during an extended event.

Please confirm that any work-from-home planning should be limited to Government-authorized administrative, management, coordination, reporting, and employee accountability activities, and that DEERS/RAPIDS production work, CAC/USID issuance, card stock handling, and PII-sensitive processing must occur only at authorized Government facilities/systems unless otherwise directed by the Government.

Reference PWS para 1.13. Place of Performance and response to question #11.

With all sites having to be operational as specified in TE 3, does the Government allow the contractor to have fully qualified replacement personnel through CAC and training as back up personnel or can times be made up if a site had to be closed?

While a replacement is being hired, if no backup is immediately available, the PM may coordinate with the COR to approve a temporary site closure. Alternatively, the PM may approve utilizing personnel from a site with 2 FTEs as temporary backup coverage.

17.
The proposal instructions require offerors to describe how personnel will possess and maintain RAPIDS certifications required by Technical Exhibit 6, while the evaluation language references RAPIDS certifications required by Technical Exhibit 5.

Please confirm that Technical Exhibit 6 is the controlling exhibit for RAPIDS certification/training requirements and whether the evaluation reference to Technical Exhibit 5 should be corrected.

The RAPIDS Training Certification is provided at Technical Exhibit 6. See solicitation for changes.

18.
For the Mission-Essential Contractor Services Plan, should offerors assume continuity of operations at full site hours and full FTE levels for up to 30 days, or may offerors propose a prioritized/tiered continuity approach based on Government site status, customer demand, public health restrictions, RAPIDS/DEERS system availability, and Government direction during the crisis?

To achieve this, offerors will need to propose at least 2,000 billable hours (2,080 hours - 80 PTO hours offsite) per FTE as opposed to 1,920 hours. Can the Government please consider revising the pricing spreadsheet to show 2,000 hrs to be consistent with this requirement to ensure all expected hours are priced?, otherwise bids with LOE stated below the coverage requirement would be anticipated
Offerors are responsible for proposing the appropriate level of effort to meet the performance requirements identified in the PWS. Offerors should propose the number of hours per FTE necessary to satisfy these requirements, consistent with their staffing approach and any applicable leave or PTO assumptions.
25
Technical_Exhibit_1: Page 4 provides a definition of when a vacancy is considered filled. The last sentence states "Onboarding is completed once a Contractor is eligible for a CAC issuance." Solicitation 6.3: Past Performance requirements states "...must provide documentation for a minimum of three (3) years relevant work experience...". This requirement appears to be overly restrictive and advantageous to the incumbent contractor. Offerors providing the same or similar work for a period of 1-2 years would be unable to reference this relevant work in light of this restrictive requirement.
The requirement in in the solicitation for Past Performance for offerors to provide documentation demonstrating a minimum of three (3) years of relevant work experience is intentional and not considered unduly restrictive. The Government may establish recency and relevance thresholds to ensure offerors have demonstrated experience performing work of similar size, scope and complexity.
28
Attachment 1_PWS: Paragraph 1.4 states "the contractor to have at least one (1) individual that is considered the SSM at each of the thirty-two (32) locations..." Correct italic and bold are permissible throughout, however should not be used for the entirety of the proposal submission. The submission should be ariel 12 font.

36
Can the Government please confirm whether the correct PWS reference in Section 6.1.3(a) should be PWS paragraph 1.26.1 (Phase-In/Phase-Out Periods) rather than PWS Part 1.21.1 (Contractor Travel Requirements)?

All answers will be released to all offerors through the same public posting to maintain equal access to information.
43
Can the government please confirm that all settings within the government's PDF Reader will not automatically create links from URLs? Adobe Acrobat and Reader are programmed with default settings with “Preferences” to convert non-hyperlinked text, such as emails and links, into hyperlinks.
