SIMPLIFIED ACQUISITION PROCEDURES (SAP)
SINGLE SOURCE DETERMINATION FOR ACQUISITIONS NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD AS DEFINED IN
FAR 2.101
SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER (within its warrant authority) DETERMINES THAT ONLY ONE SOURCE IS AVAILABLE IAW FAR 13.106-1(b). THIS DETERMINATION SHALL BE SUPPORTED WITH FULL JUSTIFICATION FOR SINGLE SOURCE FROM THE CUSTOMER. THE CUSTOMER SHALL PROVIDE THE FOLLOWING INFORMATION:
QUOTE/SOLICITATION NUMBER: W91242-18-R-0002
ESTIMATED AMOUNT (Not exceeding $150,000): $5,600.00
DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:
The item required to be brand name Monaco Enterprises, Inc. is a radio transceiver that sends fire alarm signals from the building it is installed in to the Monaco Enterprises, Inc. D-21 central reporting station computer located in the fire station on base.
UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR
SERVICES CAN BE USED:
The 145th Airlift Wing currently employs Monaco Enterprises, Inc. equipment/systems for our base-wide fire alarm. The overall system incorporates a central reporting station that is located at the fire station, with transceivers (subject of this memorandum) located in every building on base that communicates back to the central reporting station. Monaco Enterprise, Inc.'s equipment/systems are proprietary in nature and no other manufacturer's equipment/systems can communicate and support the current Monaco Enterprise, Inc. equipment/systems currently employed at the 145th Airlift Wing. To install another manufacturer's equipment/systems would require substantial duplication of cost to the Government not expected to be recovered through competition and unacceptable delays in fulfilling the agency’s requirements would result. This estimated cost for converting the entire installation to new equipment/systems would cost well over $1M (as stated by Major James Eaton, the Contracting Officer's Representative for the project). This exact item intended for the same purpose was included in solicitation W91242-17-R-0001, and the resulting contract W91242-17-C-0002, "Replace C-130 Squadron Operations Facility" that was awarded in September 2017. The same authority cited here was also used in that determination.
REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES AND DETAILED
DESCRIPTION OF MARKET RESEARCH PERFORMED:
Major James Eaton, the Contracting Officer's Representative for the project has stated that a lot of other Air National Guard Installations have Monaco Enterprises, Inc. equipment/systems in use for the same purposes we currently do. As stated above, to install another manufacturer's equipment/systems would require substantial duplication of cost to the Government not expected to be recovered through competition and unacceptable delays in fulfilling the agency’s requirements would result. It is customary industry practice for manufacturers to limit proprietary information to technicians who have been properly trained and certified on how to install, maintain, repair, and integrate their equipment/systems.

COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED:
The Government will continue to seek out vendors proposing cost-effective solutions that meet the Government's needs. Additionally, we will continue to conduct market research to find equipment/systems that are not proprietary in nature.
