Technical Exhibit 1 Performance Requirements Summary

PWS 1.6.6.1.1. Security Requirements/Installation Access

All personnel hired are required to possess and maintain a favorably adjudicated National Agency Check with Inquiries (NACI) investigation as a condition of employment.

PWS 1.6.8.1.3 English and Target Language Proficiency

Contract service providers shall be able to read, write, speak, and understand the English language to effectively carry out all contract requirements. They shall have a command of both written and spoken English to clearly and effectively communicate with co-workers, customers, and the general public. At a minimum, contract service providers shall maintain the equivalent of ILR L3/R3/S3/W3 (Listening, Reading, Speaking, and Writing). The Contractor shall ensure its contract service providers meet this requirement prior to performing work on this contract and continue to maintain the required proficiency levels throughout the contract’s duration. The Government reserves the right to have contract service providers’ English language proficiency assessed, at the Government’s expense, at any time during the Period of Performance (POP).

Failure to meet this metric will result in a less than Satisfactory CPAR Report.

PWS 1.6.13.1.3.2. Pre- Service Instructor Certification

Successfully complete the Contractor-provided Pre- Service Instructor Certification. This mandatory pre-service instruction is required

Contractor’s Compliance to the performance threshold will be used for CPAR Reporting periods and the results of the data will be used to substantiate prior to any instructor assuming classroom duties. The Pre-Service Instructor Certification Plan (PSICP) shall include, at a minimum: at least eighty (80) hours of experiential instruction, education/training in the areas of: current methods and theories of SLA, teaching adult language learners, integrating culture (to include culture-general and cross-cultural competence) into language learning, US Army culture and rank structure, classroom management, integrating technology into language teaching, assessing language proficiency, ILR skill descriptions, communication-based teaching, learner-centered instruction, assessing learning styles, and learning strategies. The Contractor shall provide the COR completion certificates for all instructors in accordance with Technical Exhibit 2 – Deliverables Schedule.

PWS 1.6.13.1.3.3 In-service instruction

Successfully complete at least 40 hours of annual contractor-provided in-service instruction, except for those in a less than half-time status, who must attend a prorated amount of in-service instruction relative to the amount of time they will actually be working on the contract. It is the Contractor’s responsibility to provide in-service, professional development instruction for its instructors to cover advances in SLA methodology and adult language teaching/learning. Any

PWS 5.2.11. The Contractor shall provide translations of materials for the purpose of supporting military missions, such as formal military POIs, briefings, signs for deployments or exercises, and other military and/or training related documents. The listing of languages is included in Technical Exhibit 5.

PWS 5.5 Foreign Language Instruction (FLI ) sub-para 5.5.1

The Contractor shall provide instruction that focuses on aural comprehension, speaking, reading and writing, and cultural contextualization skills in the target language/environment, though the degree of focus on each will vary considerable from class to class.

PWS 5.4 Technical and Resource Support (East and West ).

The Contractor shall perform the Technical Functions listed at PWS 5.4

Note: Government surveillance of contractor performance is not limited to the Performance Objectives as outlined in this PRS. The Government reserves the right to conduct compliance surveillance of any contractual requirement of this acquisition.
