Technical Exhibit 1 Performance Requirements Summary

Threshold Incentive/Disincentive

PWS 1.6.6.1.1. The contractor shall ensure that all employees working on this contract has a favorably adjudicated

NACI.

Failure to meet this metric will result in a less than Satisfactory CPAR Report.

PWS 1.6.8.1.3 Contract service providers shall be able to read, write, speak, and understand the English language.

At a minimum, contract service providers shall maintain the equivalent of

ILR L3/R3/S3/W3

(Listening, Reading, Speaking, and Writing).

PWS 1.6.13.2 Contractor-provided Pre-Service Instructor Certification.

The Pre-Service Instructor Certification Plan (PSICP) shall include, at a minimum: at least eighty

(80) hours of experiential instruction, education/training in the areas of: current methods and theories of SLA.

PWS 1.6.13.3 In-service instruction

Successfully complete at least 40 hours of annual contractor-provided in-service instruction.

PWS 5.2.1. Perform management and administration functions at all locations where contractors are present.

PWS 5.2.4 Program Management/Coordination Support

The Contractor shall provide certified payrolls to the COR and ACOR by the 15th of the following month.

PWS 5.2.12. Program Management/Coordination Support

The contractor shall be responsible for training employees on required items and be in compliance with all safety and security regulations in accordance with deliverable schedule .

PWS 5.3.1.3 Command Language Program Support

The contractor shall maintain web links to all relevant publications, such as AR 11-6, DA Form 330, and other regulatory requirements.

PWS 5.3.1.5. 5.3.1.5. The contractor shall review student survey results, ODA results, and attendance results at the end of each class. Contractor shall prepare summary minutes and make recommendations to the CLPM and student according to the findings.

These results shall be sent to the COR quarterly.

PWS 5.4. In support of the FORSCOM Language and Cultural services, the contractor coordinates, manages and executes technical and resource support at Fort Bragg and JBLM. This includes being prepared to be on ground to provide units with the proper level of knowledge/expertise/tools and guidance to FORSCOM units.

PWS 5.4.1. The contractor shall provide customer service, administrative support, and resource/facilities functions.

PWS 5.4.1.2 Tech support to staff

The contractor shall provide support to staff and instructors with such administrative functions to include but not limited to copying support, typing, duplication of classroom materials such as audio and video tapes, training aids and classroom set up and tear down, arranging for supplies and training aid support

PWS 5.4.1.3 Distance Learning Scheduling

The contractor shall schedule facilities and distance learning delivery to include monitoring the use of the computer lab/language lab.

PWS 5.4.1.4. The contractor shall control and maintain an extensive inventory of materials, publications and equipment.

PWS 5.4.1.5. Reports shall be provided to the COR upon request and submitted to the COR monthly IAW Technical Exhibit 2 – Deliverables Schedule no later than the 15th of the following month

PWS 5.5.1.1. Foreign Language Instruction (FLI

The contractor shall provide POIs, lesson plans, and instruction delivery tailored according to Government specifications (ILR level, modality, etc.), based on the requesting unit/student’s needs, using current scientific and pedagogical principles

PWS 5.5.1.3 Foreign Language Instruction (FLI)

The contractor shall administer the Learning Style Orientation (TE5 Style Orientation Scale) to students on the first day of a given class/tutorial

PWS 5.5.1.3.1. The contractor shall review (TE5 Style Orientation Scale) annually, provide recommended updates to the COR/ACOR based on more current research.

The contractor shall analyze the results of the Pre Course survey and provide a written plan, briefly outlining his/her intended course of action to tailor instructional materials and methods to the COR within 3 business days of the date the class/tutorial begins in accordance with (TE 2 Deliverable Schedule)

PWS 5.5.1.4 Foreign Language Instruction

The contractor shall introduce students to learning strategies (during initial course orientation) that may help students during the course, specifically those that are aligned with their preferred learning methods.

Note: Government surveillance of contractor performance is not limited to the Performance Objectives as outlined in this PRS. The Government reserves the right to conduct compliance surveillance of any contractual requirement of this acquisition.
