SECTION 01 30 00
ADMINISTRATIVE REQUIREMENTS
08/15
PART 1 GENERAL
1.1 REFERENCES
The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by the basic designation only.

1.2 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for Contractor Quality Control approval. Submit the following in accordance with Section 01 33 00

1.3 COLOR BOARDS
Submit five sets of color boards within 90 calendar days after Contract Award. Each set of boards must include samples of colors and finishes of interior surfaces, such as walls, floors, and ceilings. Present the samples on 8 by 10-1/2 inches boards (modules) with a maximum spread of 24 by 31-1/2 inches for foldouts. Design modules to fit in a standard loose-leaf, three-ring binder. Where special finishes such as architectural concrete, carpet, or prefinished textured metal panels are required, submit samples not less than 12 inches square with the board. If more space is needed, more than one board per set may be submitted. Certify that the color samples have been reviewed in detail, and that the color samples are in strict accordance with Contract Drawings and Specifications, except as may be otherwise explicitly stated. Submittal of color samples does not relieve the Contractor of the responsibility to submit samples required elsewhere herein.
1.4 VIEW LOCATION MAP
Submit, prior to or with the first digital photograph submittals, a sketch or drawing indicating the required photographic locations. Update as required if the locations are moved.

1.5 PROGRESS AND COMPLETION PICTURES
Photographically document site conditions prior to start of construction operations. Provide monthly, and within one month of the completion of work, digital photographs, 1600 by 1200 by 24 bit true color minimum resolution in JPEG file format showing the sequence and progress of work.
Take a minimum of 20 digital photographs each week throughout the entire Project from a minimum of ten views from points located by the Contracting Officer. Submit with the monthly invoice two sets of digital photographs, each set on a separate compact disc (CD) or data versatile disc (DVD), cumulative of all photos to date. Indicate photographs demonstrating environmental procedures. Provide photographs for each month in a separate monthly directory and name each file to indicate its location on the view location sketch. Also provide the view location sketch on the CD or DVD as a digital file. Include a date designator in file names. Cross reference submittals in the appropriate daily report. Photographs provided are for unrestricted use by the Government.
1.6 MINIMUM INSURANCE REQUIREMENTS
Provide the minimum insurance coverage required by FAR 28.307-2 "Liability", during the entire period of performance under this Contract. Provide other insurance coverage as required by State law.
1.7 SUPERVISION
1.7.1 Minimum Communication Requirements
Have at least one qualified superintendent, or competent alternate, capable of reading, writing, and conversing fluently in the English language, on the job-site at all times during the performance of Contract work. In addition, if a Quality Control (QC) representative is required on the Contract, then that individual must also have fluent English communication skills.
1.7.2 Superintendent Qualifications
The Project Superintendent must have a minimum of 10 years experience in construction with at least 5 of those years as a superintendent on aviation fuel system projects similar in size and complexity. The individual must be familiar with the requirements of EM 385-1-1 and have experience in the areas of hazard identification and safety compliance. The individual must be capable of interpreting a critical path schedule and construction drawings. The qualification requirements for the Alternate Superintendent are the same as for the Project Superintendent. The Contracting Officer may request proof of the Superintendent's qualifications at any point in the Project if the performance of the Superintendent is in question.
1.7.3 Non-Compliance Actions
The Project Superintendent is subject to removal by the Contracting Officer for non-compliance with requirements specified in the Contract and for failure to manage the Project to insure timely completion. Furthermore, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to such stop orders is acceptable as the subject of claim for extension of time for excess costs or damages by the Contractor.

1.8 PROJECT MEETINGS
1.8.1 General
Contractor shall schedule, attend, and conduct meetings and conferences at Project 1.0.1 site, unless otherwise directed by the Contracting Officer.
1.8.1.1 Attendees
Inform participants and others involved, and individuals whose presence is required, of date and time of each meeting. Notify Contracting Officer (CO) of scheduled meeting dates and times.
1.8.1.2 Agenda
Prepare the meeting agenda. Distribute the agenda to all invited attendees.
Coordinate with Contracting Officer the meeting agenda for the progress meetings in advance.
1.8.1.3 Minutes
Record significant discussions and agreements achieved for progress meetings. Distribute the meeting minutes for all meetings to everyone concerned, including Contracting Officer within three days of the meeting.
1.8.2 Preconstruction Conference
Will be scheduled by the Contracting Officer (CO). Time and location of meeting will be provided by Contracting Officer to the Contractor. All Contractor personnel, to include critical/major Subcontractor personnel must attend this conference. All participants at the conference shall be familiar with Project and authorized to conclude matters relating to the Work.
1.8.2.1 Agenda
Items of significance that will be discussed, include the following, at a minimum:
a. Protection of construction and personnel.
b. Tentative construction schedule.
c. Designation of key personnel and their duties.
d. Procedures for processing field decisions and Change Orders.
e. Procedures for RFIs.
f. Procedures for testing and inspecting.
g. Procedures for processing Applications for Payment.
h. Distribution of Documents.
i. Submittal procedures.

j. LEED requirements.
k. Preparation of Record Documents.
l. Use of the premises.
m. Work restrictions.
n. Government's occupancy requirements.
o. Responsibility for temporary facilities and controls.
p. Construction waste management and recycling.
q. Parking availability.
�r. Office, work, and storage areas.
s. Equipment deliveries and priorities.
t. First aid.
u. Security.
v. Progress cleaning.
w. Working hours.
1.8.2.2 Minutes
Contractor shall record and distribute all meeting minutes.
1.8.3 Pre-installation Conferences
Conduct a pre-installation conference at Project Site before each construction activity that requires coordination with other construction.
1.8.3.1 Attendees
Installer and representatives of manufacturers and fabricators involved in or affected by the installation and its coordination or integration with other materials and installations that have preceded or will follow, shall attend the meeting. Advise Contracting Officer (CO) of scheduled meeting dates.
1.8.3.2 Agenda
Review progress of other construction activities and preparations for the particular activity under consideration, including requirements for the following:
a. Protection of construction and personnel.
b. The Contract Documents.
c. Options.

