About this file
This document is a Solicitation Amendment (SF 30) for the FORSCOM Language and Culture Services contract (Solicitation W91247-25-R-A022). The amendment extends the proposal submission due date from 14 August 2025 to 21 August 2025 and includes several key modifications: finalizing draft documents, addressing industry questions, adding Technical Exhibit 8, and revising the pricing matrix template. The solicitation seeks a contractor to provide language and cultural training through native-speaking instructors for live and video learning events, supporting adult foreign language students with classroom and technical program support.
The amendment provides detailed instructions for proposal submission, including a 35-page limit for the Mission Capability section, required document tabs (Mission Capability, Pricing Schedule, Signed SF 1449, Amendments Acknowledgment, Representations and Certifications), and specific evaluation criteria. Proposals must address management and technical approaches, including a comprehensive staffing plan, Programs of Instruction (POIs), quality control plan, and a technical scenario demonstrating ability to train linguists with varying proficiency levels. The contract will be awarded on an "all or none" basis, with offerors required to hold pricing firm for 120 days and submit electronically to specified government contacts.