d. Related RFIs.
e. Related Change Orders.
f. Purchases.
g. Deliveries.
h. Submittals.
i. Review of Mockups.
j. Possible conflicts.
k. Compatibility problems.
l. Time schedules.
m. Weather limitations.
n. Manufacturer's written recommendations.
o. Warranty requirements.
p. Compatibility of materials.
q. Acceptability of substrates.
r. Temporary facilities and controls.
s. Space and access limitations.
t. Regulations applicable to the issue at hand.
u. Testing and inspecting requirements.
v. Installation procedures.
w. Coordination with other work.
x. Required performance results.
y. Protection of adjacent work.
Record significant conference discussions, agreements, and disagreements, including required corrective measures and actions.
1.8.3.3 Reporting
Distribute minutes of the meeting to the Contracting Officer and each party present and to parties who should have been present.
Do not proceed with installation if the conference cannot be successfully concluded. Initiate whatever actions are necessary to resolve impediments to performance of the Work and reconvene the conference at earliest feasible date.

1.8.4 Progress Meetings
Conduct progress meetings at bi-weekly intervals. Intervals may change with the approval of the Contracting Officer. Coordinate dates of meetings with preparation of payment requests.
1.8.4.1 Attendees
In addition to representatives of the Government, Subcontractors, suppliers, and other entities concerned with current progress or involved in planning, coordination, or performance of future activities shall be represented at these meetings. All participants shall be familiar with Project and authorized to conclude matters relating to the Work.
1.8.4.2 Agenda
Contracting Officer or his representative will review and comment on minutes of previous progress meeting. Review with Contracting Officer (CO) other items of significance that could affect progress. Include topics for discussion as appropriate to status of Project.
a. Contractor's Construction Schedule: Provide a written report reviewing progress in the past two weeks, and the next two weeks. Review progress since the last meeting. Determine whether each activity is on time, ahead of schedule, or behind schedule, in relation to Contractor's Construction Schedule. Determine how construction behind schedule will be expedited; secure commitments from parties involved to do so. Discuss whether schedule revisions are required to ensure that current and subsequent activities will be completed within the Contract Performance Period.
(1) Review schedule for next period.
b. Review present and future needs of each entity present, including the following:
(1) Interface requirements.
(2) Sequence of operations.
(3) Status of submittals.
(4) Deliveries.
(5) Off-site fabrication.
(6) Access.
(7) Site utilization.
(8) Temporary facilities and controls.
(9) Work hours.
(10) Hazards and risks.

(11) Progress cleaning.
(12) Quality and work standards.
(13) Status of correction of deficient items.
(14) Field observations.
(15) RFIs.
(16) Status of proposal requests.
(17) Pending changes.
(18) Status of Change Orders.
(19) Documentation of information for payment requests.
1.8.5 Coordination Meetings
Conduct Project coordination meetings at weekly intervals. Project coordination meetings are in addition to specific meetings held for other purposes, such as progress meetings and pre-installation conferences.
1.8.5.1 Attendees
In addition to representatives of Government, Contracting Officer (CO), and Architect (as necessary), Subcontractor, supplier, and other entity concerned with current progress or involved in planning, coordination, or performance of future activities shall be represented at these meetings.
All participants at the conference shall be familiar with Project and authorized to conclude matters relating to the Work.
1.8.5.2 Agenda
Review and correct or approve minutes of the previous coordination meeting.
Review other items of significance that could affect progress. Include topics for discussion as appropriate to status of Project.
a. Combined Contractor's Construction Schedule: Review progress since the last coordination meeting. Determine whether each Subcontract is on time, ahead of schedule, or behind schedule, in relation to Combined Contractor's Construction Schedule. Determine how construction behind schedule will be expedited; secure commitments from parties involved to do so. Discuss whether schedule revisions are required to ensure that current and subsequent activities will be completed within the Contract Performance Period.
b. Schedule Updating: There will be NO revision to the schedule unless it is due to an approved change order. If the change order required to revise the schedule is approved, revise Combined Contractor's Construction Schedule after each coordination meeting where revisions to the schedule have been made. Issue revised schedule concurrently with report of each meeting.
c. Review present and future needs of each Subcontractor present, including the following:

(4) Deliveries.
(5) Off-site fabrication.
(6) Access.
(7) Site utilization.
(8) Temporary facilities and controls.

(14) Request for Interpretation.
1.8.5.3 Reporting
Contractor shall record meeting results and distribute copies to everyone in attendance and to others affected by decisions or actions resulting from each meeting.
1.9 ELECTRONIC MAIL (E-MAIL) ADDRESS
Establish and maintain electronic mail (e-mail) capability along with the capability to open various electronic attachments as text files, pdf files, and other similar formats. Within 10 days after Contract Award, provide the Contracting Officer a single (only one) e-mail address for electronic communications from the Contracting Officer related to this Contract including, but not limited to Contract Documents, invoice information, request for proposals, and other correspondence. The Contracting Officer may also use email to notify the Contractor of base access conditions when emergency conditions warrant, such as hurricanes or terrorist threats.
Multiple email addresses are not allowed.
It is the Contractor's responsibility to make timely distribution of all Contracting Officer initiated e-mail with its own organization including field office(s). Promptly notify the Contracting Officer, in writing, of any changes to this email address.
